Questions and Answers

1. Will concrete testing be required for installation of fence post?

0. No certified lab testing will be required, however, concrete is subject to visual inspection by the COR and if questionable, contractor may be required to produce proof of mix ratio.

1. Will testing of ground compaction be required before installation of the new fence?

1. No compaction testing will be required, but is subject to COR visual inspection.

1. Confirm no anti climb feature is required at the top of new Cochrand ClearVu fence.

2. No fence topper is required

1. Will Orange safety fence and temporary post be acceptable as secure perimeter during installation?

3. The perimeter is required to be secured at the end of every work-shift; orange safety fencing will not be acceptable as a temporary means, as it provides virtually no level of security; temporary posts will be acceptable providing they are secured (via chains and locks for example) to permanent structures

1. Confirm that sections of the existing parking lot (one space minimum up south side) can be used during removal & installation?

4. At least (1) parking space along the southern perimeter of the fence will be made available for contractor use during the installation. Advanced coordination of the reserved area will be required with the COR and VA PD. Any required cones or materials necessary to identify reserved area will be the responsibility of the contractor.

1. Can the grass area (west of parking lot) be used as laydown / staging area.

5. The COR will coordinate with the contractor to make available appropriate lay-down / storage area as near the work site as reasonably possible. The contractor will be responsible for restoration of the lay-down / storage space to the same level and appearance as prior to the initiation of the project. COR and contractor will review and take visual photographs of the lay-down / storage location (once determined) prior to the start of the project in order to prevent restoration disagreements.

1. Confirm no stone is needed at bottom of new fence being installed.

6. Rip-rap at the base of the fence was not included in this SOW; it will be pursued via a future endeavor

1. Will reseeding/landscaping of area where new fence is installed be required? Or is raking out acceptable?

7. The area where the new fence is installed is to be appropriately graded / raked-out in order to allow facility grounds maintenance. Disturbed areas of grass beyond the area directly beneath the fence line will be required to be restored and reseeded.

1. Will OSHA 30 be required for site supervisor, and will they be required on site during all work hours?

8. Based on the nature of the work, OSHA 30 is required for the site supervisor. It is anticipated that the site supervisor make daily recurring checks / rounds of the work site to ensure the government’s expectations and requirements are being met, and that the site supervisor be consistently available should problems or questions arise, but they are not required to be at the work site during all work hours.

1. Are all employees working on site required to have OSHA 10?

9. Yes

1. Is it acceptable for the site Superintendent to be the site SSHO as well (dual hat)?

10. Yes

1. Will all employees be required to go through the VA badging system?

11. As the project is anticipated to be short-duration, contractor staff will only be required to obtain day-passes from the main lobby desk in Bldg. 500 (daily). Contractor should coordinate with the COR for the process of obtaining daily passes.
