About this file
This is a Question and Answer document issued by the Michigan Department of Health and Human Services Bureau of Grants and Purchasing for RFQ 190000000562 regarding Psychiatric Behavioral Health Anti Ligature Furniture. The document addresses delivery and logistical requirements for furniture to be supplied to two facilities: the Forensic Center in Saline and the Walter Reuther facility in Westland. Bidders are permitted to submit quotes for only the items they can provide, with no obligation to bid all line items. Delivery requirements differ between locations: at the Forensic Center, contractors must remove items from trucks while facility staff handle unpacking; at Walter Reuther, vendors must assist with unloading and unpacking beds to verify all parts and document any damaged products. Both locations have loading docks with no truck size limitations, though Walter Reuther's dock requires experienced drivers for semi-truck maneuvering. Delivery windows are restricted to 7:00 a.m. to 4:00 p.m. Monday through Friday at the Forensic Center and 7:00 a.m. to 3:00 p.m. Monday through Friday at Walter Reuther. Prior scheduling is required at Walter Reuther due to limited dock space and receiver availability.
At Walter Reuther, furniture delivery spans seven floors requiring use of a freight elevator located approximately 50 feet from the loading dock; the Forensic Center does not require contractors to place furniture in its final location. The Q&A document clarifies that receiving conditions and delivery logistics are facility-specific, requiring vendors to coordinate schedules in advance with both locations to ensure efficient and compliant delivery operations.

Michigan Department of Health and Human Services Bureau of Grants and Purchasing Question and Answer Document
RFQ 190000000562
Psychiatric Behavioral Health Anti Ligature Furniture Q1. Are we able to bid only on the items we are able to provide and “no bid” the others?
A1. Yes. You may submit a quote for the items you can provide only.
Q2. Does the State intend the term “delivery” in the bid document, Section 1.1 for lines 1 and 2 to mean having the items shipped directly from the manufacturer to the Delivery address shown in the RFQ (they would be delivered on skids still in the boxes and DHHS personnel would receive, unload and place them) or having the contractor deliver, place and remove cartons and debris from the site?
A2. For the Forensic Center: The contractor would need to remove the items from truck. Forensic Center staff will remove the items/or products from any cartons.
For Walter Reuther: Vendor will need to assist with unloading/unpacking beds only to ensure all parts are received and document immediate replacement of any broken products/furniture. Prior scheduling with the facility is required because of limited dock space and receiver schedules.
Q3. Can you please confirm the receiving conditions? It appears there is a loading dock at the Westland location. What is the truck size limitation, if any, for this location?
A3. Forensic Center in Saline: There are no truck size limitations. The warehouse is located in the dock area.
For Walter Reuther: There is one loading dock and there are no truck limitations. However, the dock location requires an experienced driver if a semi truck is used because of the turn-around and back up area.
Q4. Would delivery occur during normal business hours?
A4. Forensic Center in Saline: Deliveries must be between 7:00 a.m. – 4:00 p.m. Monday through Friday.
For Walter Reuther: Deliveries must be between 7:00 a.m. – 3:00 p.m. Monday through Friday.
Q5. If you need the contractor to deliver and set in place, what is the approximate distance of the push from the unloading space to the final delivery space(s) within the building?
A5. For Walter Reuther: There are seven floors the furniture is to be delivered to. There is a freight elevator approximately 50’ from the loading dock.
Forensic Center does not require services to set furniture in place.
