Questions & Answers

RELEVANT RFP SECTIONQUESTIONANSWER
GeneralEstablish that a Revised Price Proposal (Attachment U and CLIN Table) is due by 10:00 AM EDT, 01 August 2016. Timeline should be determined based on the answers to questions.Revised Price Proposal (Attachment U and CLIN Table) is due by 2:00 PM EDT, August 11, 2016.
Attachment U and CLIN TableChange Attachment U, Unit of Issue, from EACH to LOT, for CLINs 0002, 0004, 0007, 0008, 0009, 0012, and 0013. In the Attachment U from Amendment 7 there is no column for Unit of Measure however this amendment says there is. This column was only provided in the CLIN table. To avoid confusion the government should include a unit of measure column as well as a column for Unit Quantity. When will Government provide an updated Attachment U?Unit Column has been added to Attachment U.
Attachment U and CLIN TableEstablish that only Volume Bands shall reflect pool pricing.

Can you please provide further clarity on Volume Bands and pool pricing, and identify which CLINS are applicable to, and eligible for, each?

In other words, what is your definition of volume band and how does this benefit government?

What is your definition of pool pricing?

What is the definition of Lot?

Is volume band the same thing as lot?

What is the band or Lot value of each CLIN in Attachment U? This pricing mechanism is defined as a fixed monthly price for a quantity of active accounts between x and y. As long as the quantity remains between x and y the government would pay that amount monthly for that CLIN.

Volume Bands = A quantity range of the CLIN subject to which the FFP of that line item applies.

This benefits the Government by allowing the Program to predict and stabilize its costs.

Pool pricing = The FFP for a Volume Band.

Lot = A group of items or services that are offered and priced together.

"Volume Band" is not the same as "Lot."

The Volume Band for each CLIN is contained in the description. The unit column has been added back to Attachment U.

Attachment U and CLIN TableProvide a complete, updated RFP with changes noted by a VERTICAL LINE in the RFP Left Hand margin.
In the CLIN table, it appears that the Government has removed the “per station” clause in the Unit of Measure Column. We think that in order to provide the lowest cost to the Government you would want to include the individual unit pricing since the quantity is determined by contractual factors at the end of the month therefor the Government would only pay for what is used not what the total number is in the Sub CLINs. For example in CLIN 2 in Table B, CLINs 0002A, 002B, 002C, 002D, 0002E, 0002F, 0002G, 0002H, 0002I you’d want the per unit price because you don’t know the number of active work stations at the end of the month. Could Government please confirm? The contractor will provide the number of stations active at the end of each month as a basis for invoicing. This pricing mechanism is defined as a fixed monthly price for a quantity of active accounts between x and y. As long as the quantity remains between x and y the government would pay that amount monthly for that CLIN.
Attachment U and CLIN TableDoes the Government need to buy CLIN A prior to buying CLIN B Prior to buying CLIN C etc.? In other words is pricing cumulative or can Government purchase any CLIN A-H without having to buy the previous Sub CLIN before it. We would assume the Government only needs to purchase the sub CLIN at any particular volume and not any of the sub CLINs prior to that volume. For example if at the end of month 6 volumes are at the C tier Government can pay at the C tier pricing. If in month 7, volumes drop to the B or the A tier, Government can purchase at the B or A tier pricing respectively. In other words once the volume level reaches a certainly level it is not locked in. Could the Government please confirm so pricing can reflect this? The government intends that it should move freely through the volume bands as volume increases or decreases. The end-of-month count will determine the following month's billing. This pricing mechanism is defined as a fixed monthly price for a quantity of active accounts between x and y. As long as the quantity remains between x and y the government would pay that amount monthly for that CLIN.
Attachment U and CLIN TableIt would appear that government is changing the CLIN Tables and Attachment U to the way it was prior to Amendment 2 Answers to Offerors Questions as noted below in questions 145, & 147. By pricing these CLINS as lots, Government could be limiting themselves to paying for an entire lot of product when only portions of that lot are used. For example, on the CLIN Table in 2Ai and 2Aii, if offerors are to price the lot as 3500 computers and 3500 peripherals respectively, the Government would be obligated to purchase that amount. However, if after each monthly audit there shows only 1000 credentialing stations, then the Government would be paying for 2500 units above and beyond what is being used. Is this the Governments intent? The government's intent is to pay fixed, predictable pricing based on volume bands to provide planning stability for its customers. The government is not obligated to purchase a set quantity, it is obligated to pay the fixed price for that volume band.
Attachment UThe Government has updated the Unit of price for the stated base CLINs to remove the "per workstation", "per subscriber", and "per identity" designations leaving the following, "Monthly based on quantity of active stations. Quantity determined and reported last day of prior month."
Can the Government please confirm it is asking for "per month" pricing by band where the quantity on the last day of the month determines the price based upon the band the quantity falls in?The government confirms that it intends to pay a firm fixed price per month for the appropriate band, depending on the count at the end of each month.
Attachment UCLINs 0002, 0004 and 0007 is a managed service for credentialing equipment (managed services of contractor owned equipment). Initially in the RFP, a change was made from LOT to EACH, which in turn created the associated (i) and (ii) CLINs. As the equipment costs are included in CLINs 0002, 0004, and 0007 and is now a LOT price, would the Government please remove the associated (i) and (ii) CLINs as the refresh of the workstations and peripherals should be contained in the base monthly service price? In order to reduce confusion and improve planning, the Government has removed the (i) and (ii) tech refresh CLINs and has included the requirement for the tech refresh in the CLIN description. Tech refresh will not be required for any equipment installed in Option Year 4 or later.
Attachment UThe Government has updated the CLIN 0013 Quantity ranges in the Section B for CLIN 0013 to remove all gaps in quantities. However, these changes have not been translated into CLIN 0013 in Attachment U. Would the Government please update the Attachment U CLIN 0013 description to include the updated quantities in Section B?Attachment U CLIN 0013 description has been updated to include the updated quantities in Section B.
Attachment UFor CLIN 1C, will the Government please update the lower end of the band to 1,250,001 for both Section B and Attachment U?Attachment U and Section B have been updated to update the lower end of the band to 1,250,001.
Section B – Services and Price/Costs
And Evaluated Pricing ModelTo reduce Government and taxpayer cost for the USAccess Program will the Government please revise the volumes in the CLIN 2 “Credentialing Equipment Managed Service” bands now that CLIN 2 is a monthly service price per band instead of a monthly per workstation price? By requiring pricing to be allocated in bands that are more than 500 units wide or more, and outside the historical numbers of this 9 year program, the Government is going to receive exponentially bloated CLIN 2 pricing.

When The Government took the Light Activation (LA) units, which have a much lower price per unit and are deployed in much greater numbers than credentialing stations, out of CLIN 2 and created CLIN 7 for LA stations, the volume numbers in CLIN 2 were not reduced. Today after 9 years of operation and with most Federal Civilian Agencies in the USAccess Program there are 1,268 credential stations listed in Attachment D. This offeror suggests that CLIN 2A be capped at 1,400 units, and each CLIN band be at a maximum range of 100 greater in volume ending with CLIN 2I that is capped at 2,200 units versus the current 7,001 to 10,000 units.

CLIN 8 and Attachment U volume bands should also be changed to match the volume bands of CLIN 2. The Government has elected not to reduce the size of the bands to allow for future program growth.

The Government has adjusted CLIN 2 to begin with up to 1500 and increase by 500 for each sub-CLIN. CLIN 2I volume has been adjusted to a volume band of 500. CLIN 7 remains the same, begin at up to 2000 and increase by 500 for each sub-CLIN.
