Sheet1
| Question Number | Page Number | Paragraph Number or Identifier | Question | Comments | Feedback | Response |
| 1 | 21 | C.6b | The DRAFT RFP includes Minimum Personnel Requirements for the following Labor Categories: |
| • | Systems Integration Engineer I |
| • | Risk Assessment Manager I |
| • | Civil/Environmental Engineer I |
| • | Electrical and Power Distribution Engineer I |
| • | Rail Transit Signal and Control Systems Engineer I |
| • | Communications Engineer I |
| • | Structural Engineer I |
| • | Buy America Expert I |
| These are labor categories that are rarely if ever required for Task Orders. The Minimum Personnel Requirements for many are not substantially different than for those labor categories designated as a “II.” Given the administrative burden required to identify staff that likely will not be required and the limited value these labor categories provide to the PMO Program, it is requested that FTA consider eliminating these labor categories from the RFP. | Personnel Requirements will remain as stated in the soliciation. | ||||
| 2 | 33 | G.6b | The responsibilities listed for the Tunnel Engineer indicate the PMOC would be required to provide direction more than perform oversight of the design and construction activities related to the tunnel structures. Additionally, the Minimum Personnel Requirements for the Tunnel Engineer are very restrictive and may limit the available resources that can provide oversight. It is recommended that consider revising these requirements. | The final solicitation will contain revised Tunnel Engineer description. | |
| 3 | 67 | G.14 | The DRAFT RFP is vague regarding requesting and obtaining waivers from certain technical certifications (i.e., PMP or CCM for Task Order Manager). Without clear direction for obtaining waivers, FTA risks losing long-term institutional knowledge of the PMO Program. | This will be addressed in the final soliciation. | |
| 4 | 112 | H.41 | Please confirm that a Quality Assurance Surveillance Plan (QASP) will be required, and FTA will not revert to Acceptable Quality Levels (AQL) for each OP. | A QASP is required with proposals as stated in the soliciation. AQLs are included as stated in the individual OPs. | |
| 5 | Attachment J-2 | Attachment J-2 includes only four (4) project entries to demonstrate experience. The final resume from the 2019 procurement provided five (5) entries. | The resume template in Attachment J-2 is a template only. The number of project entries to be included on each resume is to be determined by the contractor and the person for whom the resume is written. | ||
| 6 | Attachment J-10 | Attachment J-10 includes the following OPs dated September 2015: OP1, OP 2, OP 40, and OP 25. However, the 2019 contract incorporated more recent versions of these OPs (OP1 – August 2019, OP 2 – August 2019, OP 40 – March 2022, and OP 25 – June 2020). Please confirm which versions are applicable for the 2024 Procurement. | Updated OPs will be provided in the final soliciation. | ||
| 7 | Attachment J-12 | The DRAFT RFP includes two versions of the Billing Instructions: | |||
| • | Billing Instructions (09AUG23) - Draft | ||||
| • | BILLING_INSTRUCTIONS Final |
| Please confirm which version will be applicable under the 2024 contract. | The final soliciation will contain revised billing instructions. | ||||
| 8 | Attachment J-12 - Billing Instructions (09AUG23) - Draft | Section “II B. Time of Submission” states that prior incurred costs must be submitted on a separate invoice. Please confirm this is correct as some months Expenses and/or Sub invoices are delayed and submitted the following month due to the time needed for the sub to compile financials and submit their invoices. If this is correct, multiple invoices will likely need to be submitted for each Task Order monthly | The final soliciation will contain revised billing instructions. | ||
| 9 | Do the contractor need to have any type of Facility Clearance? | A facility clearance will be reviewed on a case by case basis. | |||
| 10 | For the past performance do we need to have Federal Govt experience, or can we provide commercial experience, is that good enough? | The Offeror can provide examples of corporate experience information for active or complete “relevant/recent” contracts/task orders and/or subcontracts (including Federal, State, and local Government or commercial) directly related to the services identified in the soliciation. | |||
| 11 | Email from Chuck Floyd cfloyd@securitysolutionstechnology.com 9/25/2023 Can we use our own grants management software to track the info we need for this bid? Can we bid the software and the positions? | Please follow the proposal requirements stated in the final soliciation. | |||
