Questions and Answers from Potential Applicants
Questions and Answers from Informational Call on Wednesday, March 7, 2018, 1pm
1. Does the letter of intent need to state which Component the potential applicant is targeting?
Both the Letter of Intent and the inclusion of a statement on the Component of interest is optional, but encouraged. This information is helpful to CDC in planning for the objective review.
2. Where is there a listing of eligible organizations?

· Nonprofits without 501(c)(3) status with the IRS, other than institutions of higher education
· Private institutions of higher education
· For profit organizations other than small businesses
· Small businesses
Non-U.S. applications are not eligible to apply for this funding opportunity
3. Is there a checklist available of items and criteria that will be “reviewed for eligibility and completeness” in the Phase I review?
Other than the HHS checklist (HHS 5161-1) provided under the grant opportunity “Package” tab on Grants.gov, a checklist for this specific funding opportunity is not available. We will be reviewing applications based on what is written in the NOFO (type of entity, whether application is over the award ceiling). Award ceilings per component can be found under Section B. Award Information Section 9. Award Ceiling (pages 19-20). Also, refer to question 4 below.
4. Can applicants request more than the component-specific maximum award amount stated in the funding announcement? If amount of funding requested is above stated award ceiling, will that make the applications view as ineligible or not meeting submission requirements?
Based on the eligibility information the applicant should not submit applications over the funding ceiling of the component in which they are applying for. Please see Section B. Award Information Section 9. Award Ceiling.
| Component |
| Award Ceiling |
Component 1 (Education, Standards and Translation) $495,000
Component 2 (Cancer Staging Collaboration and Implementation $250,000
Component 3 (Standardization of Laboratory and Biomarker Reporting) $300,000
5. Are MOAs/MOUs (see page 16, 3rd bullet) required?
Memorandums of Agreement (MOA) or Understanding (MOU) are not required. They can be submitted as part of the application to demonstrate organizational capacity and experience by having established relationships and previous collaboration with central cancer registries and/or cancer surveillance stakeholders. If applicants choose to submit MOAs/MOUs or Letters of Support, they would be submitted as attachments, separate from the project narrative.
6. Is there an upcoming Program Directors meeting for NPCR awardees?
CDC has no current or future plans for a NPCR Program Directors meeting. The last time such a meeting took place was in August 2017 following the CDC Cancer Conference.
Questions and Answers received via email
7. Could agencies apply independently for each component—that is CDC would receive 3 separate applications for this NOFO, one for each component?
Each submission should focus only on one component (Component 1, 2, or 3). Applicants do not need to coordinate the submission with potential applicants of the other components.
8. Please clarify the following guidance on page count: Project Narrative being limited to 15 pages for the “base”, and 4 pages for each component?
The maximum number of pages for the project narrative would be 19 pages (15 pages for the “base” application which addresses the subsections listed under project narrative and work plan (pages 25-27) and an additional maximum 4 pages focused on one of the three component (either Component 1, 2, or 3)
9. How certain are the budgeted funds? (How likely are they to be cut?)
As a federal agency budgets are subject to congressional approval and agency priorities. Budget planning for the entire project period was reviewed and approved by CDC’s Division of Cancer Prevention and Control, but funding for any CDC programs and projects is never guaranteed.
10. I believe we can charge indirect cost but at what rate?
Applicants can include indirect costs. The applicant should submit a copy of a valid indirect cost rate agreement along with their application if they are proposing indirect costs. (Refer to pages 27-28).
