About this file

This is a Questions and Answers document from the Commission on Teacher Credentialing (CTC) regarding RFO #15RFO008 for the Upgrade/Migration of the CTC WWW Site. The project involves upgrading and migrating the CTC website to the Sitefinity CMS platform, with work including the development of mobile-compatible data dashboards and backup systems at the Department of Technology tenant managed services. The project anticipates requiring two consultants, with CTC staff and student assistants also participating in the conversion work. While the contract term is one year, the agency expects the project to be completed in less time, with up to 50% of the work permitted to be performed offsite.

The maximum budget for this contract is $225,000. The current website consists of static HTML pages with client-side Javascript and has been maintained entirely by CTC staff with no external maintenance, support, or hosting costs. The contractor must be approved to bid on CMAS contracts and either be a Sitefinity partner organization or subcontract with one. There is no incumbent vendor, as CTC has never previously hired a consultant for their website. The website is considered mission-critical and must support multiple browsers and devices, including recent versions of Chrome, Firefox, Edge, IE (version 9+), Safari, and mobile browsers on iOS and Android platforms.

QuestionAnswer
As per the RFO#15RFO008, Consultant for Upgrade/Migration of the CTC WWW Site, What would be District's budget range for the scope of the work outlined in the RFO?Our budget for this contract is a maximum of $225,000. We assume that the bids will come in close to that.
Do you anticipate that more than one consultant will be required for the scope outlined in the RFO?We anticipate 2 consultants. CTC staff and possibly some student assistants will be working on the conversion with the contractors.
Does CTC already have any incumbent vendor identified and preferred for this RFO? We want to make sure whether to invest our time and effort in preparing RFO response if that is the case. No, definetly not.
On page 5 of the RFO under Offer Project Team Qualifications – Mandatory there is a requirement that states that the developer “Shall be employed by a Sitefinity partner organization.” This requirement makes it sound like CTC already knows who will be bidding. We just want to make sure that this requirement will stand or if vendors can still provide a bid if they do not meet this requirement? We have no idea who will bid other than the must be already approved to bid on CMAS contracts such as this. We assume that since to our knowledge there is no bidders on CMAS that are a Sitefinity partner that CMAS vendors will use a subcontractor to meet this requirement.
Does CTC already have a vendor in mind or a shot list of vendors for this RFO solicitation? No, definetly not.
We’d also like to know if we subcontract to a Sitefinity partner organization if our bid response will be considered compliant?Yes
Who developed the existing website? The Commission on Teacher Credentialing, the Commission has never hired a consultant to help with our website.
Is there an active contract for the maintenance and support of the existing website? If so, who is the vendor? No
The contract value is capped at $225,000.00 for a one year term, but CTC is anticipating more than 1 developer for this engagement. Is it fair to assume that the developers are not required onsite for the entire duration of the contract.CTC is allowing for up to 50% of the work to be completed offsite. We anticipate that this project will not take a full year to complete.
What would be the process for work authorization approval? For example: Will CTC approve the work authorization after testing a task on multiple browsers and devices? No, work authorizations will be used as necessary for large tasks to estimate the amount of time and cost of doing a task prior to starting the task.
At a minimum, what browsers, versions and devices is the website anticipated to function? All commonly used browsers on commonly used devices. Windows: Recent versoins of Chrome, Firefox, Edge, IE version 9 and above. OS X: Safari, Chrome, Firefox (Recent versions). iOS: Safari (Recent versions (iOS 7?). Android: Chrome (Android 4.x and above).

The WWW site should automatically adapt to multiple screen sizes, including mobile devices, and support mobile-compatible data dashboards.

Will CTC conduct telephonic interviews of the consultants in the event a proposer is shortlisted?Yes
Is this public facing website considered mission critical? If so, does this website need to be on Tier-III data center?Yes, another piece of the project is to put backup system of all of CTC's mission critical applications in the Dept. of Tech. tenant managed services. The production systems will continue to be at CTC.
Does CTC expect the awarded firm to spend a significant amount of time on-site? Or can most of the work be done off-site/remotely?CTC is allowing for up to 50% of the work to be completed offsite.
Does CTC have a preference regarding specific CMS/platform technologies?Yes, CTC has selected and purchase Sitefinity for our CMS platform.
What CMS does the current CTC website use, if any?None, CTC's current website is all static HTML pages with some client-side Javascript
Is there currently an incumbent firm providing the CTC with Website Design and/or Development services? If so, will the incumbent be bidding on this project, and can you release the firm’s name?No
Is there an estimated budget range for this project? Or do you have any information regarding previous budgets for similar projects? Our budget for this contract is a maximum of $225,000. We assume that the bids will come in close to that.
What has CTC spent annually in recent years for the maintenance, support and hosting of its current website?Since everything has been done onsite with CTC staff there has been no maintenance, contract support or hosting costs.
