About this file
This is a Question and Answer document from the Michigan Department of Health and Human Services Bureau of Grants and Purchasing regarding RFP180000001606 FP19-53001. The document addresses a single question about travel time and mileage billing for contractor services to eligible clients.
The document clarifies that contractors may use their normal place of business as the point of origin for billing travel time. Billable services include case consultation, face-to-face client contact, collateral contacts, travel time, transportation of family members when required, and case-related office activities including report preparation. For mileage billing, the point of origin must be either the contractor's home/normal place of business or the MDHHS local office location, whichever is closer to the client appointment location. Contractors cannot bill for mileage between their home and the MDHHS local office.

Michigan Department of Health and Human Services Bureau of Grants and Purchasing Question and Answer Document
RFP180000001606
FP19-53001
Q.1 What is the point of origin for travel time? Will it be the same as mileage or can the normal place of business be considered the point of origin? For example; if our office is in Ludington, can we bill for travel time to Oceana County.
A.1 The normal place of business may be considered the point of origin for travel time.
The travel time as a billable service is defined per the RFP Section 2.3, b. Volume of Service, 2) Unit Definition(s): One unit equals one hour of Contractor’s time providing services to eligible clients, as outlined in the service delivery description, and approved client services plans when applicable. Billable services include case consultation, face-to-face client contact, collateral contacts, travel time, transportation of family members when required, and case related office activities including preparation of required reports.
The mileage as a billable service is defined per the RFP Section 3, 3.1 Mileage:
The point of origin for mileage shall be the Contractor’s home or normal place of business or the MDHHS local office location, whichever is closer to the location of the scheduled client appointment. The Contractor may bill for mileage incurred by the Contractor driving to/from a scheduled client appointment. The Contractor may not bill for mileage incurred by the Contractor driving to/from their home to/from the MDHHS local office.
