TTS Talent Team Recruiting Support Request for Information (RFI)

This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), Solicitation or a promise to issue an RFP, RFQ, or Solicitation in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Unsolicited proposals will not be accepted. Interested parties are advised that the U.S. Government will NOT pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future Solicitation, if issued. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this requirement.
The information provided in the RFI is subject to change and is not binding on the Government. No commitment is being made to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
Proprietary information, if any, should be minimized and must be clearly marked. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.
Overview This Request for Information (RFI) is being issued to assist in the finalization of TTS’ procurement strategy and requirements definition for our Recruiting Support Services need.
Our request is divided into 2 parts. The first part is a series of questions in the attached Request for Information Google Form. The second is a series of sections from the Draft RFQ, provided as attachments, that the Government is request feedback on.
Goal of this Document and Request Through this RFI, TTS seeks the following feedback:

· Typical NAICS codes used
· Available and recommended contract vehicles
· Recommended requirements format
· Typical and expedited delivery schedules and overall period of performance information
· Typical payment terms and pricing structures
· Typical staffing models
Comment of Solicitation Sections:
Please review the below attached documents and provide any comments you may have. The Government is open to all comments from industry, however, at a minimum, please consider the suggested questions provided.
Suggestions or changes may be provided using your software’s track changes and comment features, and/or provide clearly marked alternate sample(s) within the body of the document. Response to this portion of the RFI should be uploaded in Section 6 of the RFI Google Form
· Draft Statement of Need (Attachment 1), Draft SOW (Attachment 2), and Draft Government Furnished Information (Attachment 3)
· How these compares to typical market practices;
· Is there is too much or too little information provided (please be specific); and
· Is the information being provided at the right time.
· Draft Deliverables (Attachment 4)
· How this compares to typical market practices; and
· What are typical delivery schedules for these items.
· Draft Technical Evaluation Criteria (Attachment 5)
· How effective these criteria would be at aiding the Government in:
· Verifying a vendor’s ability to perform under the resulting contract/order; and
· Differentiating the abilities of competing vendors.

RFI Response Companies interested in participating in this RFI are encouraged to provide a response to the entire Request for Information (RFI) Response Form as well as upload their comments on the attachments to Section 6 of the form.
If you want the opportunity to talk to the Government on a one on one basis in lieu of providing a written response to this RFI, please contact the CO, Jennifer Calik, at jennifer.calik@gsa.gov. Additionally, depending on the responses to the RFI, the Gov’t may reach out to gather further information.
Attachment 1: DRAFT Statement of Need The TTS Talent Team requires a contractor to assist the team in identifying appropriate candidates for difficult to fill positions as requested.
The positions the Contractor may be asked to work include functional areas such as:
· DevOps/Security Engineer
· Application Engineer
· Visual Designer
· Site Reliability Engineer
· Customer Experience Specialist
Positions being filled may be virtual or site specific (e.g. Washington, D.C.).
The Talent Team has an immediate need for six (6) full time Site Reliability/DevOps Engineers to deliver digital products or services including:
· Providing technical support for clients;
· Delivering tools or products with high uptime or availability requirements (i.e. SLAs of 99.9%+); and
· Using Site Reliability Engineering or DevOps practices
Attachment 2: DRAFT Scope of Work The Contractor shall provide recruitment support services for each position requested as described herein.
The Contractor shall source and conduct initial screening of potential candidates. The Contractor shall perform the initial outreach to those potential candidates to verify their initial interest in the position, including location, compensation, etc. as well as determine if the candidates meet the minimum requirements for the position.
The Contractor will provide resumes for their recommended candidates as described in Section 3.4 Deliverables, below.
If any candidate is not accepted by the Government, the Contractor shall provide an alternate within 2 working days after notification.
The Contractor will NOT be responsible for:
· Candidate on-boarding; or
· Management of any security requirements of the selected candidate(s).
Attachment 3: DRAFT Government Furnished Information After award, the Government will provide information and documentation related to the hiring needs (e.g. position descriptions, specialized experience requirements, etc.) in full detail.
Attachment 4: DRAFT Deliverables Progress Report Weekly The Contractor shall provide progress reports on a weekly basis that provide the following information for each deliverable:
· Current status, including, but not limited to a description of the outreach activities performed;
· Anticipated completion date;
· Any unanticipated problems that may affect its completion; and
· Sample(s) of outreach to attract candidates, upon request.
Candidate Resumes Three weeks after receipt of Position Documentation. If not accepted, provide alternate resume(s) within 2 days after rejection.
The Contractor shall provide candidates resumes, which shall include:
· Name
· Contact Information
· Description of Experience and Capability specific to specialized experience related to their proposed position
· Technical Background
· Education
· Work Experience
· Accomplishments related to the activities described in this solicitation.
Attachment 5: DRAFT Technical Evaluation Criteria Factor 1: Methodology and Management Approach Submission Instructions No more than 5 Pages At a minimum, the quote should provide:
· The methodology and management approach to providing recruiting services.
· Specific methods and techniques the firm will employ to recruit an appropriate pool of candidates.
· Explanations of recruitment/search philosophies, conversion ratios, time to source, time to screen, etc.
Evaluation The Government will evaluate based upon the extent to which the proposal demonstrates the following:
· Capabilities to perform the work
· Approach to meeting the requirements
· Understanding of the project
· Methodology that would ensure the successful efficient and effective performance of the required services
· The quality and level to which the Contractor describes its knowledge of the recruiting services
5.1.2 Factor 2: Similar Experience
Submission Instructions No more than 5 pages Describe the experience and capability of your organization in conducting similar work as described in the SOW.
The work must have been performed by either:
· The Quoter itself,
· A teaming partner or subcontractor that is proposed in response to this RFQ, or
· Any Key Personnel who are being proposed in response to this RFQ.
Here, “similar work" is meant to convey similarity in subject matter, dollar value, duration, and complexity, such for recruiting services for the federal government.
At a minimum, the similar experience shall:
· Be currently underway or completed within the past three (3) years;
· Be of similar scope, size, and complexity to the work required by the SOW.
· Have involved efforts in recruiting support of the Federal Government.
· Demonstrate an understanding of the deliverables by providing evidence or examples of past projects
In the project summary, be sure to identify how the Quoter’s team on the prior project was involved in the development.
{{Subcontractors may be proposed, but their rates shall be clearly mapped to the prime’s labor categories and rates.}} If you are proposing a teaming arrangement include a copy of the CTA with your quote. Evaluation The Government will evaluate the Contractor’s relevant experience. The Contractor shall describe three (3) past or ongoing projects of significant relevance to the effort requested by this solicitation.
Any similar experience information provided by the Contractor is subject to verification and validation by the Government. The Government reserves the right to contact the government/commercial points of contact provided by the Contractor, and any project officials and/or other persons who have been involved in any of the contracts listed by the Contractor to verify information about similar experience and to obtain past performance information.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete similar experience information rests with the Quoter.
Quotes found to be technically acceptable, or higher, by the Technical Evaluation team will move on to Phase 2.
