About this file

This document is a Question and Answer set for Request for Proposals (RFP) 2021 200 issued by the Commonwealth of Massachusetts Department of Conservation and Recreation (DCR) for the operation, management, and maintenance of the Veterans Memorial Rink in Somerville, MA. The RFP addresses the status of the rink's inoperable dehumidification unit and Zamboni, as well as the availability of locker rooms and parking. DCR intends to provide a functioning Zamboni and repair the dehumidification unit prior to the new operator taking over. The operator will need to negotiate new agreements for the use of the locker rooms, as the existing agreements will be terminated. The operator will not have access to the adjacent parking lot operated by the Founders Rink and must make their own arrangements.

This RFP is for a 10-year license agreement to operate the Veterans Memorial Rink. Pricing terms and funding sources are not explicitly detailed in the provided information. The RFP is open to qualified individuals, municipalities, corporations, or business entities, whether for-profit or non-profit.

REQUEST FOR PROPOSALS FOR ICE SKATING RINK OPERATION, MANAGEMENT AND MAINTENANCE

AT VETERANS MEMORIAL RINK IN

SOMERVILLE, MA

DCR RFP # 2021 200

QUESTION AND ANSWER SET 1

Question 1: The rooftop dehumidification unit is currently inoperable. What is its status and is it the responsibility of DCR or the Rink Operator?

Answer 1: The rooftop dehumidification unit is the responsibility of DCR. The repair of the unit is currently in process. It is expected the work to be completed by August 7, 2021. The temporary unit will remain in place until the rooftop unit is functional.

Question 2: The current Zamboni resurfacer according to the rink belongs to the City of Somerville and the Zamboni owned by DCR on site is currently inoperable. What is the status and will there be an operable Zamboni for the Somerville rink?

Answer 2: DCR has purchased four (4) new units in the last 3 years for DCR managed rinks. Somerville would get one of the older units but fully functioning.

Question 3: Currently all but two of the team rooms are used by private clubs or Somerville High School. What is the status of these locker rooms for a new operator?

Answer 3: It is DCR’s understanding that there are two (2) License agreements between the City of Somerville and two groups for the locker rooms. It is DCR’s understanding that these agreements will be terminated by the City of Somerville before the operator from this RFP takes over the operation of the rink. It will be up to the operator from this RFP to negotiate new agreements for the future for the locker rooms.

Question 4: Will the operator have access to the parking lot located to the right of the Founders rink, if not will there be any alternative private parking spots provided?

Answer 4: DCR does not have operation or access to that parking lot. The operator from this RFP would have to make an agreement with the operator of the Founders rink for extra parking.

Question 5: Has there been any history of water drainage/sewer issues that may cause water backup and flooding around the condenser tower area and boiler room?

Answer 5: DCR is unaware of any historical water drainage issues in this area.
