RIBBON, FLAGGING, SURVEYOR’S: Shall be in accordance with the following characteristics:
Color – Fluorescent chartreuse.
Length per roll – 50 yards.
Unit of issue – BX (twelve (12) rolls per box).
Maximum age on delivery – Two (2) months from date of manufacture.
Scope – This description covers fluorescent colored “glow color”, plastic ribbon designed for use as a flagging marker in field survey work and for otherwise designating or identifying specific outdoor objects and locations.
Description - The plastic flagging ribbon shall be fabricated from flexible vinyl plastic film. Plasticizers used shall be appropriate for the ribbons to remain supple at minus 20 degrees F, when tested in as specified below.
Dimensions – The plastic film shall have a measured thickness of 0.00280 inch minimum and a width of 1-3/16 inches + 1/32 inch. Each roll shall contain a minimum of 50 yards of plastic ribbon.
Weight – The 50 yard roll, less core, shall weigh a minimum of 4.5 ounces. Weight per roll shall be determined by using specific gravity as determined in accordance with ASTM D 792 and the following formula:
Yards/lb. = .77 (SG x width x thickness).
Colorfastness – The color of the flagging ribbon shall show no change in basic color, when examined visually, after 192 hours in a xenon arc fade-o-meter/weather-o-meter, when tested as specified below (the basic color may be faded or a lighter shade, but the original color is still identifiable and recognizable).
Tensile Strength – 7.0 lb, minimum.
Elongation – 200 percent minimum.
Specific gravity – 1.34 to 1.44 gr/cc.
100% modulus – 1,600 psi minimum.

Testing.
Weight – The weight per roll without core shall be determined by using a balance readable to 0.1 gram or less.
Thickness – The gage used for the measurement of thickness shall be a dead weight type equipped with a dial graduated to read directly to 0.0001 inch. The presser foot shall be circular with a diameter of 0.25 inch + 0.01 inch. The presser foot and moving parts connected therewith shall be weighted so as to apply a total load of 3 ounces + 0.1 ounce to the specimen. The presser foot and anvil surface shall be plane to within 0.0001 inch and parallel to each other within 0.0001 inch.
Low temperature resistance – Three eight-inch lengths of the finished ribbon from each sample unit shall be exposed in cold chamber to a temperature of minus 20 degrees F + 4 degrees F for a period of 1 one hour. Without being removed from the cold chamber, the specimen shall be creased 180 degrees in the center by folding slightly while lying on a flat smooth surface running the center of a steel roller over the fold a single time. The steel roller shall be approximately 5.5 inches in diameter, approximately 2 inches wide, with a suitable handle guide and shall weigh 10 pounds + 0.5 pounds. The temperature of the roller shall be the same as that of the specimen. The specimen shall be handled with gloves and care taken that it’s temperature remains uniform trough the test. After folding, the specimen shall be visually examined. Any indication of cracking or flaking of any specimen shall be cause for rejection.
Colorfastness – The finished ribbon shall be exposed for the specified number of hours in accordance with ASTM G 155-00ae1 (use corresponding cycles equivalent to ASTM G 26, Methods A or C) and examine for compliance with colorfastness requirements above.

(vi) Terms of any discount for prompt payment offered;
(vii) Name and address of official to whom payment is to be sent;
(3) Name, title, and phone number of person to notify in event of defective invoice; and
(ix) Taxpayer Identification Number (TIN). The Contractor shall include its TIN on the invoice only if required elsewhere in this contract.

To remain registered in the CCR database after the initial registration, the Contractor is required to review and update on an annual basis from the date of initial registration or subsequent updates its information in the CCR database to ensure it is current, accurate and complete. Updating information in the CCR does not alter the terms and conditions of this contract and is not a substitute for a properly executed contractual document.
If a Contractor has legally changed its business name, “doing business as” name, or division name (whichever is shown on the contract), or has transferred the assets used in performing the contract, but has not completed the necessary requirements regarding novation and change-of-name agreements in FAR subpart 42.12, the Contractor shall provide the responsible Contracting Officer a minimum of one business day’s written notification of its intention to (A) change the name in the CCR database; (B) comply with the requirements of subpart 42.12; and (C) agree in writing to the timeline and procedures specified by the responsible Contracting Officer. (3) The Contractor shall not change the name or address for EFT payments or manual payments, as appropriate, in the CCR record to reflect an assignee for the purpose of assignment of claims (see Subpart 32.8, Assignment of Claims). Assignees shall be separately registered in the CCR database. Information provided to the Contractor’s CCR record that indicates payments, including those made by EFT, to an ultimate recipient other than that Contractor will be considered to be incorrect information within the meaning of the “Suspension of payment” paragraph of the EFT clause of this contract.
(4) Offerors and Contractors may obtain information on registration and annual confirmation requirements via the internet at http://www.ccr.gov or by calling 1-888-227-2423 or 269-961-5757.

