SIGNIFICANT CHANGES (OCT 1988)

The attention of offeror is invited to the following changes made since the issuance of the last solicitation for the supplies/services covered herein:

1. Offers shall be submitted on the Standard Form 1449. Offers shall include all subsequent pages following this form. Please sign and date your offer. Please keep a copy of the completed offer for your files. Offerors that fail to furnish required representations or information, or reject the terms and conditions of the solicitation, may be excluded from consideration. Offer submission is required in this format. This supersedes clause 52.212-1 – Instructions to Offerors – Commercial Items (June 2008) paragraph (b).

2. Offeror is responsible for submitting proposal and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Submitting your offer by email is the preferred method to: linda.haffner@gsa.gov.

3. Method of award will be in the aggregate for all items. The Government reserves the right to award two parallel contracts for these items in accordance with the Parallel Contracts, I-FSS-118 provision as set forth in Section M, Method of Award, of the solicitation.

4. Award(s) will be for a one-year firm fixed price requirements base contract with four (4) one-year option periods. The contract period will be effective beginning Date of Award through one year plus four one-year option periods. The Economic Price Adjustment (EPA) Clause will be applicable to the 4 one-year option periods.

5. The Buy American Act applies to this solicitation.

6. Procurement will be set aside for small business.

7. The Government intends to evaluate offers and award contract(s) without discussions with offerors in accordance with Federal Acquisition Regulation (FAR) 52.212-1(g); therefore, offerors are encouraged to submit their best offer with their initial proposal submittal. However, the Government reserves the right to conduct discussions if later determined necessary by the Contracting Officer.

8. Three first article samples of each NSN are required 60 days after notice of award for all items. The delivery schedule for the production items will be 120 days after receipt of order (ARO) or after receipt of the First Article Inspection Approval by the Contracting Officer.

9. Copies of the applicable Forest Service Specifications and drawings as listed within the item purchase descriptions are posted on the Forest Service Technology & Development Center webpage. The direct link to the website is http://www.fs.fed.us/t-d/programs/fire/specs.htm.

10. Evaluation Criteria: Offers will be evaluated and awards will be made based on best value determination considering technical capability, past performance and price in descending order of importance. Non-price factors are significantly more important than price. Award may be made to the superior offer which is not the lowest priced offer, but which is sufficiently more advantageous than the lowest offer so as to justify the payment of a higher price. As technical proposals become more equivalent, price consideration becomes more significant and may become the determining factor for award. Any award price must be determined to be fair and reasonable. Award shall be made to the offeror(s) as determined by the Contracting Officer to be the Best Value to the Government.

11. Technical Data Required for Submission with Offer: Offerors are advised that the required data described herein will be utilized for review and evaluation by a Technical Evaluation Board. All data submitted for consideration under this solicitation will be reviewed only for the purposes required for evaluation and award. The Government will not make assumptions concerning the offeror's intent, capabilities, facilities, certifications/registrations, or past performance. Clear identification is the sole responsibility of the offeror.

A. TECHNICAL CAPABILITY.

1. Letters of Commitment: Offerors must submit letters of commitment at the time of offer submission for required materials as shown in the Item Purchase Descriptions (pages 9 - 11 in the solicitation) and Forest Service specifications and drawings referenced therein. Letters of commitment must be on the supplier's letterhead (if not the offeror) and must identify the following:

1 - Supplier’s commitment to provide materials as specified in the below Forest Service Specifications in sufficient quantities to support Government monthly potential quantities:

The assessment will include, as a minimum, offeror's facility capacity, quality assurance system, and demonstration of compliance with all requirements. Failure to receive an overall recommendation of "Capable of Performing" the requirements of a resulting contract, if awarded, may result in the offer no longer being considered for award.
