1.

The due date is noted as November 11, 2024, which is Veterans' Day, a Federal holiday— In an effort to ensure a timely response to this RFP, we kindly request an extension until November 14, 2024.
The Government will extend the proposal closing date by two calendar days (November 13, 2024, 5PM EST).

We note in the GPO response to Q62 that GPO fills approximately 161 vacancies annually.

– Since this is FFP and “to ensure the work will be balanced to accommodate the number of FTEs under each labor category”, can you please confirm the anticipated volume of other non-vacancy personnel actions that the 12 positions involved in recruiting and staffing, and transactions/processing work these 12 positions will be supporting monthly or annually?

GPO HC processed approx. 3K non-vacancy actions last year, not including our mass run of performance awards and annual cost of living increase.

We also note that the number of HC Specialists (Classification) increased to eight from six.

– Can you please confirm the anticipated number and types of classification actions monthly or annually?

There is a requirement for 8 classification Specialists. Classification work is a mixture of new PDs, pen&ink updates to existing PDs, including digitizing older PDs in MonsterClass and creating updated coversheets, as well as larger scale branch or division-wide PD updates. Larger scale updates estimated at 3-5 annually.

We note the first sentence was updated to read: “The contractor shall designate an Administrative-Coordinator at the company who will be the first line of contact for the contractor employees and serve as a focal point for administrative matters, such as timekeeping and work schedules.” – Can you confirm if the Contractor’s Administrative-Coordinator is intended to be a full-time role and is in addition to the 21 FTEs required for this contract?
The Administrative Coordinator is not a direct labor category under this contract. The expectation is that a company representative will perform those duties indirectly.

– Can you confirm if the letters of commitment required for key personnel are outside the five-page limit for the resumes?

– If the key personnel are current employees of the offeror are letters of commitment required?

The letter of commitment is a separate deliverable in this volume. Individual resumes should not exceed five pages.

We note in the GPO response to Q38, “Work assignments will be given to the contractors by federal supervisors and team leads. All support will be provided by their team lead, supervisor or COR.”

– For the last sentence, can you please confirm if “their team lead and supervisors” is referring to the Federal or the Contractor’s team lead and supervisors?”

Federal team leads and supervisors will provide day-to-day work assignments.

We note in the first paragraph, “List all outputs/outcomes with specific due dates or timeframes. Include media type, quantity, and delivery point(s). State due dates in terms of calendar days after award.”

– Can you please confirm if a Deliverables and Delivery Schedule will be published at contract start that will include all outputs/outcomes with due dates and required formats for all of the deliverables listed for each position?

The contractors will work with the Team Leads and supervisors for particular deliverables. Deliverable timeframes will vary based on the complexity of assignments.

We are assuming that for positions greater than two (2) key personnel are required, the government is asking for a sample representation of resumes to demonstrate staffing capability for each Labor Category. Can the government please advise if this is an accurate assumption and, if so, how many key personnel resumes are considered adequate to demonstrate our ability to staff the desired number of positions for each labor category?

Please refer to the Q&A sheet in Amendment 004 and the revised key personnel requirements from Amendment 004.

The government is asking for resumes and Letters of Commitment; however, there are times when an individual who is proposed may leave our employ before the contract award is finalized or during the course of the contract. Can the government please advise us on the process it requires for backfilling a replacement for any such personnel?

Please refer to the revised Key Personnel provisions in Section H of Amendment 004.

The solicitation states that the volume 4 past performance questionnaire (Attachment 3) shall be completed by customer references and returned to the Contracting Officer and Contract specialist. However, the solicitation also states that “The offeror’s proposal submission must include a minimum of three completed past performance questionnaires to enable proper evaluation.” Can the government please clarify whether the solicitation is asking our customers to also return a copy of their past performance questionnaires to us for placement in the Past Performance volume?

These instructions were revised in Amendment 004.

If our customers are to return their past performance references only to the Contracting Officer and Contract Specialist, can the government please clarify what specific information it is requesting offerors to place in our past performance volumes?
Please refer to the updated Section L instructions in Amendment 004 for Volume 4.