| 12 | We use a national software program, which is attached. Attachment is in the email above. | Please follow the proposal requirements stated in the final soliciation. | |||
| 13 | H.23 Conflict of Interest | How does conflict of interest work with a joint venture prime? Is the JV conflicted if one JV partner firm is conflicted? If the other JV partner firm did the work, could that be acceptable mitigation? | If there is a conflict of interest amongst a Joint ventures, a formal request will need to be submitted for review and a decision will be determined by the Contracting Officer. | ||
| 14 | 179 | L. Volume II - Tab 6 Section 1 Corporate Experience | "Relevant is defined as work which is the same and/or similar in complexity and scope to the work described in Section C.” Can you please point out where in Section C relevant experience is described? Would program management of a highway program be relevant? Would program management of a school building program be relevant? | Please carefully review the information contained in the final solsoliciation related to corporate experience. | |
| 15 | Global | Global | Can you please highlight significant changes from the 2019 RFP? | Please refer to the soliciation when it is released. | |
| 16 | 139/146 | L.7 | Regarding L.7 Proposal Schedule, when is the expected issuance of the final RFP and deadline for proposal submission? To assure availability of a greater pool of consultants and to facilitate completion, we suggest avoiding issuance and submission dates during the 2023 holidays (November/December 2023). Will FTA consider RFP issuance in January 2024 with proposal deadline in March 2024? | This information will be communiated in the final solicitation. | |
| 17 | 22-23 & 29-30 | C.6b | The RFP is not clear if both PE and PMP are required. For example, for Task Order Manager and PM, the RFP states PE or PMP or CCM but in the listing of required qualifications, it requires PMP or CCM and does not mention PE. Is a professional with a PE license with adequate qualifying experience for Task Order Manager or PM labor categories required to also have a PMP or CCM? | A PM/TOM I/TOM II must have a PE licensure or Bachelors. The Bachelors must be Bachelor of Science (BS) Degree in Engineering from an Accreditation Board for Engineering and Technology (ABET)/ Accredited Program of Architecture from a NAAB Accredited Program will be accepted. | |
| 18 | 67 & 74 | G.14 | The Government offers use of a waiver for Task Order Proposals: "Waivers from education and experience requirement: Only the Contracting Officer may grant waivers from these requirements or allow substitution of certain technical certifications for education and/or experience if it is determined to be in the best interest of the Government." Will such waivers be an option for the PMOC IDIQ proposal? | This will be addressed in the final soliciation. | |
| 19 | 185 & 192 | L.27 | FTA outlines 88,500 hours required for the 2024 IDIQ contract. In the cost proposal, can the Contractor reduce the hours for certain work products to attain a lower total number as they see fit to meet scope and to attain a better price? However, we suggest all contractors are held to the same number of hours for better comparison of cost proposals and not be allowed to reduce the total hours. | This will be addressed in the final soliciation. | |
| 20 | 148,157,155&164 | L.23 | There is no description of requirements for Volume II, Tab 2, Section 1: Staffing and Recruiting, that are listed as a required section. Is Section 1: Staffing and Recruiting required and if so, what would the Government like included in the section? | This will be addressed in the final soliciation. | |
| 21 | 148,158,155,165 | L.23 | The Draft RFP describes requirements for Volume II, Tab 2, Section 3: Key Personnel, that are not listed in the table on Page 148 (PDF Page 155). In the 2019 proposal, these requirements were absorbed into Volume II, Tab 2, Section 2. How would the Government like us to proceed? | This will be addressed in the final soliciation. | |
| 22 | 187-193, 194-200 | L.23 | Can a contractor submit labor rates higher than the actual rate of the personnel proposed (who may not be at maximum market rate) to assure coverage of the market rates in case current personnel became unavailable and higher rate personnel replace them? | Offerors shall proposed labor rates in accordance to their technical approach. | |
| 23 | Global | Global | This procurement requires professional licenses that leads us to believe it falls under the QBS Brooks Act. Is FTA following the Brooks Act by requiring professional licensing? If not, we suggest FTA comply with Brooks Act or drop requirements for professional licensing. | The Brooks Act is not applicable to this procurement. Please refer to the final soliciation for professional licensing requirements. | |
