About this file
This is a Quality Control Requirements document that establishes mandatory standards for contractor performance under an elevator inspection and testing services contract for the Department of Veterans Affairs. The contractor must establish and submit a Quality Control Program (QCP) to the Contracting Officer (CO) or Contracting Officer's Representative (COR) within ten days of Notice to Proceed, with the program required to comply with the Maintenance Control Program specified in ASME A17.1 Section 2.
The QCP must include an inspection system covering all contract services, a detailed checklist for scheduled and unscheduled inspections that addresses every operational area and required task, and identification of inspection personnel by name. The contractor is required to maintain a system for identifying and correcting performance deficiencies proactively, before government inspectors identify issues, and must maintain documentation of all inspections and corrective actions available to the CO/COR upon request throughout the contract term. Additionally, the contractor shall conduct an Annual Walk with the COR or government designee to review elevator conditions and service quality, with the COR determining the scope of elevators to be reviewed during this inspection.