We are assuming that copies of the Solicitation Non-Disclosure Agreement should not be returned with our response but that this document should be returned only in the event of an award to our firm. Can the government please confirm that this is an accurate assumption?

Your assumption is correct.

13.
The solicitation states that the maximum file submission may be no more than 5MB and that “Multiple emails may be sent to accommodate the proposal size and content, but each email must clearly identify the attachments and instructions for assembling the proposal.” However, the solicitation also states that offerors are to complete five (5) volumes but that we are to “submit one complete electronic version of their proposal.” Can the government please clarify the process for our proposal submission in the event our PDF portfolio surpasses the 5MB allowable file size?

The total size of the PDF portfolio may not exceed 5MB. Please refer to Q&A sheet in Amendment 004 for further clarification.

The government states that for Volume 1, the offeror must attach a copy of the) System for Award Management (SAM) registration information. Can the government please advise what section or sections of the SAM registration document it is asking for us to provide (i.e., is the government asking for a copy of the Entity Information or Business Information or a copy of the entire SAM.gov registration)?

You must submit a copy of the entire SAM.gov registration.

15.
Per the solicitation requirement in Section K, The Contractor’s representations and certifications, including those completed electronically via the System for Award Management (SAM), are incorporated by reference into the contract.” Based on this statement, and as there is nothing additional to complete in Section K, Based on this information, can the government please advise the compliance intent of the instruction on page 61 of 70, item b iii, which states that we are to complete “any other "Representations, Certifications, and Other Statements of Offerors" in Section K is required”?

This is standard text. There are no other Section K items to complete if your records in SAM are current.

Can the government please advise if there is an incumbent contractor for this requirement? If there is an incumbent, can the government please provide the name of the incumbent firm and the contract under which these services are being provided?

This information was provided in Amendment 0001.

If there is an incumbent firm, can the government also advise if the current contract is substantively similar? If not, can it advise on the primary differences of significance?

As provided in Amendment 001, this solicitation combines scope that is currently fulfilled under two separate contracts.

18.

The government has asked for the Offerors' plan to assign Key Personnel over all four option years. Can the government advise of any differences in the anticipated contract option years that might impact the offerors' plans for assigning Key Personnel?

The resultant contract will maintain the key personnel requirements at a fixed rate during the base and all option years.

19.
Please confirm that there are no page limitations for any of the solicitation response volumes.

There are no page restrictions.

20.
Can the government please advise if there are any specific reporting requirements (including any milestones or deadlines) associated with the contract deliverables?

Contractors will be expected to update HC dashboard to show the progress of their work.

21.
Can the government please clarify its expectations regarding the anticipated regular communication and meeting schedules, including any specific technology platforms or tools it desires for online meetings, between the contractor and the Government?

Meetings will be held via MS Teams. Communications will be through phone, MS Teams, and email. Contractors will be required to attend weekly team meetings and any additional meetings called related to work requirements.

Please advise if there are any restrictions or guidelines for subcontracting portions of the work.

Please refer to the Section L instructions for Volume 2 in Amendment 004.

We assume that we are to place any SF30s associated with this solicitation in Volume I. Can the government please confirm that this assumption is accurate?

Your assumption is correct.

24.
Can the government please consider allowing non-substantive information in the headers and footers of each page, such as page number, date, solicitation number, etc., to be provided in Times New Roman 10 font?

The Government accepts this request.

25.

We assume that the November 11 solicitation response closing time is 5 p.m. ET. Can the government please confirm that this is an accurate assumption?

That was the closing date and time established in Amendment 004. The due date will be extended.

We are assuming that the Amendment numbering begins with 002. Can the government please confirm that this is an accurate assumption?

The Amendment numbering begins with 001.

