MARKET RESEARCH QUESTIONNAIRE
POST-SECONDARY EDUCATION SERVICES
FEDERAL PRISON CAMP ALDERSON, WEST VIRGINIA
The Federal Bureau of Prisons (FBOP) is conducting market research in compliance with the Federal Acquisition Regulation, Part 10. The service is for the provision of Post-Secondary Education services.
The services will be provided at the Federal Prison Camp (hereinafter referred to as FPC) Alderson, West Virginia. The physical address is 1 Glen Ray Rd, Alderson, West Virginia 24910. The contract year shall consist of one 12 month base year with four 12 month option years for renewal, plus a six month extension. The NAICS Code is 611210 (Junior Colleges) with the size standard of $22 million.
A draft copy of the Statement of Work are attached to this questionnaire. Additional details is forthcoming in the solicitation. A Government solicitation document to provide these services is being developed, and a contract may or may not result. Market research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

STATEMENT OF WORK
POST-SECONDARY EDUCATION
FPC ALDERSON
INTRODUCTION
The Federal Bureau of Prisons' Field Acquisition Office, located in Grand Prairie, Texas, intends to make a single firm fixed price contract award to a responsible entity for the provision of Post-Secondary Education services. The Federal Prison Camp (FPC) is located at 1 Glen Ray Rd, Alderson, West Virginia 24910.
PLACE OF PERFORMANCE
The place of performance will be in the Education Department of FPC Alderson or any other selected area to accommodate large groups within the facility.
REQUIREMENTS
Inmates attending post-secondary academic programs shall be required to possess a verifiable high school diploma or GED.
The contractor shall provide a curriculum that meets marketable skill requirements for a one year certificate program in a vocational program area. The certificate program should be focused on an employable trade and should be transferrable to other educational institutions of higher learning.
The contractor shall provide staff that will act as coordinator/aid and shall be responsible for implementing and maintaining the total program. These responsibilities shall include establishing and coordinating program and coordinating program requirements, coordinating affairs between the post-secondary institution and the FPC, providing inmates with all documents and information necessary for enrolling in classes.
The contractor shall make available, on a non-discriminatory basis, post-secondary education services consistent with the requirements of this solicitation, the rules and procedures of the FPC Alderson, and all applicable Federal and State laws and regulations in effect during the term of this contract. The manner and method in performing the tasks outlined in the statement of work are the sole responsibility and within the sole discretion of the contractor. The contractor shall perform all duties in accordance with accepted professional standards and methods as customary for this field and in accordance with the guidelines referenced above.
QUALIFICATIONS
The post-secondary education course provider must be currently accredited by the North Central Association of Colleges and Schools (include certificate or documentation with offer). The provider needs to be prepared to make available three separate one year certificate programs to meet enrollment numbers.
The contractor is required to attend all training by the Bureau of Prisons for contract workers. The contractor will not be permitted to attend institution meetings, staff recalls or government training for institution staff on contract time or as consideration of the contract. The contractor may attend team meetings, education departmental meeting or other meetings, relating to the services to be provided by the terms of the contract, to update staff on the progress of inmate students. All required training will be paid on a per sessions basis.
SCHEDULE
The contractor must be able to provide no less than eight courses per semester. These courses must lead to the completion of a certificate program that meets community standards. The provision of these courses will be contingent upon the availability of students for each course. Class hours will be in accordance with the following:
The contractor shall conduct eight, three credit hours sessions per semester. The classes will be provided to meet the need of the current population. The contractor shall submit a calendar of classes with their offer. The definite schedule of classes will be agreed upon by the Supervisor of Education and the contractor prior to the beginning of the semester.
It is preferable that classes are held during the hours of 5:30 pm to 8:30 pm, Monday-Thursday of each week, excluding Federal holidays. A definite schedule will be mutually agreed upon between the contractor and the Contract Officers Technical Representative (hereafter called the COR), prior to the commencement of classes.
Courses will be offered for period commensurate to post-secondary requirements but for not less than the required classroom hours per semester. A schedule of courses that are suggested is as follows; however, they may be reviewed and changed with concurrence of the COTR and/or the Supervisor of Education.

Suggested programs included Certified Customer Specialist, Medical Transcriptionist, Medical Insurance and Billing and Receptionist. All college program must be approved by the Education Branch of the Bureau of Prisons; therefore, the programs may be subject to change. In the event of a cancelled class due to the absence of a scheduled instructor, the contractor shall provide a makeup session.
SUPPLIES
All supplies and equipment will be provided by FPC Alderson. Selection of materials to be used will be subject to approval by the Supervisor of Education. The contractor will control, supervise and be accountable for all government supplies and equipment to ensure that it is used only for the legitimate program purpose. All supplies, furniture and equipment must comply with institution security requirements and be approved prior to placing in use by the contractor.
TEXTBOOKS
All textbooks used for class purposes will be the same text as used by the college; however, the textbooks may be purchased from a source other than the college bookstore. College personnel will supply the college coordinator with the title, author, and edition of all textbooks to be utilized.
CLASSROOM MANAGEMENT
The contractor shall maintain and furnish, upon request, information and or data that is needed to comply with the education data system. Such information or data would include a classroom log, classroom enrollments and classroom completion.
The contractor will provide any information that is necessary for program review progress reports by the Unit Team or information that may be necessary for audit purposes. The record keeping will be maintained by the contractor and submitted to the Supervisor of Education upon request for the purpose of monitoring the program. All activities involved in this program are to conform to the policies and procedures established by the Federal Bureau of Prisons and those customary for this profession.
INMATE MANAGEMENT
The contractor will not be responsible for the management of inmates. The contractor will notify the Supervisor of Education or the COR, if problems or questions arise about inmates’ behavior or demeanor.
