About this file

This is a Questions and Answers document for Invitation for Bid (IFB) CN160025 for ELA/ELD Braille Transcription Services. The IFB focuses solely on transcription services for English Language Arts/English Language Development materials into braille format, specifically excluding embossing services. The document clarifies that assignments will be made on an as-needed basis throughout the year, as outlined in Exhibit A, Article IV, Transcription Services, Section 2.

The document addresses technical requirements regarding software compatibility (Megadots and Duxbury Software saved as BRF files), NFB certification requirements for proofreaders, and confirms that previous years' pricing schedules and contracts are public record. There is an unresolved question about UEB applicants' exam requirements that is addressed in Addendum #1. The California Department of Education (CDE) indicates they do not currently have a separate IFB in place for embossing services.

Invitation for Bid (IFB) – ELA/ELD Braille Transcription Services

CN160025

Questions and Answers

Question 1:

Page 4. Since the NFB is not able to provide exams to all UEB applicants (specifically those requiring braille), may bids be submitted where the proofreaders are in the queue to receive the NFB transcribers exam because that is a perquisite for the proofreader UEB and Nemeth exams and the braille version of the UEB transcribers exam is not yet available in braille?

Response 1:

See Addendum #1

Question 2:

We use Megadots and Duxbury Software which is saved as a BRF file which can be read in Braille 2000. Is Duxbury software okay to use so I know if we can bid on any of the new books?

Response 2:

See IFB, Exhibit A, Scope of Work, Article XI, Braille Software

Question 3:

Since this RFB is only for transcription, will there be another one for just embossing or will this be completed by CDE on their own machines?

Response 3:

Yes, this IFB is for ELA/ELD Braille Transcription only. CDE does not have a current Invitation for Bid (IFB) in place for embossing services.

Question 4:

Are previous years' pricing schedules/contracts public record?

Response 4:

Yes.

Question 5:

When are books/titles are typically assigned throughout the year?

Response 5:

Assignments are on an as needed basis. See IFB, Exhibit A, Article IV, Transcription Services, Section 2.
