The contractor must also develop and deliver DEI training to approximately 75 participants, including DLCD staff (approximately 70 employees), management team members (7), and Land Conservation and Development Commission members (7). Training delivery is expected to be completed by June 30, 2023, and may require up to three total training sessions. The RFP allows for one review cycle of draft products before finalization, with DLCD providing consolidated comments. The anticipated notice of intent to award is March 18, 2022.

The budget amount for this contract was not disclosed in the RFP to encourage competitive bidding; however, contractors are required to submit a priority list of tasks to identify essential deliverables if budget constraints arise. Proposals are limited to 10 pages, excluding company profile, certifications, cost proposal, and other standard documentation. No incumbent contractor is working on this project, as this represents DLCD's first DEI assessment and racial equity plan. Oregon preference points may be awarded to resident suppliers if price, fitness, availability, and quality are otherwise equal. Contractors must be registered with the Oregon Secretary of State to conduct business in Oregon prior to contract execution. The project is expected to last until December 31, 2022, with training completion by June 30, 2023.