| 24 | 178 & 185 | L.23 | Regarding past performance and corporate experience, do the references we provide need to be transit related clients or will other transportation projects (roads, bridges, etc.) be acceptable? | The Offeror can provide examples of corporate experience information for active or complete “relevant/recent” contracts/task orders and/or subcontracts (including Federal, State, and local Government or commercial) directly related to the services identified in the soliciation. | |
| 25 | 22,23, 29& 30 | C.6b | A PMI-issued PMP is listed as required certificate for Task Oder Managers I and II. It is noteworthy that the content of PMP courses has changed substantially in the last several years with the focus on IT and software development projects using Agile and Scrum-based concepts where multiple versions of software are issued with many iterations and cycles to manage projects and client needs. This is very different than the concepts of project management in construction and for the most parts are not applicable. We recommended that FTA consider making the PMP desirable or preferred certificate and not a requirement? | Please review the waiver information contained in the final soliciation. | |
| 26 | 185&192 | L.27 | The total number of hours are listed for each classification. It is understood that this is for evaluation purposes to compare the estimates among various contractors. Are these also capped number of hours for each classification in the next 5 years or are they subject to change? May the proposer change the number of hours? | The hours are subject to change. Yes, the proposer may change the number of hours. | |
| 27 | Global | Global | The evaluation of proposals will be based on technical and management capability, past performance, cost, etc. However, the maximum score and the weighted scoring for each selection criteria are not included in the RFP. Will FTA consider providing those? | Please refer to section M of the Solicitation for proposal evaluation information. | |
| 28 | Global | Global | May a contractor add a qualified, specialty subcontractor based outside of the US who can bring specialized expertise in the stated categories? | Please review the waiver information contained in the final soliciation. | |
| 29 | 187-193 & 194-200 | L.23 | If a subcontractor is based outside the US (e.g., Canada or Europe), what does FTA require to establish their rate? | FTA requires all key and non key personnel to be based within the US. | |
| 30 | 21 and 27 | MIssion Critical List - Systems Safety Manager: The Systems Safety Manager provides safety expertise by reviewing recipients’ safety plans and supporting documentation. Serves as a technical resource by reviewing Site Specific Work Plans and Job Safety Analyses. |
Systems Safety Manager: Minimum of 7 years of Safety Systems Experience with at least 3 of the 7 years as Safety Systems Manager in Design, Engineering, and Construction of passenger rail or related transportation modes.
• Must have a Bachelor of Science (BS) Degree in Engineering, Architecture, Business, Construction, or field related to safety.
• Experience in the application of MIL-STD-882C Military Standard: System Safety Program Requirement.
• Experience with Fire Life Safety and Ventilation (NFPA 130) or an equivalent program is required.
| • Professional registration/Certification is desirable but not required. | The System Safety Manager is currently not designated as a Mission Critical Personnel Position, and the provided job description does not align with the requirements for an FTA-funded major capital transit project. | The System Safety Manager should indeed be categorized as a Mission Critical Personnel Position, and the qualifications should reflect expertise in Safety and Security Certification processes (FTA Handbook for Transit Safety & Security Certification) for FTA-funded major capital transit projects. Additionally, experience with OP22 - Safety and Security Management Review, OP54 - Readiness for Service, Circular 5800.1 - Safety and Security Management Guidance for Major Capital Projects, and Public Transportation Agency Safety Plan (PTASP) should be explicitly stated as requirements. Transit Safety & Security Program (TSSP) Certificate for Rail/Bus and Public Transportation Safety Certification Training Program (PTSCTP) certifications should be mandatory for the Systems Safety Manager role. | This will be addressed in the final soliciation. | ||
| 31 | Attachment J-5 Labor Category Rate Table | Categories and Hours table does not provide the number of hours for the Technical Writer or the Tunneling Engineer | FTA will update Attachment J-5 to include 1500 hours for Tunneling Engineer and 4000 Technical Writer. | ||
