About this file
This is a Question and Answer Set #1 document issued by the California Department of General Services (DGS), Procurement Division, for Event ID 0000038311, concerning a Class C Uniform procurement for the California Military Department (CMD). The solicitation involves the procurement of uniforms, with bid samples required by the submission deadline. The State has established specific technical specifications for the uniforms detailed in Attachment 2, and bidders must submit samples that fully comply with these characteristics, quality standards, color requirements, and workmanship specifications. Lead times for delivery vary based on award date: 150 days if awarded by June 1st and 240 days if awarded after June 1st. The Q&A document clarifies that this is not a re-bid of a previous solicitation and that the State will not accept substitute colors or incomplete specifications in bid samples, as the magnitude of the purchase requires full compliance prior to award.
The document addresses bidder concerns regarding sample submission requirements and clarifies that customized labels are not required in preliminary bid samples; bidders may submit samples demonstrating their labeling capabilities instead. Historical pricing and awarded contract information for similar Class C Uniform projects previously procured by CMD are available as public records through the State Contracting and Procurement Record System (SCPRS) at www.caleprocure.ca.gov, or interested parties may submit a Public Records Request to DGS. The Q&A Set #1 indicates that samples and bids must be received by the specified deadline to be considered for evaluation, and the State emphasizes that the tight procurement schedule does not permit exceptions to the technical specification requirements.

Q1 Is this a re-bid of the previous bid or was the previous bid awarded and the product delivered per the terms?
General Question A1 This is not a re-bid.
Q2
Lead time is 150 days if awarded by June 1st and 240 days if awarded after June 1st. Technically if the bid is awarded June 2nd there are 90 extra day.
Can the entire lead time be 240 days?
Attachment 1 - Administrative Requirements A2 No, if there is a possibility to receive the items sooner.
This will support the programs more effectively.
Q3 Bid samples may be hard to get by April 28th. Are bid samples mandatory? Attachment 1 - Administrative Requirements A3 Yes, the bid samples are mandatory.
Q4
Will the State accept sample uniforms in a different color than requested in the bid with confirmation the bidder would supply the uniforms in the requested color upon award?
Attachment 1 - Administrative Requirements.
Attachment 2 – Technical Specifications A4
No, they must be with the characteristics and quality stated on technical specifications (Attachment 2). We cannot accept uniform samples in a different color than specified in the bid. The final product must meet the requirements as outlined in the specifications.
Q5
Could the State provide the historical awarded/contract prices for the same or similar Class C Uniform projects previously procured by the California Military Department (CMD)?
General Question A5
Historically awarded contracts are public records that can be found on the DGS website. On the state contract and procurement system SCPRS . www.caleprocure.ca.gov.
For additional information submit a Public Records Request at Request Public Records at DGS.
Q6 Regarding the required bid samples, do the samples have to be submitted by the same date as the bid submission deadline?
Attachment 1 - Administrative Requirements. IFB Section 2, & Section 18-G. A6
Yes, Samples delivered by the Bidder or authorized representative must be received at the location specified and by or before the bid due date.
Q7
For the bid samples, would it be acceptable to submit samples that demonstrate the material, fabric quality, color, and workmanship that will be used, even if the samples do not yet fully reflect every final specification detail? I ask because the time frame before the bid due date is short, and producing samples that fully match all final required specifications may be difficult within that period.
Attachment 1 - Administrative Requirements.
Attachment 2 – Technical Specifications A7
No, they must be with the characteristics and quality stated on technical specifications (Attachment 2). Not acceptable for a purchase of this magnitude.

Due to the tight schedule, customized labels cannot be ready in time. We kindly ask if you can accept samples without customized labels for preliminary inspection. Pre-production samples will be 100% made in full compliance with your requirements.
Customized labels will be strictly used for mass production. ease confirm approval at your earliest convenience so we can ship immediately.
