About this file

This file is a Questions and Answers document for a Request for Proposal issued by a California county for Inflation Reduction Act of 2022 Tax Credit and Rebate Management Services under ePro Bid #CAO126-CAO4-6181. The document addresses inquiries submitted prior to the December 9, 2025 deadline and provides clarification on project scope and proposal requirements. The primary engagement involves Capital Improvement Program Project No. 26-116, valued at $64,997,347, comprising improvements across 14 county sites including photovoltaic system installations, battery energy storage systems, energy efficiency upgrades such as energy-efficient lighting and mechanical/electrical improvements, enhanced building controls, and electric vehicle charger installations. Construction is anticipated to commence as early as January 2026.

Regarding pricing structure, the county will accept fixed-fee pricing for specific elements of work, including Prevailing Wage & Apprenticeship analysis and Domestic Content analysis, provided such pricing is incorporated into the required Attachment E Cost form and clearly corresponds to the submitted labor categories and hourly rates. The document confirms that proposals should address multiple county energy projects as part of the engagement scope, though specific estimates of the total number of projects requiring review were not detailed separately from the primary Capital Improvement Program project information provided.
