About this file
This is a Question and Answer document related to a Request for Bid (RFB DQ1 2016*1230) issued by a State Parks and Wildlife agency for the design and installation of an accessible transfer dock and launch system for kayaks and canoes at Lathrop State Park. The project involves the procurement of a floating dock system that meets ADA accessibility requirements, including a gangway, transfer seat, and associated components. The dock system must accommodate both kayaks and canoes with perpendicular orientation to shore and dual access points to provide user approach options regardless of wind direction. The State will provide ground preparation work, including removal of existing concrete ramps and pouring of a concrete headwall for gangway attachment. The system will likely be removed from the water and stored on shore during winter months.
Key specifications include a minimum 4' x 12' gangway hinged to a concrete pad on land and connected to a floating dock system, with EZ Dock components or approved equals referenced as the baseline standard. The State indicated openness to alternative designs, including different dock sizes, PVC decking, and alternative materials, provided they meet minimum ADA requirements and dual-access specifications. Onsite technical assistance during installation is preferred but remote phone support is acceptable if the supplier can clearly convey instructions to Park Staff. Water conditions at the site are characterized by wind exposure and water level fluctuations of one to two feet annually, with water depths of four to five feet approximately ten feet from shore. Site photographs documenting the dock location and existing conditions are included in the documentation.

Question and Answer Sheet for DQ1 2016*1230 Accessible Transfer Dock and Launch for Kayaks and Canoes
1) What is the depth of the water out from shoe about 10 feet?
a. Answer: 4 to 5 feet
2) How much does the water go up and down through the year: high water mark, low water mark
a. Answer: 1 to 2 feet
3) Will the state do the ground work on site for the ADA gangway and path going to it?
a. Answer: Yes, the State will remove the existing concrete ramp as necessary and pour a concrete headwall to attach the gangway. All other ADA access on land will be completed by the State.
4) Please provide pictures of the spot where you would like to have the ADA Dock put at Lathrop State Park
a. Answer: Two pictures will be provided as an attachment to this Q&A Sheet
5) Can you please describe the water conditions at Lathrop State Park?
a. Answer: It can be windy, so anchoring will be key.
6) Does the water level fluctuate? If so, how much?
a. Answer: re: #2 above
7) Will the aluminum gangway be hinged to a concrete pad:
a. Answer: re: #3 above
8) Will the gangway be hinged on the land and on the floating dock? Or Will the gangway be hinged on land and rolling on the floating dock?
a. Answer: hinged
9) The bid states that this launch will be used for kayaks and canoes. Canoes tend to be slightly wider than kayaks. Would you consider a floating dock system that can accommodate both types of equipment but a larger footprint of floating dock? Specifically, would you consider a 16’ x 26’ ADA dock with a 3’ x 12’ & 4’ x 12’ slip?
a. Answer: The State would consider a larger dock if our budget permitted, however our minimum requirements state that the orientation shall be perpendicular to shore and have access from either direction. A slip with one access would not meet those requirements. This is to provide users approach options depending on wind direction.
10) Will the floating dock be removed in the winter?
a. Answer: The State would most likely move the dock on shore during the winter.
11) Would you consider a system with PVC decking installed? (A PVC decked system will increase the longevity of the dock, enhance the appearance and reduce the maintenance. Adding the decking will also increase the overall strength of the AccuDock while hiding marine growth & barnacles)
a. Answer: The State would consider that if the decking connections aren’t weakened or damaged when moving it to shore or back on to the water for the season.
12) Is AccuDock considered an equal alternative?
a. Answer: If AccuDock meets the minimum requirements in the advertisement, then there would be no reason not to consider them an equal alternative.
13) It says that you need on‐site technical assistance during installation. We could be by the phone but not by person. Would this be acceptable?
a. Answer: If you feel that you could easily convey assembly and installation instructions to our Park Staff then we would consider that acceptable.
14) Will you provide a ruff drawing of what is needed?
a. Answer: The State identified EZ Dock components or approved equal. You can go to their website and view their EZ Launch Drive through with ports, dock and bench. This shows the minimum requirements that the State will consider.
Question and Answer Sheet (2) for DQ1 2016*1230 Accessible Transfer Dock and Launch for Kayaks and Canoes
1) Will the State accept a heavy duty aluminum frame Kayak and Canoe Launch System as an approved equal to the system specifications in the Request for Bid?
a. Answer: Possibly, it would have to be submitted for approval.
2) Will alternate ADA transfer seat and rail designs be accepted as long as they meet ADA requirements:
a. Answer: Possibly, it would have to be submitted for approval.
3) Will a single sided entry / exit launch system by accepted?
a. Answer: No, we require a two sided launch and entry.
4) Will the 4’ x 12’ gangway connect to anything on shore? If so, please provide details.
a. Answer: The State will pour a small headwall to connect into. So this would be a hinged attachment.
5) Is the on‐site installation assistance required? (as the Request for Bid states the bid is for delivery only.
a. Answer: On‐site assistance will not be required as long as you feel you can be available via phone and convey assembly and installation clearly to Park Staff.
6) What is the preferred in water anchor method?
a. Answer: Don’t know that we have a preferred method. It would really be per the manufacturers recommendations with the knowledge that we can have high winds.
7) Are detailed photos of the site available? If so, please provide.
a. Answer: Photos of the site are provided.
