About this file

This document is a Questions and Answers addendum for RFQ 75F40126Q135867_09032026 concerning vehicle installation and removal services for emergency equipment.

The government seeks universal emergency lighting kits suitable for late model sedans, SUVs, and light duty pickup trucks, with equipment designed for reuse across vehicles without knowing specific makes and models. Bundle 1 includes installation of two front red and blue LED lights (mounted at top of windshield concealed by tint), two rear red and blue LED lights (rear deck for sedans; top of rear window for SUVs, concealed by tint), external siren speaker, mini controller, siren amp, and all necessary wiring and cabling. Bundle 2 includes all Bundle 1 components plus two additional side LED lights (installed on inside rear side windows of primarily SUVs, concealed by tint), front headlight wig wag, and rear taillight wig wag. Vendors must supply all equipment and perform installation services. Wiring must be universal configuration using individually fused, ignition-activated systems not spliced into existing vehicle wiring, and not requiring vehicle-specific harnesses. The government clarified that while it may occasionally need radios removed and returned, radio installation provisions are not required. Emergency equipment may be provided by FDA OCI from existing inventory or the contractor must provide it. Vendors should submit quotes with the NAICS code deemed most appropriate, and the government confirmed no brand-name-specific products are required under the Statement of Work.

Vehicle installation and Removal Services for Emergency Equipment

1. Vendor Question: Our equipment vendor has advised that pricing for the emergency lighting installation depends on the specific vehicle configuration because mounting brackets, relays, and fuse systems are vehicle-specific. Could you please provide the year, make, and model of each vehicle that will require the emergency equipment installation? If available, please also provide any existing information regarding the electrical/relay configuration or vehicle-specific mounting requirements.

Government Response: We are not able to provide location, make, model, and year of our vehicles. However, the vehicles are all late model sedans, SUVs, and light duty pickup trucks.

Bundle 1 in the RFQ should be a Universal Kit that can be universally mounted to any vehicle.

Bundle 2 would be the same Universal Kit plus a few other options that would also be universally mounted to the vehicles.

We intend to reuse this equipment as vehicles are replaced without knowing what vehicle will be provided, thus requiring the universal mounts.

Also, the wiring should be a universal configuration not requiring vehicle-specific harnesses and be an individually fused, ignition-activated wiring system that is not spliced into the existing wiring.

2. Vendor Question: Can you add this NAICS code 336320 to the bid specs?

Government Response : Please submit your quote and include the NAICS code you believe is most appropriate for this action. Please note that no brand-name-specific products are required under the Statement of Work (SOW).

• What is the location of side lights install? On the mirror, or inside window on C-pillar? What type of vehicles are these being installed on? Primarily on SUVs, installed on inside rear side windows, concealed by window tint.
