Section C - Descriptions/Specifications/Statement of Work

C.1 Background

The United States Capitol Police (USCP) is responsible for protecting Congress, its legislative processes, members, staff, visitors, and facilities from crime, disruption, and terrorism.

Currently, law enforcement candidates must undergo an extensive process before achieving their goal of becoming sworn law enforcement officers. The authority and responsibility of law enforcement demand high ethical and legal standards. To support this goal, the Equal Employment Opportunity Commission (EEOC), federal statutes prohibiting job-related discrimination; professional police organizations; and professionals in the mental health field have all played important roles in creating today’s pre-employment screening system. The existing pre-employment psychological screening system helps ensure that applicants are free from emotional or mental conditions that might adversely affect the performance of designated safety-based duties and responsibilities.

Psychological Fitness for Duty evaluations for current USCP personnel are necessary for the safety and welfare of the community and of department personnel and to ensure compliance with federal, state, and local laws that require commissioned and first responders must be free from any physical, emotional, or mental conditions that might adversely affect the exercise of the duties of a first responder in any way. A Fitness for Duty Evaluation is a specialized inquiry conducted by a specially qualified psychologist or psychiatrist in response to complaints or a reported inability to perform official duties safely and effectively because of mental illness or significant deterioration in cognitive abilities.

C.2 Purpose

USCP is consistently in the process of recruiting new police officers, that require the services of a Contractor to administer pre-employment psychological interviews and testing. This provides support to USCP in assessing the employment suitability of applicants. The USCP is seeking the services of a professional licensed clinical organization, to provide psychological screening and testing for all applicants. Additionally, psychological testing for employed USCP personnel who are performing specialized assignments and necessary psychological/fitness-for-duty and return-to-duty evaluations for employed USCP personnel is also required. USCP must balance agency and societal needs with the legal rights of current personnel/candidates and the applicable professional standards of the American Psychological Association (APA) which governs the psychological community. USCP will work to establish a rigorous standard of practice for pre-employment psychological evaluations in tandem with the hired Contractor.

USCP will identify, the required duties, responsibilities, working conditions, and other psychologically relevant job characteristics inherent in the prospective and current positions, for the Applicant, Employee, and Contractor.

C.3 Objective

The Contractor shall provide USCP applicants with an agreed-upon schedule to administer an agreed-upon clinical interview and a computer-based test battery for requested pre-employment psychological services. Pre-employment psychological screenings may be required for up to 1,440 individuals on an annual basis (120 maximum screenings per month). Psychological Assessments and Fitness-for-Duty evaluations may be required for up to 60 individuals on an annual basis (5 maximum evaluations per month).
