PERFORMANCE WORK STATEMENT (PWS)/STATEMENT OF WORK (SOW)

Qualitative Data Training

1.0 DESCRIPTION OF SERVICES/INTRODUCTION: The objective of this requirement is to acquire contractor services to design and deliver a comprehensive training program. This program shall equip designated government teams with the foundational knowledge and practical skills necessary to conduct qualitative data analysis and translate findings into compelling impact narratives.

2.0 BACKGROUND: The Naval Surface Warfare Center (NSWC) requires professional development and training for its personnel to effectively integrate qualitative data methodologies into their program analysis and communication efforts. Enhancing skills in qualitative data collection, analysis, and narrative storytelling is essential for the organization to better articulate the value and impact of its initiatives to key stakeholders.

3.0 OBJECTIVE: The contractor shall provide all necessary personnel, management, and materials required to develop and execute a multi-phased training program focused on qualitative data methods. The program shall be tailored to the context of NSWC's mission areas and consist of foundational learning, practical application, and a culminating collaborative event.

3.1 Training Program and Material Development

3.1.1 The contractor shall develop a comprehensive training curriculum on qualitative data collection and analysis. This shall include the creation of asynchronous, self-paced training materials that introduce core concepts. The contractor shall also develop relevant case studies and learning materials tailored to government-specified work areas to be used in subsequent interactive sessions.

3.2 Virtual Training and Facilitation

3.2.1 The contractor shall facilitate a series of interactive virtual workshops for designated government teams. These sessions shall build upon the foundational knowledge from the asynchronous materials and focus on the practical application of qualitative data analysis techniques using the developed case studies. The contractor shall be responsible for coordinating all scheduling for these sessions with the government point of contact.

3.3 In-Person Capstone Workshop

3.3.1 The contractor shall design, coordinate, and facilitate a multi-day, in-person capstone workshop hosted at a government-designated facility in the Bethesda, MD area. The workshop shall serve as a culminating event for all participants, focusing on collaborative learning, team building, and developing skills to craft data-driven impact stories for various audiences.

3.4 The contractor shall be responsible for all travel and associated costs for its personnel to facilitate the in-person workshop in Bethesda, MD. Travel costs should be included in the contractor's cost proposal.

4.0 SPECIAL QUALIFICATIONS:

While not mandatory, the government will give special consideration to respondents who can demonstrate the following qualifications. Respondents are encouraged to detail their capabilities in these areas within their response.

· Experience with Federal Agencies: Demonstrated experience providing training, consultation, or analytical support services to the Department of Defense (DoD), Department of the Navy (DoN), or other federal government agencies. This includes a strong understanding of the unique operating environment and program objectives common to federal science and technology (S&T) or research and development (R&D) organizations.

· Expertise in Technical Storytelling: Proven ability to apply qualitative data and narrative techniques to complex, technical, or scientific subject matter. Experience should show a capability to translate the outcomes of technical programs into clear, compelling impact stories for non-specialist and leadership audiences.

· Relevant Domain Knowledge: Experience working with organizations or teams focused on areas similar to NSWC's, such as technology transfer, STEM outreach, and innovation ecosystem development.

· Advanced Methodological Expertise: Proposed personnel should possess significant practical experience and/or advanced academic credentials (e.g., Ph.D. in a relevant social science, communication, or education field) in qualitative research methodologies, instructional design, and adult learning principles.

· Blended Learning Program Delivery: A proven track record of successfully designing and delivering blended training programs that incorporate asynchronous (self-paced), virtual synchronous (live online), and in-person workshop components.
