About this file
This document is a Justification for Sole Source Purchase for the 72nd Test and Evaluation Squadron (72 TES) at Whiteman Air Force Base. The 72 TES is requisitioning specific Quasonix airborne telemetry transmitter kits, including the transmitter, heat sink/fan assembly, frequency selector, and integration cable harness, to support B-2A aircraft testing and data collection. Quasonix is the sole manufacturer of this flight-qualified telemetry equipment, and there are no commercial applications or alternative sources available. Purchasing this sole source item is necessary to maintain the 72 TES's ability to provide safety-of-flight on-range airborne tracking capability during critical test missions. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1, as Quasonix is the only responsible source.

DEPARTMENT OF THE AIR FORCE
72D TEST AND EVALUATION SQUADRON (ACC)
WHITEMAN AIR FORCE BASE, MISSOURI
Global Power For America
1. The 72d is requisitioning the following Quasonix airborne telemetry transmitter kits:
A. Transmitter, Model QSX-VSR2-1100-10-54-06AE-DP-DSWBX-LD-P9-PF-PM.
B. Heat sink/fan assembly, Model QSX-AC-32HS-28V-SP C. Frequency Selector, Model QSX-AC-DSWBX D. Integration cable harness, Model QSX-AC-MD15-36-PIN
2. This flight qualified telemetry transmitter kit requires an identical replacement (no substitute) to support B-2A aircraft during airborne on-range data collection and transmission for critical B-2A airborne Force Developmental Evaluations. Airborne Telemtery transmitter components are unique telemetry support equipment that is solely utilized in designated Department of Defense military operating air-spaces.
3. The statutory authority permitting other than full and open competition is 10 U.S.C.
2304(c) (1) in accordance with FAR 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements.
4. There is no commercial application for this piece of equipment. We attempted to accomplish market research on this equipment. As Quasonix is the manufacturer of this equipment, and they have no distributors, there is no other source for the procurement of this telemetry equipment.
5. Not purchasing this item as sole source purchase will jeopardize the 72 TES’s ability to provide safety-of-flight on-range airborne tracking capability during critical test missions.
6. I have reviewed the above and believe it to be correct to the best of my knowledge.
