About this file
This document is a set of Questions and Answers related to a solicitation (220000001714) issued by the Michigan Department of Transportation (MDOT) for Pit Cleaning services for Bascule Bridges. The solicitation requires contractors to clean debris and liquid from the pits of the bridges, with work orders issued for each location within a three-year period. MDOT will not provide information on when the pits were last cleaned or previous bid tabulations. The contractor's equipment and personnel must evacuate the pit during bridge operation, but hoses can remain outside the draw bridge. MDOT will assist in coordinating bridge operations to the extent possible. The contractor must complete the cleaning of one pit per location within an 8-hour work period. Subcontractors holding the required licenses can be used, and debris and wash water will be paid by the gallon. No bid bond is required for this solicitation.
The pricing terms indicate that MDOT has not had issues with contractors completing the pit cleaning within the 8-hour timeframe. MDOT will sign manifests for the amount of debris and wash water transported for disposal. There are no set-asides, incumbent information, or funding details provided in the document.

Question and Answers for solicitation 220000001714 – Pit Cleaning
1. Does the owner anticipate issuing a work order for each location within one contract year?
MDOT will issue a work order once within the three-year period for each location
2. Will the owner provide the date each of the locations was last cleaned of liquid and debris?
No. I don’t have that record.
3. Will the owner provide previous bid tabulations for work of similar scope?
No. I don’t have that record either.
4. Does the equipment and personnel needed for pit cleaning, need to evacuate the pit during bridge operation?
Just the trucks that are on top of the bridge. As long as the hoses are not in the influence of the draw bridge, they can remain. All employees will need to be outside the gates as well.
5. If there is no vessel traffic requiring the bridge to be operated, does the bridge still operate at the times and intervals specified in the contract documents?
No, they will help us as much as they are allowed either by talking to the boat operators and keeping it down as much as they can.
6. Is the MOT provided by MDOT limited to 8 work hours?
MDOT is not limited to the 8 hours, but the contractor will need to explain if more time is needed and the MDOT engineer will make the call about the progress. Remember you are only cleaning one pit per location for an 8-hour period. You are not cleaning all the pits at that location.
7. Will the owner provide time required to operate each bridge, one complete cycle?
I don’t understand this question. I will try to provide cleaning time during not busy hours either prior to boating season or after boating season. Only if it is a real emergency and we would have talks with our contractor on this issue before we start cleaning.
8. Does all equipment and personnel need to be moved beyond the traffic barrier during bridge operation?
No, just the trucks and employees. The hoses need to be outside the draw bridge itself so that we can lift the bridge when we need too.
9. For Item 7 on page 4 of 48, "Mandatory Minimum Requirements", Is it OK if the subcontractor holds a Michigan license as an industrial waste hauler with a permit to work in confined spaces, and not the prime contractors?
Yes, the Subcontractor must be identified in the solicitation responses and the license must be provided with bid submission.
10. For Item H on page 20 of 48, access and clean up duration is nearly impossible for one single day for both pits. We have had a pit clean up take over a week, when considering access, confined space, etc.
I haven't had any issue with being able to clean a pit within an 8 hour period if the contractor is actually working on the pit. I have had a vendor have trouble and he was down a few hours and still was able to clean the pit close to an 8 hour session. So not sure why he doesn't think that he can. Also, it is just one pit and not the whole bridge.
11. Once the pit cells are empty and we begin power washing walls and bottom of the pit, will debris and wash water be paid at the gallon unit prices?
Yes. After the pits are emptied, they will power wash and suck up the water as they are cleaning it. Once we approve the pit, they will tear down their operation. I will have to sign the manifest papers of the amount in gallons that will be transported to the approved dumping site.
12. Is a bid bond required?
No, Bond requirements for this solicitation.
