About this file
This is a Questions and Answers Addendum issued by the Florida Department of Business and Professional Regulation (DBPR) Division of Alcoholic Beverages & Tobacco for Request for Information (RFI) No. RFI-DBPR-07-25/26 regarding double-blind drawing software for new alcoholic beverage licenses. The Department seeks a comprehensive software solution to conduct randomized license drawings that comply with Section 561.19 of Florida Statutes and Rule 61A-5.0105 of Florida Administrative Code. The solution must support annual drawings across Florida's counties, with historical data showing 52 to 89 new quota beverage licenses available across 26 to 32 counties in recent years. The Department anticipates one drawing per year with multiple licenses issued per drawing. All RFI responses must be received no later than 12:00 PM Eastern Time on Wednesday, February 11, 2026, and should be submitted electronically to Procurement@MyFloridaLicense.com. No specific site visits or bidders' conferences are mentioned in this addendum, and no award date or contract term information has been determined.
The addendum addresses thirteen vendor questions regarding system specifications and requirements. The Department has not yet determined hosting preferences (vendor-hosted, state-hosted, or cloud-based), required integration with existing systems, applicable state security standards, or a target operational date. Vendors are encouraged to propose their own pricing structures and comprehensive cost models, including one-time fees, subscription costs, implementation, training, certification, and ongoing support, as the Department has not established an estimated budget range. Records and logs must be retained in accordance with Florida's general records schedule GS1-SL. The Department anticipates the solution will be compliant with Chapter 282 and Section 561.19 of Florida Statutes, Chapter 60GG and Rule 61A-5.0105 of Florida Administrative Code, and any solicitation terms and conditions. No incumbent vendor or existing technology infrastructure has been specified.
