This is a Question and Answer document for RFP 190000002164 issued by the Michigan Department of Health and Human Services Bureau of Grants and Purchasing regarding the Michigan Adoption Resource Exchange (MARE). The document clarifies requirements for the MARE website, including that Look and Feel Standards apply to public-facing portions of the portal, and any existing solution must be modified to meet all standards listed in the RFP, including front-end appearance and back-end hosting requirements with SOC 2 Type 2 or FedRAMP compliance. The document clarifies that Single Sign-On (SSO) is not applicable to this project, and multi-factor authentication is required for portal access. Adoption Navigators must have at least two years of experience as successful adoptive parents, with no degree requirements specified.
The document addresses specific assistance funding, which is confirmed as an actual cost component within services #2 and #4, though these services are unit rate based. Regarding training sessions, the geographic regions for annual training are to be proposed by the bidder as part of Category D, Program Implementation, Question D21.

Michigan Department of Health and Human Services Bureau of Grants and Purchasing Question and Answer Document
RFP 190000002164
Michigan Adoption Resource Exchange (MARE)
Q1. Page 13, 1.4 b 2) Look and Feel Standard Q1a. Do the “Look and Feel” standards apply to the entire MARE website or just the Public facing portion of it?
A1a. The Look and Feel Standard applies to the Public Facing portion of the portal. Public facing also includes anyone NOT directly employed by the vendor. This refers to prospective adoptive parents and MDHHS Staff.
Q1b. Since the MARE website already exists, does it have to be redesigned according to the “Look and Feel Standard” and the “Center for Shared Solutions (CSS) Application Templates” or is it grandfathered in? The SOM Application/Site Standards published by Michigan.gov (and linked in the RFP) states that “Applications in development before May 31, 2018 may follow the standards. It does not say that they must.
A1b. If the current vendor were to be awarded the new contract via this RFP the existing solution would have to be modified to meet all of the standards listed in the RFP. This includes the front end with look and feel standards and the hosting of the back end via on premises solution meeting SOC 2 Type 2 or FedRAMP for cloud based hosting.
Q2. Page 14, 1.4 b 4) Federation/Single Sign-on (SSO) Q2a. Who are we interfacing with for SSO?
A2a. SSO would only be needed if the MARE portal directly interfaced with a State owned system within the State’s Network and Infrastructure. Per the RFP multi-factor authentication is required for access to the MARE portal, and is the vendors responsibility to provide.
Q2b. What is the purpose of SSO?
A2b. SSO is not applicable.
Q2c. Who will be required to use the SSO?
| i. | MDHHS/Child Placing Agency workers |
| ii. | MARE Contract holder workers |
| iii. | Current and prospective adoptive parents who create a profile on the website |
A2c. SSO is not applicable.
Q2d. Who/what is the SSO Provider?
A2d. SSO is not applicable.
Q2e. Will the contractor be required to pay for the SSO licensing for users or will MDHHS cover this expense?
A2e. SSO is not applicable.
Q3. Page 16: 2.2 Credentials: Are the Adoption Navigators required to have a minimum bachelor’s degree?
A3. Adoption Navigators shall have at least two years of experience as a successful adoptive parent. There are no degree requirements for this position.
Q4. Page 18, Service #2, 6a & Page 19, Service #4, 2a:
Q4a. Both sections above refer to specific assistance. Are both of these actual cost?
A4a. Specific Assistance is an actual cost component within service #2 and service #4. The services described in service #2 and service #4 are unit rate based.
Q4b. Is it up to the contractor to determine how these funds are distributed between the two services?
A4b. Yes. The amount allocated for specific assistance should be utilized for Service #2 and Service #4. The distribution between the services should be based on client needs.
Q5. Page 19, Service 3, #5: What are the geographic regions of the state for the annual training sessions? How many regions are there?
A5. The area and the number of geographic regions shall be identified by the bidder as part of Category D. Program Implementation, Question D21.
