About this file
This document provides notice of brand name National Stock Number (NSN) awards made under the MRO Requisition Channel Generation Two BPA. GSA solicited feedback from industry regarding 299 brand name NSNs through a Request for Information published from April to May 2023, receiving no responses. In January 2024, 109 of those NSNs were awarded via a post-award modification to the BPA. The awarded NSNs were originally established as brand name specific and the item purchase descriptions are written as such. GSA sought to verify whether the needs described can truly only be met by the cited manufacturers and part numbers or if other manufacturers' products could also meet the requirements. Industry is requested to provide any feedback on this notice to the specified email address by identifying the vendor, awarded contract, and award date.

RC2 Batch Add, BN NSN LSJ follow-ups. From January 14, 2021 through October 12, 2022, HAC received a total of 146 requisitions for Brand Name NSNs with order values exceeding MPT. Each buyer assigned to a given requisition attempted to initiate contact with the ordering customer where contact information was available2 , requesting from the requisitioner a justification/re-validation of the initial brand name requirement.
The procedure used was to solicit the customer via email then follow up with 2 additional emails, allowing three (3) to five (5) business days between email attempts. If after three attempts no response was received, a final email notice of cancellation was issued, and (5) days thereafter the requisition was then canceled.
HAC results to-date regarding re-validation efforts of BN documentation for the Brand Name
MPT + NSN orders are demonstrated with the data below. This data below cover a total of 87
NSNs:

As shown above, BNJ information has been received on just 43 of the requisitions, with the 123 receiving no response or response still pending.
Based on this experience to-date on the preponderance of the BNJ validation requests going unanswered as shown above, the likelihood of receiving validation on the remaining items (the full set of 300 NSNs contemplated with this action) is reasonably expected to be low.
In addition to initiating contact with the requisitioners, agency-level points of contact were then sought out for a subset of the NSNs associated with the requisitions described above. A separate BNJ Team was established and an updated list of NSNs was utilized for this agency-level effort. The document for the updated list of NSNs is entitled, "BNJ NSNs, Orders
Over Micro & Est Value (Tracker}". The list of NSNs representing the requisitions above (60
NSNs total) were pursued along with other NSNs with no orders currently on the WIP but which
2 Lack of Point of Contact (POC) information on incoming orders remains an issue within the Defense Logistics Management Standards (DLMS)-designed systems that our customers utilize, such as Logistics Management Program (LMP), GCSS Army, GCSS Marines, One Touch, and other systems. GSA has for several years advocated (and will continue to advocate) that our customer agencies implement system changes to 1) require submission of an email address with all orders and 2) test and ensure that said emails are successfully transmitting into GSA ordering systems.