| 32 | 166/167 | L.24 | Will a waiver of the requirement for the Task Order Manager I or II of: “Shall have a Bachelor of Science (BS) Degree in Engineering from an ABET Accredited Program or a Bachelor of Architecture from a NAAB Accredited Program OR licensure in the United States as either.” be considered based on experience? | Please review the waiver information contained in the final soliciation. | |
| 33 | 20-36/158 | C.6 | Do we have to submit all personnel in the draft RFP or can we submit for critical mission and key personnel at least? Will you accept licenses/certifications from equivalent authorities (e.g. Chartered Engineer vs Professional Engineer for license; Chartered Project Professional, ChPP from Association of Project Management vs Program Manager from PMP/PM for certifications) | Please refer to the requirements stated in the final soliciation. | |
| 34 | Global | Global | Is this RFP submission invitation only or will this be made available to any firm to submit? | Any offeror can submit a proposal | |
| 35 | 149/179 | L.23 | Do all subconsultants have to also meet cage code requirements and have proof of SAM registration? | Yes | |
| 36 | 185-186 | L.23 | Is the cost proposal based on 88,500 hours direct rates or burdened rates? | This information will updated in the solicitation once it has been released. | |
| 37 | 25 | C.6 | Could the FTA please verify if the DRMP certification is from AACE International (non-USA Certifying Body) and if FTA would also consider CRMP from RIMS (https://www.rims.org/certification), an ANSI & ISO certified Association, as an acceptable alternative? | Please review the waiver information contained in the final soliciation. | |
| 38 | 81 | G.32 | In the list of exclusions, number 2 states “Program or project management.” There appears to be something missing after project management, such as "of FTA grants and grant programs." As written, it can be interpreted that the scope in Section 'C', which is program and project management services, would be null and void. Please clarify the intent of this exclusion. | Please refer to Section B of the soliciation for an explanation of services provided by a PMOC. | |
| 39 | 39 | C.7 Attachment J-10 | Understanding that Attachment J-10 is listed as draft, we observed that some OPs like OP2 were in the process of modification. We presume that the FTA will verify which of the OP's have changed for the Contracting Period 2024-2029 and provide updated versions with the RFP? | Please refer to the OPs stated in the final soliciation. | |
| 40 | 39 | C.7 Attachment J-10 | Understanding that Attachment J-10 is listed as draft, TAD issued a change order replacing OP40 b, c. with a new OP 40 in 2022. We presume that the FTA will provide the updated OP40 with the RFP for the 2024-2029 Contracting Period? | Please refer to the OPs stated in the final soliciation. | |
| 41 | 7 | B.13 Direct Labor | The term “direct labor” is defined as the technical, management, and support staff required to complete tasking on a project, along with appropriate load factors, and exclusive of any profit or fee. Our understanding of direct labor does not include load factors. Instead, Load Factors are applied to direct rates to capture indirect costs. Could the FTA please clarify the definition? | This information will updated in the Solicitation once it has been released. | |
| 42 | 19 | C.4 Definitions | The definition of a Major Capital Project is stated as: |
c) Major Capital Project: As defined by 49 CFR 633.5, a project that:
(1) Involves the construction, expansion, rehabilitation, or modernization of a fixed guideway that:
(i) Has a total project cost of $300 million or more and receives Federal funds of $100 million or more; and (ii) Is not exclusively for the acquisition, maintenance, or rehabilitation of vehicles or other rolling stock.
We believe the $300 million amount has been revised to $400 million.
| $300 million is accurate. | |||
| 43 | 20 | C.4 Definitions | The definition of an Implementation Plan reads follows: |
k) Implementation Plan: The Implementation Plan (IP). The IP is method of directing work under the scope of the task order. The IP is administered by FTA, and the respective Headquarters or Regional Offices, via the CO/COR/ACOR for each Task Order through their delegated authority from the Contracting Officer.
| The 2014-2019 contract makes use of Interim Implementation Plans (IIP). Will IIPs be utilized in the 2024-2029 Contract and, if so, should the IIP be defined here? | Please refer to the OPs stated in the final soliciation. | |||
| 44 | 22 | C.6.B | In the description of the Program Manager: |
* Program Manager (PE or NAAB, PgMP, PMP, or CCM): Minimum of 12 years of management experience in Project Planning, Engineering, and Construction of major capital projects with at least 5 of the 12 years in project management oversight in passenger rail or related modes.
