About this file
The document provided is a Questions and Answers (Q&A) document related to a Request for Proposals (RFP) issued by the Atlanta Regional Commission (ARC) for Technical Assistance Support services. The RFP seeks proposals from firms or teams experienced in land use, zoning, creative placemaking, and graphic design to support ARC's Community Development Department during the 2025 calendar year. The selected consultant will provide technical assistance to ARC and local governments to plan and implement programs and projects, with all work to be completed by December 31, 2025. The contract may be extended for additional years pending satisfactory performance and available funding.
The RFP indicates a total budget of $50,000 for the 2025 calendar year, which will be spread across various projects and service areas as needed, including support for ARC's Community Development Assistance Program and Regional Development Plan. The selected consultant may be asked to provide a range of services such as research, data analysis, renderings, maps, community engagement, and graphic creation. No specific number of tasks or projects is pre-determined, and the consultant should acknowledge that all work must be completed within the 2025 calendar year.

ARC’S COMMUNITY DEVELOPMENT DEPARTMENT -
TECHNICAL ASSISTANCE SUPPORT RFP
QUESTIONS AND ANSWERS
1. Is the $50,000 budget for all tasks over the entire year?
Yes.
2. Can you confirm that the total fee for this project is $50,000?
The total fee is $50,000.
3. Does ARC intend on hiring one firm/team that can perform all functions or can individual firms go after pieces (e.g., zoning, transportation, economics)?
One firm/proposal will be selected for technical assistance for the entire year.
4. Would the consultant team (prime and/or subs) be precluded from going after future ARC-funded and City-led planning work arising from work done under this contract?
No.
5. Can you provide additional information on what programs the selected firm might support?
The selected firm will likely support our Community Development Assistance Program as we provide technical assistance to local governments, CIDs, and non-profits, as well as the development of the Regional Development Plan. The type of support can range from research, data analysis, renderings, maps, community engagement, graphic creation, and more. However, additional planning activities may be assigned outside of these as needed for the department. Please refer to the RFP for additional programs.
6. Can you provide a little more detail on how the selected firm might support the RDP or other programs?
The consultant may be asked to create maps, graphics, and renderings, and assist with overall document creation. Also, they may be asked to collect and analyze data and help facilitate engagement activities.
7. After reviewing, I did have a follow up technical question– there are a number of potential service areas listed in Task 2, but I see the note on bottom of the first page that indicates project funding is expected to be approximately $50,000 for CY2025. Is that to fund one as-to-be-determined project or intended to be spread across a number of projects in various service areas as described in Task 2?
The $50,000 will be spread across the various projects depending on services needed.
8. Because this is an RFP for technical assistance, and there is not a pre-determined number of tasks/projects or level of effort for each task, how should consultants provide a proposed schedule for the accomplishment of the work?
There needs to be an acknowledgment that all work must be completed within CY 2025. As for the more traditional schedule, most work will be along the lines of a technical assistant role for CDAP and RDP, which will run throughout the entire year.
