DEPARTMENT OF THE AIR FORCE
OKLAHOMA CITY AIR LOGISTICS COMPLEX
TINKER AIR FORCE BASE OKLAHOMA
October 26, 2020
MEMORANDUM FORAFSC/PZIM Contracting Officer
FROM: OC-ALC OBCA
SUBJECT: Brand Name Justification for A21-013E, Quackenbush Drills
1. The 567th AMXS is currently accomplishing Task 1B107/TCTO 1559, Rear Spar Inspection on the Structure Repair Line. The procedures for this task have been written by Engineering and in Revision D of this TCTO, engineering has called out this specific Quackenbush Drill as it is identified as industry standard. Currently the 1B107 task is being accomplished on one aircraft but will be accomplished on multiple aircraft throughout the fleet. This brand drill will be required to be used for each of these aircraft.
2. The 567th AMXS has established various types of Quackenbush drills for this task, however, each style of
Quackenbush drill is for a different application. The desired equipment should be the Quackenbush drill to Form, Fit, and Function. The procedures that have been developed for the precision fastener hole work for task 1B107 were developed around using the Quackenbush drills. As a result the tooling and fixtures used in the task are designed to be used with the Quackenbush drills. Should this drill be a different brand it will cost 567th AMXG an excess of to replace all fixtures and tooling currently in place that may not be compatible. This would drive possible redesign of all fixtures and tooling as well as excessive lead times not to mention constraining current work on the aircraft. Additionally, the 567 AMXS has already expensed $ K from a contracted machine shop for ancillary fixtures for the Quackenbush drills, $ M for cutting tooling designed to be used with the Quackenbush drills, $ M for replenishment cutting tooling to be used with the Quackenbush drills, as well as an undisclosed amount for contracted training of the 1B107 task which utilizes the Quackenbush drills. As stated above, Quackenbush has been identified by Engineering as the industry standard for positive feed drilling. This task requires positive feed drilling in multiple locations throughout the wing. To make a change this late in the process would derail the operations on the Structure Repair Line.
3. Quackenbush is the only known brand that can satisfy the Government’s requirement. Because of the criteria listed above, it is respectfully requested that the Quackenbush drill be procured for the 567th
AMXS.
4. Market research was performed reviewing Dynamic Small Business Search and System for Award Management databases using North American Industry Classification System Code 333991 looking for companies that could provide Cleco 15QRHD-265-30-A9.0D-AE-5B-421 Quackenbush drills. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide this requirement as well as searching the World Wide Web. Sources were sought under RFI#1464877 through GSA Ebuy feature with one (1) ROM returned. In review there are several sources that can provide the commodity for this acquisition. The Government will continue to review Technical Data for the possibility to open the requirements and avoid Brand Name acquisitions for this equipment in the future.
