About this file

This is a Questions and Answers document related to a state and local contract opportunity for laboratory analyzer equipment and reagent services. The procurement seeks a five-year rental agreement with pricing for laboratory testing equipment and associated reagents. The contract requires bidders to submit pricing structured as Cost Per Reportable Result (CPRR), with the agency specifically requesting that costs be itemized and broken down by lease, service agreement, reagents, and other ancillary items such as quality control prescriptions to enable transparent evaluation of pricing components.

The pricing structure must accommodate the agency's specific operational needs, which include low test volumes and low overall instrument utilization. The agency has explicitly stated it does not want a reagent rental model and requires clarification on whether the CPRR should include only reagent and supply costs or encompass the full cost of the analyzer, service, and supplies combined. This indicates the procurement is designed to allow flexibility in how bidders structure their proposals while ensuring the agency can accurately compare total cost of ownership across different bidding approaches.

Question and Answers

1.Five (5) year rental and reagent pricing “ Is it the expectation to see a separate lease/rental for the equipment (fixed) and individual cost per test (variable by patient requirements) pricing for the assays or a combined price for the equipment and supplies? Ie reagent rental?

What we would like is a Cost per Test with expenses broke down into Lease, Service Agreement, Reagents and any other items such as QC prescriptions.

2. “Bid should be submitted … as COST PER REPORTABLE” Is this CPRR cost for reagents and supplies or does the cost of the analyzer, service, supplies etc.. need to be included in the CPRR?

We do not want a reagent rental due to the fact that our test volumes are low and overall volumes on the instrument are low.