If motor carrier (including "piggyback") is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item 568 of the National Motor Freight Classification for "heavy or bulky freight." When supplies meeting the requirements of the referenced Item 568 are delivered, unloading (including movement to the tailgate) shall be performed by the consignee, with assistance from the truck driver, if requested. If the Contractor uses rail carrier or freight forwarder for less than carload shipments, the Contractor shall ensure that the carrier will furnish tailgate delivery, when required, if transfer to truck is required to complete delivery to consignee.
The Contractor shall—
Pack and mark the shipment to comply with contract specifications; or
In the absence of specifications, prepare the shipment in conformance with carrier requirements;
Prepare and distribute commercial bills of lading;
Deliver the shipment in good order and condition to the point of delivery specified in the contract;
Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract;
(5) Furnish a delivery schedule and designate the mode of delivering carrier; and

DIVERSION OF SHIPMENT UNDER F. O. B. DESTINATION CONTRACTS (APR 97)
(a) In addition to the locations named in this contract, there may be occasions when it is deemed advantageous to the Government to ship directly from the Contractor to the customer, or to a designated delivery point. For these direct deliveries, the contract price will be adjusted to accommodate differences in the transportation costs. No adjustment shall be made for changes in transportation costs when supplies are identically priced for delivery regionally or nationally and the place of delivery is changed within the area to which the identical price applies. In all other cases, price adjustments due to changes in transportation costs shall be determined by comparing the costs of --
(1) Shipments to the new destinations as evidenced by copy of paid freight bills to be supplied by the Contractor with the invoice; and
(2) Shipments to the original or old destination as evidenced by copy of the appropriate paid freight bills to be supplied by the “Contractor, or, in the event no shipments were made, as evidenced by the applicable rates of a common or contract carrier. If carrier rates are not publicly filed with any regulatory body, (e.g., interstate shipments moving by rail piggyback service) the Contractor shall provide a copy of the contract, letter agreement, or other written communication from carriers quoting the rates / charges that would have been applied for shipments to the original or old destination.
(b) If (1) shipments to the new destination are made by the Contractor’s owned or leased trucks and / or (2) shipments to the original destination were made or would have been made by the Contractor’s owned or leased trucks, the Contractor shall so certify. The Government shall make an appropriate adjustment in contract prices for payment purposes by substituting a rate equal to 70 percent of the lowest applicable rate published in the common carrier tariffs as of the date of shipment for the Contractor’s actual rate or contemplated transportation costs.
(c) If any or all of the following data are not clearly shown on, or available from, copies of paid freight bills for each diverted shipment, the contractor shall supply a statement showing the --
(1) Full name of the carrier or carriers in the routing;

DELIVERIES TO THE U.S. POSTAL SERVICE (JAN 1994)
(a) Applicability. This clause applies to orders placed for the U.S. Postal Service (USPS) and accepted by the Contractor for the delivery of supplies to a USPS facility (consignee).
(b) Mode/Method of Transportation. Unless the Contracting Officer grants a waiver of this requirement, any shipment that meets the USPS requirements for mailability (i.e., 70 pounds or less, combined length and girth not more than 108 inches, etc.) delivery shall be accomplished via the use of the USPS. Other commercial services shall not be used, but this does not preclude the Contractor from making delivery by the use of the Contractor's own vehicles.
(c) Time of Delivery. Notwithstanding the required time for delivery to destination as may be specified elsewhere in this contract, if shipments under this clause are mailed not later than five (5) calendar days before the required delivery date, delivery shall be deemed to have been made timely.

SCHEDULING OF DELIVERIES TO GSA FACILITIES (DEC 2003)
(a) General: This clause sets forth the scheduling requirements regarding deliveries to the General Services Administration (GSA) facilities listed below. When the advance scheduling of delivery time is required or desired, the Contractor is advised that there may be an interval of up to 5 workdays between the time the consignee is contacted for a delivery date and the date the consignee is able to receive the shipment. Consequently, to allow for the establishment of a delivery date and the time that is agreeable to both the consignee and the carrier, the carrier should be urged to communicate with the consignee as soon as practicable after it is known when the shipment will be available for pickup. For all Distribution Center shipments and in the interest of effective and efficient deliveries, information such as National Stock Numbers (NSN), Delivery/Purchase Order numbers, quantity of cartons/pallets, and Uniform Product Codes are required when pre-scheduling deliveries. Deliveries are not accepted on weekends or Federal holidays (except when scheduled in advance during national emergencies). All times specified in this clause are local times.
(b) Eastern Distribution Center:
(1) Large-Load Shipments: For the purpose of this clause, a shipment consisting of ten or more palletized unit loads, or, if the supplies are not palletized, a shipment weighing 10,000 pounds or more, or measuring 1,000 cubic feet or more, when transported by a single conveyance, is regarded as a “large-load” shipment. The Contractor is required to notify the carrier on the bill of lading that a scheduled unloading date and time must be obtained by the consignee prior to the delivery of a “large-load” shipment.
(4) Small-Load Shipments: For the purpose of this clause, a shipment consisting of less than ten palletized unit loads, or if the supplies are not palletized, a shipment weighing less than 10,000 pounds and measuring less than 1,000 cubic feet, when transported by a single conveyance, is regarded as a “small-load” shipment. The delivery of a “small-load” shipment need not be scheduled in advance of arrival at the facility. However, the consignee may refuse to accept delivery if the truck arrives later in the afternoon than the time specified below for the receipt of unscheduled small loads. The carrier should and is encouraged to communicate with the GSA facility (consignee) regarding all impending deliveries.
(c) Western Distribution Center: Carrier appointments are required to facilitate GSA clearance of the arriving carriers through site Defense Logistics Agency (DLA) security. The Contractor is required to notify the carrier on the bill of lading that a scheduled unloading date and time must be obtained from the consignee prior to delivery.
