If the CPM reference is synonymous with the Program Manager (PM) title, please identify which of the PMs is accountable for complying with the requirements of Section H.4.A.5 for Security Procedures.The Contract Project Manager is synonymous with the two required Program Managers (PM). 7RFPL.12(i)2.) and L.12(i)3.)46Section L.12(i)2.) states, “…excluding the cover letter of the Proposal, title page in any section of any Volume….” Section L.12.(i)3.) states, “The cover page shall be in accordance with FAR 52.215-1, paragraph (c)(2).” Please confirm the use of “title page” and “cover page” are synonymous.The use of “title page” and “cover page” was intended to be synonymous. “Title page” is changed to “cover page” in revised RFP.
8RFPH.4.A.214The Contractor Employee shall comply with all security policies contained in CBP Handbook 1400-05D, v.7.0, Information Systems Security Policies and Procedures Handbook, or latest available version.” Would the government please provide CBP Handbook 1400-05D, v.7.0, Information Systems Security Policies and Procedures Handbook?The Government will share the handbook with the successful offeror, post award.
9RFPL.12(i)4.)46The Offeror shall submit its volumes as e-mail attachments, with no more than one e-mail for each volume.” Given the required proposal content and the file size limitation of 3MB per file, would the Government consider allowing Offerors to submit more than one file for a given proposal volume (e.g., CBP Medical Services–Volume n–Offeror Name (1 of X).pdf)”?The 3MB restriction is removed from the Revised RFP.
10RFPL.12(a), p.45 and L.12(k)1)49Additionally, the Offeror shall submit the requirements of Section 1 through 3, in addition to the Volume IV & Volume V submission.” Please clarify if the Government requires Offerors to submit the additional requirements of Sections 1 through 3 as Volume V as Section L.12(a) states that the Government requirements are for four (4) proposal volumes.This was a Government oversight. There should not be a Volume V.

Volume III -Small Business Utilization Plan, Volume IV – Cost/ Price Proposal.

Volume III and Volume IV should be submitted at the same time for Phase II. Sections 1-3 shall be submitted as part of Volume IV. This was updated in the revised RFP.

11RFPL.12(a)245This step requires participation in an oral presentation and the following written submissions.” Please confirm oral presentation slides are not required to be submitted with Phase II proposal submission.MS PowerPoint Slides are not required for the Oral Presentation, however they are highly encouraged. If the Offeror participates in Phase II and the offeror elects to have PowerPoint presentation slides, the offeror shall submit them electronically to the Procurement POC at the time they submit their Volume III and Volume IV, submission. More instructions on oral presentations will be provided upon notification of an offeror’s participation in Phase II.
12RFPL.12(e)45Paper size shall be 8 1/2 by 11-inch white paper, using 12 point font. No reduction is permitted except for organization charts or other graphic illustrations, or in headers/footers.” Please confirm font reduction is permitted for charts, tables, graphic illustrations, and headers/footers.Yes, Price reduction is permissible only for charts, tables, graphic illustrations, and headers/footers. Please confirm only seven (7) Key Personnel proposal artifacts are required with Offerors proposal submission.Yes, only seven (7) Key Personnel proposal artifacts resumes (proof of employment, letters of commitment, and certification documentation) are required with Offerors proposal submission.
14RFP and Attachment 1L.12(j)1.)d); and Attachment 1, Section 13.8p.47; Attachment 1 pg 157Maintaining quality and timeliness of deliverables and services is an essential factor to ensuring the Medical Services contract success. Given the extensive requirement of the Quality Control Plan (QCP), would the Government consider allowing Offerors to address quality in the QCP and excluding the QCP from the page count?The offeror does not need to submit a draft Quality Control plan (QCP) with their submission. Only the successful offeror shall submit a draft QCP no later than 5 days after award. As stated in the RFP Section L.12(j)1.)d.), in the Offeror’s written submission for phase 1, the contractor shall: “Describe how the Offeror will oversee and ensure compliance of the contract requirements. Outline how the Offeror will perform management review and quality control over deliverables, work products, and staff performance. Describe the processes that will be used to ensure deliverables meet quality and timeliness requirements.”

