About this file

This Questions and Answers document addresses clarifications for the University of Wisconsin Oshkosh's interior and exterior signage project for Clow Hall. The project requires bidders to provide labor, materials, equipment, and services for the removal of existing signs and installation of new interior and exterior signage throughout the facility. Key specifications were amended during the bidding process, including modifications to border and inset dimensions for post and panel signs, with the 60"x30" panel sign retaining 2" borders and 2" insets while other post and panel signs were reduced to 1" borders and 0.5" insets. The university clarified that North Clow Hall, currently under construction, requires only exterior sign removal with no interior sign removal needed, while South and West Clow Hall require removal of existing interior signs. Additional sign designs and specifications were provided in supplementary attachments, and quantities were added to the project documentation during the clarification process. Contractors are responsible for all removal, installation, maintenance, and repair services, including any surface damage resulting from sign removal or occurring during the warranty period.

Bidders may submit proposals either by mail or email per the Request for Bids specifications. The University of Wisconsin Oshkosh does not require city permits for the project. All covered roles are subject to a minimum wage of $15 per hour per Executive Order 14026. Contractors should provide installation costs as a lump sum rather than per-sign pricing. No specific licensing requirements were identified for Wisconsin contractors, and bidders may submit proposals for interior and exterior signs together or separately per sections 6.10 and 3.8 of the bid specifications. Inquiries regarding the project should be directed to Susan Poff, UW Oshkosh Purchasing, at 920-424-2006 or poffs@uwosh.edu.

INTERIOR & EXTERIOR SIGNS FOR CLOW HALL

BIDDER QUESTIONS/ANSWERS

1. QUESTION…. We would like to verify the golden border sizes on the 60” X 30” panel sign and the 48” X 30” post and panel sign. The description given says 2” border and 2” inset, these sizes are not proportionate to the graphics provided and the borders appear to be very large on the smaller signs.

ANSWER: The University would like to amend the specifications on all the post and panel signs to meet the new border specifications outlined on the updated Attachment C Exterior Signage Specification document. The 2” border and 2” inset has been changed to 1” BORDER, INSET .5”. Below is the original graphic layout and the updated graphic layout for the Post & Panel signs for reference. The 60”x30” Panel Sign specifications are to remain the same – 2” border, 2” inset.

2. QUESTION…. We would also like to know if you would like a quote for install and removal per sign or would a lump sum for install and removal be best.

ANSWER: Please include a lump sum for the removal and installation cost on the installation total cost line for each appropriate lot.