• Shall have a Bachelor of Science (BS) Degree in Engineering from an Accreditation Board for Engineering and Technology (ABET) Accredited Program or a Bachelor of Architecture from a National Architectural Accrediting Board (NAAB) Accredited Program OR licensure in the United States as either.
• Program (PgMP) or Project Management Professional (PMP) or Certified Construction Manager (CCM) certification is required.
| The wording of this qualification (specifically the “or”/”OR” statements) implies that the B.S. Engineering requirement can be substituted by a P.E. Also implied is that a P.E. is an acceptable substitute for each of the certifications listed and can also substitute for a B.S. Engineering Degree. In summary, it is interpreted that a B.S. Engineering or P.E. Certification is needed, not both. The similar applies to the TOM II and TOM I roles. These items are also inconsistent with the minimum requirements provided in the table on Pg.35. Please confirm these statements and the requirements for the Program Manager, Task Order Manager I and Task Order Manager II roles that are worded similar in concept? | A PM/TOM I/TOM II must have a PE licensure or Bachelors. The Bachelors must be Bachelor of Science (BS) Degree in Engineering from an Accreditation Board for Engineering and Technology (ABET)/ Accredited Program of Architecture from a NAAB Accredited Program will be accepted. | ||||
| 45 | 35 | C.6.B | The minimum requirements table on pg. 35 does not match the requirements listed in the labor category descriptions. Bachelor’s degree listed in the table is broader than the engineering degrees, etc. listed in the labor category descriptions. Also, the table indicates the need for the combination of degrees, P.E.s and certifications, while the descriptions require one or the other. Please clarify the degree and/or certification requirements so that the descriptions and the information in the tables match? | Please refer to the final soliciation. | |
| 46 | 27 and 29 | C.6.B | Please consider re-evaluating whether engineering degrees should be required for the Systems Safety Manager (p.27) and Transit Operations Manager (p.29) roles. It would seem that these roles do not substantially rely on engineering skillsets and such a requirement may exclude highly qualified personnel. | Please refer to the requirements stated in the soliciation. | |
| 47 | 66 | G.14 | Regarding waivers, it states: “Waivers from education and experience requirement: Only the Contracting Officer may grant waivers from these requirements or allow substitution of certain technical certifications for education and/or experience if it is determined to be in the best interest of the Government. Any equivalents or substitutions must be documented in full and cited in each Task Order. |
| We request FTA consider stating the criteria for waiver consideration/approval. | Please refer to the requirements stated in the soliciation. | ||||
| 48 | Global | Global | Can the government confirm if it is a Recompete or New Requirement? If it is Recompete, who are current incumbents? | This requiremnt is a re-compete. Plese refer to SAM.gov for a list of incumbents see: https://sam.gov/opp/14443d2b5fea4513a7fcfaf51376c844/view | |
| 49 | 2 | A-A.6 Pararagph 2 | If a small business is awarded a contract exceeding $750,000, does the DoT also require that small business to institute a subcontracting plan that involves the outlined small business socioeconomic categories, or is this requirement unique to companies other than small businesses? | Small Business subcontracting plan is only applicable to large businesses. | |
| 50 | 138 | Section L.23 - Volume II – Tab 6 – Corporate Experience and Past Performance | If a Prime offeror is sharing resources by way of a Meaningful Relationship within their Corporate Structure, may that offeror utilize pertinent past performance from the Meaningful Relationship in their offer? | The Offeror can provide examples of corporate experience information for active or complete “relevant/recent” contracts/task orders and/or subcontracts (including Federal, State, and local Government or commercial) directly related to the services identified in the soliciation. | |
| 51 | 178 | Section L.23 - Volume II – Tab 6 – Corporate Experience and Past Performance | Would the government consider OCONUS Past Performance relevant? | OCONUS would be relevant if in reference to US states of Alaska and Hawaii and US territories such as Guam, America Samoa, Mariana Islands and Puerto Rico, only. | |
| 52 | 160 | Section L.23 - Proposal Preparation Instructions | If two [2] companies execute a “Partnership Agreement” (equivalent to Contractor Teaming Agreement - CTA), would both companies’ part performance be considered as “Prime” past performance? | Yes | |