These elements discussed will not be excluded from the page count.

15RFPSection L.12(k)2)ii.49The Offeror shall discuss a highly detailed methodology for the Government to evaluate its level of confidence in the offerors technical and management approach towards the requirements of the SOW…Upon notification of attendance to the oral presentation, the Government will provide the minimum elements that shall be addressed in the oral presentations….”. Given the Government’s desire to have Offerors’ present detailed approaches and methodologies to meeting the requirements of the SOW, we strongly encourage the Government to identify the specific topics Offerors are to present during oral presentation.In addition to the specific topics provided in the RFP, the Government will provide Offerors with notification to participate in Oral presentations, which will include additional specific topics and/or questions for the Offeror to address in their presentation.
16RFPSection L.12(k)3)i.51As part of Phase II participation, the offeror shall submit their Volume II -Small Business Utilization Plan….” Please confirm that the Small Business Utilization Plan should be submitted as part of Volume III.This was a Government oversight. 17RFPSection L.12(k)4) ii.51“The Offeror shall submit Volume III to the Procurement POC’s via email….” Please confirm that the Cost/Price Proposal should be submitted as part of Volume IV.This was a Government oversight. 18RFPSection M.3.c.3.53Who is considered to be responsible within the meaning of FAR 9.104….” Given the determination of Responsible Prospective Contractors (FAR Subpart 9.1), please confirm Offerors are to address the requirements of FAR Subpart 9.1 in Section 3 of the additional requirements for Volume V.

Can the Government please provide the amount(s) per specialty per occurrence?

The Government will utilize sources such as System for Award Management (SAM) and Federal Awardee Performance and Integrity Information System (FAPIIS) to make a Responsibility determination. The offeror does not have to address this in their Sections 1-3 Submission, in Volume IV.
19RFPM.4.a)54Please describe how the Government intends to evaluate the additional requirements associated with Volume V, Sections 1 through 3.The Government will review the Offeror’s Sections 1-3 in Volume IV submission for compliance.
20RFPI.84 52.237-7(a)35“The Contractor shall maintain during the term of this contract liability insurance issued by a responsible insurance carrier of not less than the following amount(s) per specialty per occurrence:”The Contractor shall maintain during the term of this contract liability insurance issued by a responsible insurance carrier of not less than the following amount(s) per specialty per occurrence: $300,000.00
21RFPL.12 (i) 4) Due Date for Proposals46Would the Government please consider extending the proposal due date in order to give offerors more time to prepare their proposals? Complicating factors for the timeline include, but are not limited to: adequate time to organize and/or hire key personnel (including alternates) employees and the time necessary to review and incorporate information from Attachments #1-#21 (sections 3.18-3.37) not included by the Government.The Government currently does not intend to extend the proposal due date for phase 1.

L.12 (k) 2) ii.50Section L.12 (j) 1) C. allows “Letters of Commitment” from Key Personnel, while section L.12 (k) 2) ii. requires Oral Presenters to be “current” employees. Would the government change the requirement in L.12 (k) 2) ii. to allow Key Personnel with letters of commitment to participate in the Oral Presentation?Yes, the government changed the requirement to allow Key Personnel/ Presenters with letters of commitment to participate in the Oral Presentation.
23RFPL.12 (k) 2) ii.50Will the Government allow the offeror to include non-Key Personnel to participate in the Oral Presentation, with a minimum of 2 Key Personnel included in the 5 person team?The government has revised the RFP to allow for 6 presenters. The offeror may have one presenter that is not a key personnel in their presentation team. All of the presentation team must be current employees (or have signed letters of commitment) of the prime Offeror or proposed sub-contractors (No more than 2 presenters may be subcontractors). This change is revised in the revised RFP.
24RFPL.12 (j) INSTRUCTIONS FOR PHASE I – ADVISORY48Can the Government provide an estimate of the period of time between Phase I submissions and the Advisory Notification to Offerors?Approximately within 72 hours.

The Government anticipates, at this time, for Oral presentations to be conducted approximately between 09/08/2020- 09/10/2020.