Since all but one FTE are remote (per page 27, Delivery or Performance) and the government will provide GFE, will GPO be shipping the GFE to staff at their remote locations?
Yes.
28.
This section requires that Key Personnel be replaced in 30 days. Please define “replaced.” In other words, is replaced defined as accepted resume, in the clearance process, cleared to onboard, onboard, etc.?
The provisions of Paragraph B and C of the Key Personnel clause (Section H -2), as amended in Amendment 004, denote proper replacement of key personnel. Ultimately, the Contracting Officer’s concurrence must be obtained in writing
29.
Based on the metrics about annual vacancies provided in the Q&A and our experience at other agencies with similar HR contracts, we believe the work can be accomplished with a different staff mix that could include fewer than 21 dedicated FTEs, which would be of benefit to the government. Is GPO open to a bid with an alternative staff mix?
Yes.
30.
Please provide more details on the type and volume of work involved in filling the 161 vacancies.
Recruitments follow established OPM guidelines under Title 5. Type of recruitment is generally competitive. Types of jobs recruited for include white- and blue-collar work in Printing and binding, IT, finance, acquisitions, library sciences, security services, printing services specialists. We also recruit apprentices and recent graduates under OPM’s pathways program.

To get a better understanding of GPO's needs in filling the 161 vacancies per year, are these all unique positions or do they comprise of a certain number of positions with a volume # of personnel needed for each position type?
The recruitment efforts last year to fill 161 positions encompassed 35 different occupational series.

The notice states that the solicitation is due on 11/11/24 but the Solicitation Document / SF 1449 attached to the 10/9/24 notice still states that the due date is 10/14/24. Question: Please confirm the correct due date for this solicitation.
That notice was corrected.

Question: Please confirm that the instructions require us to include 1 resume for each of the Key Personnel labor categories as listed in Section H of the RFP, totaling 15 resumes as opposed to 1 representative resume per actual labor category for a total of 4 resumes.
Amendment 5 updated the number of positions to be filled by key personnel. Please refer to responses to questions in the

Instructions state: “The offeror’s proposal submission must include a minimum of three completed past performance questionnaires …”. Question: Please confirm that the Government will accept the questionnaires as sent to the references (which will not be completed) since the instructions state that the completed questionnaires are to be sent by the customer references directly to the GPO CO and CS.
You are responsible for sending the blank PPQ to your customer references. The customer references will complete the form and submit directly to the CO and CS. Please note that Sae Jeong is no longer the CS. The Government will accept all PPQs that were sent to the CO prior to or after the reassignment took place.
35.
The SOW states that current DE certification is required. However, section 10. Section H.1 states that if the contractor needs to be sponsored by GPO to receive DE certification or other certifications, GPO will pay the initial fees and will be reimbursed by the contracting company. Question: Please confirm whether DE certification is required or not at proposal submission.
DE certification is required. GPO will sponsor re-certification.
36.
Since the contract type is FFP, please confirm that the Government does not want hourly rates for each LCAT but an annual amount for each LCAT in the Unit Price cell then multiplied by the corresponding quantity to arrive at the Extended Price?
Offerors should enter the total proposed price of each CLIN in the Extended Price field. No hourly rates should be entered in the Section B schedules.

Would the government consider changing this to a LH contract instead of a FFP contract?
Use of a fixed price contract is deemed appropriate.

Pricing tables reflect the base and 4 option years are to be staffed with:

Work can be done 100% remote.

Is Monster Class the same as Monster Position Classification (Monster PC) which is a part of the FedRAMP-Authorized Monster Hiring Management Enterprise (MHME).
Yes. MonsterClass is also called Monster Position Classification from Monster Government Solutions.

Regarding the "signed and dated letters of commitment for each key personnel accepting employment on the contract" requirement - We intend to offer the right of first refusal to any incumbents currently performing work on the contract. We respectfully request the government waive this requirement as the letter of commitments will provide an unfair advantage to the incumbent contractor who is already employing key personnel.
The requirement for letters of commitment for key personnel will not be waived.

You must adhere to the defined staffing mix. You may recommend use of a different approach in the Technical Volume, however.

The answers to questions 15 and 56 appear to be both ambiguous and in conflict. For clarity,

would the Government please confirm that offerors may include resumes in Volume 3 for non- Key Personnel, potentially up to the total number of 21 FTEs, in addition to the required three (3) resumes for Key Personnel?

Offerors are not required to submit resumes for staffers filling positions that that are not designated as key personnel. Non-key personnel is the title given to the individuals not identified as key personnel.
