About this file

This Questions and Answers document issued by the Florida Department of Transportation Procurement Office clarifies technical specifications and operational requirements for the Statewide Weigh Station Scale Maintenance Services RFP (DOT-RFP-26-9081-DG), with proposals due June 11, 2026 at 10:00 AM EST. The document addresses ten substantive questions regarding equipment inventory across 50+ weigh station locations, including corrections to sensor counts at Punta Gorda I-75 (both NB and SB now have Quartz sensors), clarification that US-27 Hendry site currently lacks a Quartz Sensor but may receive one after pavement operations completion, and notification that Yulee I-95 is under construction and will be quartz-based upon completion. The RFP encompasses preventative maintenance and repair services for Weigh-in-Motion (WIM), Virtual Weigh-in-Motion (VWIM), and Static Scale Systems, with a five-year contract term and potential three-year renewal option based on satisfactory performance.

The document establishes critical operational parameters for service delivery, including that all preventative maintenance camera activities must comply with manufacturer recommendations with documentation provided to FDOT, that inventory cabinets should contain only active components with inactive devices removed and returned during upgrades or construction, and that a fixed dollar threshold will be established for repairs without prior Department authorization—addressing contradictions between "replace as needed" language and authorization requirements for mechanical scale parts. Software corrective maintenance is provided at no cost to the state regardless of cause, except where equipment damage results from acts of God or natural disasters, in which case software installation costs are included in equipment costs. The vendor must employ technicians certified by respective equipment manufacturers and ensure all equipment operates within National Institute of Standards and Technology (NIST) Handbook 44 and ASTM E1318 standards.

QUESTIONS AND ANSWERS

DATE: June 1, 2026

BID NO.: DOT-RFP-26-9081-DG

BID TITLE: Statewide Weigh Station Scale Maintenance Services

OPENING DATE/TIME: Thursday, June 11, 2026 / 10:00 AM EST

Notice is hereby given of the following changes to the above-referenced SOLICITATION:

• Questions and Answers provided below:

Question 1

Punta Gorda I-75 Quarts Sensor 1. - The actual count is 2. One EB and one WB.

Should this be changed to accurately reflect the equipment on-site?

Answer 1 Yes, Both NB and SB now have Quartz sensors

Question 2 US-27 Hendry Alt. NB/SB VWS Quartz Sensor 1. This site does not have a Quartz

Sensor. The site only has an Overview Camera. Should this be changed to accurately reflect the equipment on-site?

Answer 2 Yes. Once pavement operations have been completed, FDOT may consider adding a quartz sensor to this location.

Question 3 Yulee I-95 Quartz Sensor 2. This site utilizes Load Cell based WIMs instead of quartz sensors. Should this be changed to accurately reflect the equipment on-site?

to accurately reflect the equipment on-site?

Answer 3 Yulee I-95 is currently under construction and will be quartz based upon completion.

Question 4 Remove strobe, clean reflector and bulb. The manufacturer limits the cleaning of the illuminator to the lens and the reflector on the G6 & G7 models. The bulb in the G6 & G7 models cannot be cleaned per manufacturer’s specification. The manufacturer prohibits opening and the removal of the strobe reflector or bulb in the G8 unit.

Answer 4 All PM activities related to cameras should be done per manufacturers’ recommendations. Documentation should be provided to FDOT for each item in conflict prior to commencement of PM activities

Question 5 Inventory cabinet contents and return unused hardware to FDOT Scale

Maintenance. Could you define the expectations? Is the request to identify all active components, remove all inactive components and return the inactive components to FDOT Scale Maintenance?

Answer 5

All cabinets should only have active components in them. If during a PM activity a tech encounters a device that is no longer active, these devices should be removed and sent to scale maintenance. This should typically be done during upgrades or construction, but our contractors haven’t always removed the outdated equipment.

Question 6 Levers - Check and report load cell anchor plate and linkage for rust, broken, or cracked links and replace if needed. The requirement to “replace as needed” directly contradicts the requirement in Task 4.1 “repairs require Department authorization”.

Replacement of mechanical scale parts is a labor-intensive exercise and should be quoted prior to being performed.

Answer 6 As with all PM related repairs, a fixed dollar threshold will be established for repairs without prior authorization.

Question 7 Bumper Bolts - Repair and replace as needed. The requirement to “Repair or replace as needed” directly contradicts the requirement in Task 4.1 “repairs require Department authorization”. Replacement of mechanical scale parts is a labor-intensive exercise and should be quoted prior to being performed.

labor-intensive exercise and should be quoted prior to being performed

Answer 7 As with all PM related repairs, a fixed dollar threshold will be established for repairs without prior authorization

Question 8 Check Rods - Repair and replace as needed. The requirement to “Repair and replace as needed” does not align with the limitations listed in Task 4.2

Answer 8 As with all PM related repairs, a fixed dollar threshold will be established for repairs without prior authorization.

Question 9 Request printers be limited to remote unmanned sites and exclude weigh station office equipment

Answer 9 The requirement is only when the printer is directly connected to scale hardware

(USB / Serial / Printer Port).

Question 10 Please provide method of performing Tire Anomaly verification.

Answer 10 Verification should be done to manufacturers specs.

Question 11 Software - CM to the software is at no cost to the state. Can an exception be added – “Unless damage is a result of an Act of God, Natural Disaster, Lightning) or Power Surge? This was in the previous agreement

Answer 11 Corrective Maintenance is not typically “a result of an Act of God, Natural Disaster, Lightning or Power Surge. The equipment that hosts the software may become damaged as a result of these issues, and the installation of the software should be included in the equipment costs. If there is an ongoing issue (CM) with software that the state has paid for, the expectation is that the vendor will correct these issues at no cost to the state.
