About this file

This file is a Questions & Answers document for a Tree Removal Service contract opportunity with the VA. The contract requires removal of approximately 25 trees per contract year (base year and option year), with work scheduled during April through October for routine removals and year-round availability for emergency storm damage cleanup. Trees range from 6 to 50 inches in diameter, and the contractor is responsible for all utility locates prior to work. Work must comply with VA working hours unless an emergency occurs, with traffic control plans required dependent on the work area. No crew badging or escorts are needed, and no noise or vibration restrictions apply.

All services must be provided on a unit pricing basis, inclusive of stump grinding, mulch coloring, and haul-off. Mulch must be colored brown and delivered to a designated on-site location for all work, with specifications of medium to coarse mulch (½" to 3"). All tree material, including limbs, must be mulched, and stump grindings must be stored at a designated VA location rather than disposed of off-site. The contractor may consolidate all tree material to a single campus location for centralized chipping. Documentation requirements include weight records for removed trees, mulch produced, and debris, along with before-and-after photographs per work area. The contract requires compliance with VAAR 852.219-75 for small business services, and trees are marked on campus for pricing inspection purposes.
