Sheet1

I wanted to clarify the subject pre-solicitation notice is still in a pre-solicitation status as there is confusion on our end that questions are due July 29, 2022 and Phase I proposals are due August 5, 2022.The notice currently out is a pre-solicitation notice, although I understand it is appearing as a “Special Notice”. We have included a draft copy of our solicitation document that is currently going through reviews. Once the reviews are complete, the solicitation will be issued, posted and these dates will be adjusted based upon when the solicitation is issued. I do expect to have questions due shortly after issuance due to making the documents available in advance.
In question 1, do we need to describe the three contracts that we select for each FA in detail or only provide their title, amount, client, country?Added "The previous/current contracts shall describe the specific work and how it relates to the FA to which the proposal applies, identify whether if was performed as the prime or subcontractor.
Factor 1 requires that we demonstrate our technical understanding. However, the answers to the four questions require mostly our capabilities conducting similar activites. Can you please clarify what exactly is the DOS looking for?The requested information is targeting capabilities based on demonstrated experience. The title of Factor 1 has been revised to reflect IDIQ Demonstrated Capabilities and Experience.
The draft RFP states that if we are applying for more than one FA, we should state three previous or current contracts per FA. Some contracts apply to more than one FA. If this is the case, should we repeat the same information under different FAs?Yes, there are no issues with repeating provided the submission clearly articulates and demonstrates how it relates to the task under the applicable FA.
Can we use past performance for our subcontractors?Yes, where experience or past performance from subcontractors is utilized, teaming agreements shall accompany the proposal. NOTE: Where subcontractors are proposed in these areas, the Government may apply review of any other sources of information to reach a rating (i.e. PPIRS, CPARS, FAPIIS, etc). Offerors that include the majority of their experience and past performance from the prime will be rated more favorably.
Can we submit as past performance contracts that we are performing as a subcontractor but are very relevant and substantial (they are being performed under large umbrella contracts)?Yes
Page 50 states that the proposal is due August 5. Can you please confirm that this deadline will change since we have not received a final solicitation? It is expected that Phase I proposals will be due two weeks from issuance of the RFP. RFP will be issued the week of July 25 - 29, 2022.
Page 45, Volume 1, Factor 2 says that we should submit a project portfolio of up to five relevant projects for each FA to which the proposal applies. Is there a specified format in which these projects should be submitted? How many pages should this be?The Past Performance Factor is limited to Past Performance Questionnaires for projects referenced in Factor 1 submission.
Can the proposal include a list of acronyms? It is not included in the items listed on page 41.All acroymns should be spelled out with their first use in the solicitation. Where one is not, please bring it to the Contracting Officer and Contract Specialist's attention.
Is there a specific format for the five relevant projects that need to be submitted under each FA?The relevant projects should be those utilized to demonstrate experience under Factor 1 and are limited to the Past Performance Questionairres. Offerors should organize all Past Performance Information based on the Factor 1 Projects, which normally have project titles and are numbered 1-5 for each FA to which the proposal applies, so that reviewers can match the client’s opinion with the corresponding Factor 1 Project.
Can you please provide Attachment 13, PPQ?Yes
Page 5. Will DOS be releasing a separate Attachment for the IDIQ Statement of Work? The current 'Attachment 1' is missing a Scope of Work section.Attachment 1 is the Statement of Work for this effort and is the document that will be released with the RFP. It includes the Purpose, Introduction, Background, Scope, Skillset, Standard Deliverables, Personnel Requirements, Travel and Logistics, Labor Categories, as well as Annex's. We believe this covers the work that will be executed under the resulting IDIQs.
Can DOS please confirm the release date of attachments 7-13?The PPQ is being released now, the remaining attachments will be released with the RFP.
Key personnel - Should the offeror include the bios of Key Personnel and other staff in the IDIQ proposal? Also, should the offeror submit the CVs of KPs along with the IDIQ submission for Phase 1?Key Personnel is not being evaluated.
Phase 1, Volume 1, Factor 1 - IDIQ Demonstrated Capabilities and Technical Understanding. Does initial IDIQ submission of 8 pages include the 2 pages for an individaul FA (6 + 2 pages)? Would the total page limit of Volume I be 16 pages if a contractor applies for all the Functional areas? If one FA - 8 pages; If two FA's - 10 pages; if three FA's - 12 pages; if four FA's - 14 pages; if five FA's - 16 pages.
Phase 1, Volume I, Factor II - Past Performance. On page 42, the instructions are "submission limited to Past Performance Questionnaires (PPQs). Attachment 13" - however - on page 45, the instructions are - "The offeror shall submit a project portfolio of up to five (5) relevant projects for each FA to which the proposal applies. The project portfolio shall at a minimum include the projects submitted under Factor 1". - and - on page 46, in teh questions table, it is metnioned that "Offerors shall identify its three (3) previous or current contracts (within the last 5 years) that demonstrates the o - fferor's ability to perform the tasks in the SOW that relate to the self-identified FA" - Should the offeror submit a project portfolio of up to five (5) relevant projects for each FA - along with three Past Performance Questionnaires (PPQs)?This has been revised to clarify the submission is limited to the PPQs.
Can an offeror also submit subcontractor projects for the PPQs? Is there any guidance on the proportion of PPQ's provided by the prime and its subcontractors for projects relating to each FA as well as the overarching IDIQ?Yes, where experience or past performance from subcontractors is utilized, teaming agreements shall accompany the proposal. NOTE: Where subcontractors are proposed in these areas, the Government may apply review of any other sources of information to reach a rating (i.e. PPIRS, CPARS, FAPIIS, etc). Offerors that include the majority of their experience and past performance from the prime will be rated more favorably.
How many PPQs can an offeror submit? And is there a distinction between prime vs subcontractor PPQs?PPQs are limited to the contracts/projects utilized to demonstrate experience under Factor 1.
What is the criteria for a subcontractor to submit a PPQ?There must be a teaming agreeement and the subcontractor will need to submit the PPQ to the offeror for inclusion with the proposal submission.
Is there a template for the project portfolio of up to five (5) relevant projects? Also, can DOS please share the PPQ template (Attachment 13)?The project portfolio is intended to reference those PPQs that will be submitted with the proposal. This language has been revised to clarify.
Can we add an executive summary or overview section to the IDIQ rpoposal if we remaining within the specified page limit.Offerors are welcome to provide if within the specified page limit. Note, the technical evaluation panel will only review information included in Volume I, Factors I and II or Phase I.
Can DOS please confirm the proposal submission date as August 5, 2022?It is expected that Phase I proposals will be due two weeks from issuance of the RFP. RFP will be issued the week of July 25 - 29, 2022.
Past Performance. Factor 1 days that the past performance should be within the last 5 years. Since "Recency" is an evaluation criterion - will any project having the past performance beyond five years not be considered? The Government will consider these; however, they will not be rated as favorable as projects within the past 5 years.
