About this file
This document is a Questions and Answers (Q&A) file related to a federal solicitation for work on the Hiawatha National Forest, specifically an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year duration. The Q&A addresses various administrative and workforce-related inquiries, including key personnel requirements, solicitation posting timelines, and compliance with Federal Acquisition Regulation (FAR) clauses.
The document reveals that the solicitation was not posted on the 2025 Procurement Forecast and involves considerations around employer statutes, worker verification, and potential use of local versus foreign workers. Key points include the government's approach to selecting vendors, the role of SAM.gov in verifying regulatory compliance, and Michigan Department of Labor's (DOL) limited involvement, which is primarily restricted to verifying wage rates for hired employees. The Q&A provides clarity on procedural aspects of the procurement process, though specific details about the exact nature of work or services are not provided in this document.

Questions
1. Will the contractor and subcontractor have to furnish a list of their employees to you if awarded the contract?
2. Will the Government make sure enough time is given for local US citizens to have first choice to apply for the jobs in the state before foreign workers are brought in to do the work on Hiawatha NF?
3. Will proof of Liability and Workers Compensation from the awardee be required from a Michigan Insurance Carrier license to do business in the state?
4. I can't find any guidance about these issues of employer statutes in the solicitation.
5. I'm confused about the 5-year long contract. Would that exclude H2B Employers because the IDIQ is more permanent than temporary?
6. Is the Michigan DOL excluded from any of the above issues in this procurement process and will they even be notified if the contractor uses foreign workers from another state? I’m not sure what this question is asking, what issues?
7. Was the solicitation posted on 2025 Procurement Forecast?
