About this file
This is a Questions and Answers document for a federal solicitation (15B50126Q00000014) issued by the Department of Justice Bureau of Prisons for FCI Bastrop to perform abatement, demolition, and disposal of interior finishes at the facility. The project is firm-fixed-price with a performance period of 210 calendar days from Notice to Proceed, with liquidated damages of $1,412.16 per day assessed for delays beyond the completion date. The scope is strictly abatement, demolition, and disposal only—no replacement of drywall, ceilings, wood paneling, painting, or other restoration work is included. The contractor must perform a Mold Assessment Consultant (MAC) remediation protocol, conduct final clearance testing with post-abatement independent visual inspection and detailed air sampling, and implement negative-air containment and HEPA filtration throughout all identified demolition areas. Additional areas with microbial or water damage beyond quantities identified in the Statement of Work will be addressed separately and are the government's responsibility.
Work must be performed between 7:30 A.M. and 4:00 P.M. with no flexibility on hours, and on-site workers are limited to 20 personnel. The contractor must submit monthly progress invoices for payment on Net 30 terms, and wage determination requirements apply per FAR standards with rates available on SAM.GOV. Payment and performance bonds are required in accordance with FAR 28.102-1(b)(1). FCI Bastrop will be responsible for removing/relocating furniture, cameras, fire alarm strobe units, and non-contaminated content; however, if microbial growth is identified on any items or systems (flooring, electrical conduit, wiring, window trim, door trim, or bookshelves), the contractor assumes responsibility. Quotes must be submitted via email to l4mitchell@bop.gov on the specified RFQ form (SF 1449), and prospective offerors may attend one site visit per contractor with restrictions on bringing digital devices. Asbestos testing has been completed and results are available for review; no mold or lead-based paint testing has been conducted by the government.