| 53 | 23 | C.6.b | Can a TOM be an employee of two prime contractors and work for both contractors (part-time) The question was sent to us by a retired TOM who can support two small projects concurrently. | Key Personnel will be employed by only one prime contractor. Please refer to the final soliciation. | |
| 54 | Attachment J-10 | Does FTA intend to develop an OP for Tifia Loan/Build America Oversight? Currently, we have several projects with this type of funding and there is a lack of direction on what the PMOC's role is in this oversight, and it confused the Sponsor, FTA, and the PMOC. | Please refer to the OPs stated in the final soliciation. | ||
| 55 | Attachment J-10 | Does the FTA intend to update the OPs to meet the current transportation funding legislation passed by Congress? | Please refer to the OPs stated in the final soliciation. | ||
| 56 | Proposal Organization & Preparation, Page 148, Pages 153 – 183 | L.22 | The Volume II organization structure does not match the detailed instructions on pages 153-183. Please clarify the correct organization of Volume II. | This information will updated in the Solicitation once it has been released. | |
| 57 | Volume II Tab 2 Staffing and Recruiting, page 157. | L.23 | Section 1 is missing. Please advise. | This information will updated in the Solicitation once it has been released. | |
| 58 | Minimum Personnel Requirements (Page 26) and Section H.41 (page 112) | C.6b | Each states contradictory information. | The Contractor shall provide a Quality Assurance Surveillance Plan (QASP) as part of their proposal. This will be clarified in the final soliciation. | |
| 59 | 67 | G.14 | Can you please clarify the use of waivers with regard to certifications? | This will be addressed in the final soliciation. | |
| 60 | 157 | L.23 | The requirements for Volume II – Tab 2 – Staffing and Recruiting start on page 157. However, it appears something is missing: there is no description under that for Section 1; it jumps right to Section 2. | This will be addressed in the final soliciation. | |
| 61 | 180 | Volume II – Tab 6 – Corporate Experience and Past Performance, Section 2: Past Performance Questionnaires | Please clarify how many Past Performance Questionnaires (PPQs) are required to be submitted and if any PPQs are required to be submitted from subcontractors. | A completed Past Performance Questionnaire can be submitted by each Offeror. Required for the Prime Offeror and each major subcontractor proposed to perform work. The Offeror shall indicate in this section (Volume II – Tab 6 – Corporate Experience and Past Performance) if it has no past performance. Offerors with no past performance will receive a neutral rating. | |
| 62 | Page 22 | C.6b – Program Manager | The first bullet states that the Program Manager shall have a BS in Engineering or a Bachelor of Architecture OR licensure in the United States. This wording indicates that as long as the Program Manager has the specified degree, then a professional license is not required. Must the Program Manager have a PE license? | A Program Manager must have a PE licensure or Bachelors. The Bachelors must be Bachelor of Science (BS) Degree in Engineering from an Accreditation Board for Engineering and Technology (ABET)/ Accredited Program of Architecture from a NAAB Accredited Program will be accepted. | |
| 63 | Page 23 | C.6b – Task Order Manager Level l | The first bullet states that the Task Order Manager Level l shall have a BS in Engineering or a Bachelor of Architecture OR licensure in the United States. This wording indicates that as long as the TOM l has the specified degree, then a professional license is not required. Must the TOM l have a PE license? | A Task Order Manager Level I must have a PE licensure or Bachelors. The Bachelors must be Bachelor of Science (BS) Degree in Engineering from an Accreditation Board for Engineering and Technology (ABET)/ Accredited Program of Architecture from a NAAB Accredited Program will be accepted. | |
| 64 | Page 23 | C.6b – Task Order Manager Level lI | The first bullet states that the Task Order Manager ll shall have a BS in Engineering or a Bachelor of Architecture OR licensure in the United States. This wording indicates that as long as the TOM ll has the specified degree, then a professional license is not required. Must the TOM ll have a PE license? | A Task Order Manager Level II must have a PE licensure or Bachelors. The Bachelors must be Bachelor of Science (BS) Degree in Engineering from an Accreditation Board for Engineering and Technology (ABET)/ Accredited Program of Architecture from a NAAB Accredited Program will be accepted. | |
