DESCRIPTION
I.A.W. BELOW DESCRIPTION:
Tolerance. Unless otherwise stated, all measurements shall have a tolerance of +/-1/16" inches.
Material. Evidence pouches shall be made from transparent, heat sealable plastic film of Scotchpak #48 (3M), or equal. The material shall consist of a 1/2 mil polyester outer layer and 4 mil medium density polyethylene for the inside layer.
Construction. Pouches shall be made by heat sealing the edges of the plastic film together to form a rectangular pouch. Each heat sealed seam shall have a breaking strength of not less than 10 pounds per inch when tested as specified below. The pouch opening shall be a slit through the front sheet of plastic, at the top of the pouch. The slit shall be not less than 8-5/8 inches long, centered along the width of the pouch. A reinforcing lip, not less than 1/4 inch wide and formed of 2 sheets of the plastic film, shall extend across the entire top of the pouch above the slit.
Dimensions. Overall width shall be 9-1/2" (+/-1/8"). Overall height, excluding the lip, shall be 15-1/2" (+/-1/8"). See Attachment 3, for reference.
Embossing. The words "DRUG ENFORCEMENT ADMINISTRATION" shall be embossed along the seam at the right side of the pouch in letters not less than 3/16" high, placed not less than 6" from the bottom of the pouch.
Labeling. Each pouch shall have a permanent, self adhering, label centered in the middle of the front of the pouch, located 3-1/8" from the top, (See Attachment 3). The labels shall be 3-1/4" (+/-1/16") wide and 5-1/4" (+/-1/16") long, (See Attachment 2), and tested as specified below. The color of the label shall be white with black printing. Each label shall include a unique inventory number consisting of a 2-3 digit lot number (i.e.B5) followed by a consecutively numbered six-digit control number (i.e.027314). These unique numbers will be placed on each label to vary according to DEA instructions for each run. DEA will provide the serial numbers required on each individual delivery order. Pouches shall be numbered in sequential order without any missing numbers. The face of each label shall accept normal pen and ink writing which will not smear or rub off. The entire back of the label shall contain a self-adhering adhesive. The adhesive shall adhere to the outside of the pouch without creating air bubbles or wrinkles and shall not lose adhesive qualities under normal room storage conditions. Labels shall adhere to the pouches so firmly that they cannot be removed without destroying the labels. The labels shall be printed and placed on each pouch as indicated on the delivery order.
Physical Properties of Plastic Sheets shall be as specified in Table I below:

Workmanship. Pouches shall be uniformly made, free from pinholes, tears, cuts, creases, wrinkles, extraneous material, or other defects that may impair their serviceability.
Quality assurance:
Testing of plastic sheets. Each manufacturer's lot of plastic sheets used to make the pouches shall be tested to verify the physical properties required above, using the specified ASTM method. All QPL testing bags shall be tested by DEA for acceptability.
Visual, dimensional, and workmanship examination of pouches. Thirteen pouches shall be randomly selected from each lot. If more than 1 pouch does not meet any of the visual, physical, dimensional or workmanship requirements of this description, the entire lot shall be rejected.
Testing of pouches.
Burst test. Five pouches shall be randomly selected from the ones sampled for the visual examination. Each pouch shall be subjected to the burst test on a T. M. Electronics Package Tester, Model BT, or equivalent package tester. If any pouch bursts at a pressure of less than 5.0 psi, the entire lot shall be rejected. Five additional pouches shall be randomly selected from the ones sampled for the visual examination.
Seam strength test. Five pouches shall be randomly selected. Four 1 inch strips per direction shall be cut from each pouch to be tested. The strips shall be spaced out evenly along the seam of the bag. The strips shall be perpendicular to the seam in the middle of the strip. A minimum of 13 lbs/inch of width in each principal direction (MD & CD) shall be the force required to pull the seam apart, when tested in accordance with ASTM D 882.
Heat sealability. Pouches shall be heat sealable throughout the temperature range 300-400 Deg.F, the dwell range 5-20 seconds, and the pressure range 20-60 psi. Seals formed shall have a breaking factor of not less than 10 lbs/inch of width when tested as specified below.
Heat seal strength test. Each pouch shall be heat sealed using the conditions specified above for heat sealability. After sealing, the pouches shall be conditioned as specified in ASTM D 882. A 1-inch wide strip shall be cut from each seal of each pouch, including the seals made to determine heat sealability, so that the seal is at a right angle to the long axis of the strip. There will be 20 strips in all. The strips shall be opened up and tested as specified in ASTM D 882 with the seal aligned midway between the jaws of the tester, at right angles to the direction of application of the breaking force. If any seal has a breaking factor of less than 10 pounds per inch width, the entire lot shall be rejected.
Label test. The label shall be tested for durability by either Federal Standard Test Methods #141, or ASTM D 822 (enclosed arc). After an exposure of 100 hrs, the label shall show no delamination or separation.
PACKAGING/PACKING: Four hundred and eighty (480) pouches shall be packaged in accordance with normal commercial practice. Packages are then placed in a close-fitting corrugated fiberboard box to withstand reshipment. The complete shipping container shall not exceed 51 pounds in weight, and shall be in compliance with applicable regulations of the Uniform Freight Classification and the National Motor Freight Classification.
