About this file

This is a Questions and Answers document for solicitation N6449826Q5062 regarding the procurement of 40-foot high cube shipping containers. The document clarifies key specifications and requirements through six Q&A exchanges between potential bidders and the Naval Surface Warfare Center Philadelphia. The primary specifications confirmed include: two 40-foot high cube containers with full open-side doors (entire side opening as one continuous door rather than multiple smaller doors), TAA-compliant manufacturing, and standard container specifications otherwise. The government confirmed it has equipment available to offload containers from flatbed trailers, eliminating the need for tilt/rollback services. The requirement for full open-side doors is driven by the need to load large equipment into the containers from the side, with the government providing attached reference photos to illustrate the loading requirements and clarify why partial door configurations would be insufficient.

This is a small business set-aside solicitation issued on a Firm Fixed Price basis by the Department of the Navy Naval Sea Systems Command, with responses required by 5:30 PM EST on February 20, 2026, submitted to Brooke Steele at brooke.a.steele3.civ@us.navy.mil. Phone calls will not be accepted as a means of submission or clarification.

Questions and Answers – N6449826Q5062

1. Will the receiver be able to offload a flatbed trailer, or will a tilt/rollback service be required?

0. Yes, we plan on having equipment on hand to offload the containers off a flatbed.

1. Are there any additional project specifications, or should we assume standard container specifications (e.g., panel thickness, flooring material, number of locking rods, number of vents, specific RAL color)?

1. No additional specifications beyond being 40ft High Cube containers with full open-side doors.

1. Do the containers need to be TAA-compliant, or are Chinese-manufactured containers acceptable for this bid?

2. Yes, the containers need to be TAA-compliant.

1. Do you want cargo doors on one full side and end or are you requesting doors on all sides?

3. Cargo doors are only needed on one full side.

1. Will 4 separate cargo doors along the side wall will suffice or does the entire side need to open with one door?

4. The equipment that we need to transport in these containers is quite large, so having four smaller sets of doors would leave enough fixed wall structure that it would interfere with loading the equipment. Since we need to be able to load this large equipment into the container from the side, we are seeking containers with full open-side doors to access the entire side. Please see attached photos for reference.