| 65 | Page 25 | Section C.6b – Risk Assessment Manager Level ll | This position requires certification as either a PMI-RMP or a DRMP. If a candidate meets all the other criteria for the position, will FTA consider a formal request to waive the certification requirement? On the 2019 FTA PMO contract, waivers for not having a certification were considered. | This will be addressed in the final soliciation. | |
| 66 | Page 30 | Section C.6b – Communication Engineer Level l and ll | For Communication Engineer Level l, a PE is preferred. For Communication Engineer Level ll, a PE is required. For a Communication Engineer ll candidate, would FTA consider changing the PE requirement to preferred, or entertain a waiver from having a PE? | This will be addressed in the final soliciation. | |
| 67 | Page 31 | Section c.6b –Electrical and Power Distribution Engineer Level ll | The concluding sentence of the first paragraph indicates that a PE license is required. The 4th bullet beneath that paragraph states that a PE is preferred but not required. Please clarify the PE requirement for this position. | This will be addressed in the final soliciation. | |
| 68 | Page 158 | Section 2 – Resumes of Key Personnel | Resumes of Key Personnel and Mission Critical Personnel are the only resumes required in the proposal. When will the resumes of the Non-Mission Critical Personnel be required? | Non-Key/Non-Mission Critical Personnel as proposed for individual Task Orders shall be submitted at the time of award of the respective Task Order. Please refer to the final soliciation. | |
| 69 | Page 158 | Section 3 | There are two (2) tables on this page listing Key Personnel and Mission Critical Personnel. Is there any significance in the different shading used on the tables (e. g., The Program manager is shaded beige, and the Task Order Manager l is shaded gray). | There is no significance to shading. | |
| 70 | Page 181 | Past Performance Questionnaire | The last paragraph on the page indicates that, for offerors who only list FTA PMO experience in response to the solicitation, a Past Performance Questionnaire will not be required (i.e., CPARs will suffice). The prime is required to submit two example projects. If the prime submits the 2019 FTA PMO contract as an example project, will that count as only one of the two required projects, or could two task orders from that contract be submitted, representing 2 example projects? | Under Past Performance Questionnaire, each project represents a separate example. | |
| 71 | Page 181 | Past Performance Questionnaire | For two example projects required from the prime, could the 2014 FTA PMO contract be counted as one of the two example projects? | Per (Volume II – Tab 6 – Corporate Experience and Past Performance) Section 1, recent is defined as within the last three (3) years from the date of release of this soliciation. | |
| 72 | Page 196 | Page Description | The fourth sentence states “Print type used in charts, graphs, figures and tables shall be no smaller than size 12 and must be clearly legible.” Would you consider allowing charts to be no smaller than 10 and arial or arial narrow font type? | Please adhere to the Soliciation requirements | |
| 73 | 67 | G.14 Task Order Issuance/Page 67/ Waivers from education and experience requirement: Only the Contracting Officer may grant waivers from these requirements or allow substitution of certain technical certifications for education and/or experience if it is determined to be in the best interest of the Government. Any equivalencies or substitutions must be documented in full and cited in each Task Order. | Please clarify for labor categories that require a certificate, if a request for a waiver can be submitted, and if the PMOC can expect a response to the request within 30 days. | This will be addressed in the final soliciation. | |
| 74 | 22-23 | C.6.b Minimum Personnel Requirements/Pages 22 – 23/Program Manager and Task Order Manager I and II Minimum Requirements | In the sections for the Program Manager, it says (PE, or NAAB, PgMP, PMP or CCM) and for Task Order Managers I and II (PE or NAAB, PMP or CCM). This would imply that the PE or any one of the certifications is required. In the second bullet under each of these sections, it says the PgMP, PMP or CCM are required. This appears to be a conflict on whether the PE can be substituted for the other certifications. Please clarify. | A PM, TOM Level I/ TOM Level II must have a PE licensure or Bachelors. The Bachelors must be Bachelor of Science (BS) Degree in Engineering from an Accreditation Board for Engineering and Technology (ABET)/ Accredited Program of Architecture from a NAAB Accredited Program will be accepted. | |
