If a candidate is located in an area where facilities capable of performing these services are scarce and the Contractor has existing facilities in their network located outside of the sixty (60) mile radius, the Contractor may request that the Contracting Officer (CO) or Contracting Officer's Representative (COR) authorizes a candidate to be examined or tested at the existing facility in the Contractor's network.

4Attachment 113.6.1153To successfully perform the services required by this contract, the Contractor shall have established a network of healthcare specialists and clinics thought out the continental United States and its territories. The Contractor shall provide evidence with proposal and at six (6) calendar month intervals thereafter of an adequate network of general, specialist, and sub-specialist physicians, healthcare practitioners to provide occupational health services throughout the continental U.S and its territories with the ability to meet the minimum services stated in the SOW via secured electronic transmission.” Please confirm that Offerors’ Geo Access Maps to be included in Volume I satisfies the requirement for “evidence” of an adequate network of healthcare specialists and clinics for CONUS and OCONUS locations.Geo Access maps to be included in Volume I will satisfy the requirement at the time of proposal; however, the Government has made the following change in the SOW to further clarify the requirement for the life of the contract:

Form(s) of evidence shall include but not be limited to maps displaying national and international network availability for both pre- and post-employment services, itemized reports for each Program Office that summarizes the number of facilities by state and country and available services (e.g. a report that summarizes the total number of network facilities within a particular state, and which services detailed in this SOW are supported by those facilities).

10Attachment 14.6.4.230Would the Government consider allowing the contractor to confirm which genders are available at the location for drug collection observation requirements and then send one collector of a different gender to perform exams to reduce cost to the government?No, CBP has had several issues most recently, where employees didn’t feel comfortable with the opposite gender as the collector. CBP requires both genders at each location.
11Attachment 14.7.5 & 4.8.840 &45Now that the Department of Transportation no longer requires sending blinds to the lab would the CBP consider removing this requirement to reduce the cost to the government?No. CBP’s Drug Testing Program operates under the guidance of HHS which requires submission of blind samples to HHS-certified laboratories.

We recommend focusing on the functional requirements. Would the government consider changing the requirement in the third bullet to: "Evidence of the ability to apply CBP's medical guidelines / standards, physical requirements, critical tasks, as well as environmental hazards and stressors to performing medical examination reviews and consultations The Government has made the following change:

The Contractor will be required to modify their systems to be compliant with CBP changes and notify CBP of these modifications, within thirty (30) calendar days of being notified of the change(s).” The time needed to modify Contractor systems depends on the complexity of the change request. Request that the 30 day change requirement be removed or reworded to, “The Contractor will be required to modify their systems to be compliant with the CBP changes and notify CBP of these modifications, in a timeframe agreed upon by CBP and the Contractor.”The Government has made the following change:

The Contractor will be required to modify their systems to be compliant with CBP changes and notify CBP of these modifications, within thirty (30) calendar days of being notified of the change(s), unless otherwise specified by the Government (e.g. if the complexity of the system modification requires more than thirty (30) calendar days to complete, and an extension has been mutually agreed upon between the Government and contractor).

18Attachment 113.2 Key Personnel Qualifications144As each Key Personnel description references an alternate or back-up, would the government please clarify if offerors are expected to provide CV/resumes of alternates for all Key Personnel at the time of proposal?The Government requires CV/resumes of all primary Key Personnel at the time of proposal, and will accept the CV/resumes of alternate Key Personnel within 30 days post-award.

27Attachment 113.4.4 General requirements for Key and Non-Key personnel“The CO and COR retain the right to request credentials, certification, or proof of training from the Contractor for any personnel at any time.” Would the Government revise the language to allow a 10 business day lead to provide the documentation?No.
28Attachment 12.5.1 Hiring Center9“The Contractor, upon request, shall also provide pre-employment medical examination, fitness testing, and drug testing services at overseas locations including, but not limited to, Canada and Germany.” Is there any opportunity for the individuals serving overseas to be provided services in the U.S. during training or other required visits to the U.S.?Yes, if possible. The Government will have the applicant perform testing while in the U.S., but the Government also need services provided overseas in the event the applicant is unable to return to the U.S.
