About this file

This is a Questions and Answers document for Request for Proposals RQ000471 issued by the Atlanta Regional Commission (ARC) for the management, operations, and maintenance of a Mobile Welding Trailer serving a seven-county footprint in the metro Atlanta region. The trailer is equipped with eight fully equipped welding booths and provides occupational skills training in welding to job seekers, incumbent workers, business employees, and students. The Mobile Welding Trailer operates on a schedule based on requests throughout the year with planned downtime for deep cleaning and maintenance. AWS welding certification is a basic requirement for training delivery, though the unit is equipped to provide higher-skilled welding training. The unit can also deliver specialized training based on situational needs rather than targeting specific populations. A pre-proposal meeting or site visit will not be held. The response to questions deadline is Thursday, March 19, 2026, by 5:00 pm EST, with additional information available at the ARC procurement website.

The selected contractor will be responsible for transporting the trailer to and from training locations using their own tow vehicle and maintaining detailed maintenance records and service schedules for all equipment. ARC will cover repair and replacement costs for regular wear and tear not caused by contractor negligence, while the contractor is responsible for keeping the unit serviced. Contractors must provide their own budget analysis as part of the proposal submission, with compensation structure and specific contract duration details to be determined after award. The contractor must hold company or business insurance and may utilize subcontractors or partner organizations with approval from the ARC Program Manager. Reporting requirements are situational based on program funding, and if WIOA funding is used, tracking will be reported through ARC's participant portal managed by the career services contractor.
