Q1. Key milestones: Are there any detailed timelines for design approval, installation, and other key milestones beyond the listed start date of September 25, 2024, and end date of March 24, 2025?

A1. Government needs the billboards up immediately but understands there is approval, print and installation. With that being said, we would be expecting to have billboards up by the middle of October.

Q2. Approval process: Could you provide additional details regarding the expected timeframes for the design approval process, including when we should submit proofs for review?

A2. Government would be expecting proofs to be submitted to the government within 5 days of receiving the art work from the government.

Q3. Flexibility: In the event of unforeseen delays, is there flexibility in the installation deadlines or maintenance schedule?

A3.Install yes but maintenance no. Government is not accepting a billboard that looks dilapidated because that shows the Government lack of attention to detail and excellence in all we do.

Q4. Will the government please clarify if there is an incumbent providing service on this contract or is this a new need?

A4. No incumbent. This is a new requirement.

Q5. If there is an incumbent, can the government please provide the most recent contract award number/contract value?

A5.No incumbent.

Q6. Exactly how would you like this proposal submitted?

A6. Via Email. Remember to submit technical documents in accordance with 52.212-2.

Q7. In the solicitation, the wording asks the offeror to “represent” itself as either a veteran-owned small business or not. Could you please clarify whether this means the offeror can self-certify, or if an official certification is required at the time of submission?

For context, I wanted to mention that my business is woman-owned, veteran-owned, service-disabled veteran-owned, and minority-owned. I am currently awaiting the SBA to reopen its registration certifications this month so I can formally apply.

A7. You will need to ensure your representation follows FAR 52.212-3 and your representing appropriately.

Q8. Do you want each billboard to run 6 months?

A8. The Billboard service will run for 6 months. The government will add the design approval, printing and install timeframe from the awardee on top of the 6 month billboard service. Example Contract POP 25 Sept 24 – 15 Apr 25 ( including 20 day approval, print and install).

Q9. Would you be open to any other dates just in case the ones listed are not available for certain areas?

A9. A little flexibility in dates ( day or two). Government will not be fine waiting months for a specific billboard to open up.

Q10. Would you be open to other size billboards based on availability?

A10. Not unless billboards are larger. Could also consider alternate locations of billboards.

Q11. Would you be open to digital billboards?

A11. Digital billboards will suffice as long as they are static . Recommend submitting two proposals, one for digital and one for printed.

Q12. Just to confirm the goal of the campaign: I'm going to assume the goal is recruitment, but wanted to confirm this as well.

A12. Goal is recruitment for the OH ANG.

Q13. The contracted start date. of Sept. 25 will be unachievable if submissions are due on the 18th. Typically vinyl printing takes at least 1 week and installation can be another few weeks after contracts are secured. Should we assume a feasible later start date with a 6 month duration?

A13. The Billboard service will run for 6 months. The government will add the design approval, printing and install timeframe from the awardee on top of the 6 month billboard service. Example Contract POP 25 Sept 24 – 15 Apr 25 ( including 20 day approval, print and install).

Q14. Often billboards are permed out by other advertisers making them un-bookable.

Should this occur, would you like a quote for the nearest comparable billboard?

A14. Yes quote the nearest available billboard with location for technical evaluation.

Q15. Printed billboards are not replaced due to acts of God like tornado damage. Should we build in a contingency fee for any required replacements?

A15. Yes, This is a firm fixed price contract and the government expects billboards to be provided for 6 months of service.

Q16. Billboard companies and printers require payment in advance, is Ohio Natl. Guard able to expedite payment to the vendor once individual OOH contracts are in place?

A16. We will try to get expedited payment once the service has been provided but will depend on DFAS approval and payment process. Contractors will be able to bill monthly after the billboards have been installed.

Q17. Will Ohio Nat. Guard be providing versions of the artwork according to the various sizes? Or do you need the vendor to resize one piece of key artwork to be used for all sizes?

A17. Yes. Ohio ANG will be providing all art work.
