About this file
This document appears to be a Question and Answer (Q&A) document related to a Request for Responses (RFR) issued by the Department of Mental Health (DMH) for a state and local contract opportunity. The Q&A addresses various questions about the building, including the availability of floor plans, issues with water damage and roof leaks, and the plans for the server room and existing furnishings/equipment. The document indicates that the DMH will cover major structural and utility infrastructure issues, while the licensee will be responsible for internal renovations and maintenance. The DMH will make most of the inpatient unit furnishings and equipment available to the licensee, but the licensee will be responsible for maintenance and replacement of certain items like the washer and dryer.
Regarding pricing and other terms, the document states that the services listed as included with the License will be provided at no additional cost to the licensee beyond the agreed rental amount, and any variations from the language in Appendix A will be itemized in the licensing agreement. The document also indicates that the kitchen and dishwashing equipment can be made available to the licensee, with the licensee responsible for maintenance and replacement.

.1.3 Floor Plans
Question: Are the building drawings available on Auto-CAD? Drawings provided in the RFR do not appear to be scaled or complete. Would SSMH be able to get copies of the existing floor plans/blueprints for purposes of responding to the use of space issue in the RFR?
Plans are not available at this time.
Question: There appears to be water damage in various parts of the building, including room 220 on the inpatient unit. How are issues with the roof being addressed? Is there a plan to repair the leaks in the roof? Has an environmental analysis of the building been completed checking for mold and asbestos? If so, can a copy of the report be made available?
Roof repairs have taken place. No current air quality test has been done.
Question: Does DMH plan to keep its current server room and send units on third and second floors?
Yes, we can not relocate the server room.
3.1.4 Services Included with License
Question: Are the services listed as included with the License provided at no additional cost to the licensee beyond the agreed rental amount? In instances where the services included (e.g., Extraordinary Maintenance and Repair of Infrastructure) with the License vary from the language in Appendix A does 3.1.4 prevail?
Department of Mental Health covers the major structural and utility infrastructure issues but internal renovations and wear and tear are handled by the Licensee. Conditions will be itemized in the licensing agreement.
Question: There is a large amount of furnishings and equipment located in space on the second floor formerly used by DMH as the inpatient unit and day hospital. Will DMH make the furnishings and equipment available to the licensee?
Most of the inpatient unit furnishings and equipment will be available. Bidder should list in their RFR response any other furnishing and equipment that wish to utilize.
Question: Will the clothes washer and dryer currently on the inpatient unit be included for use by the licensee?
The washer and dryer are available, but maintenance and replacement would be the responsibility of the licensee.
Question: Can the exercise equipment in the room on the second floor be removed by DMH?
DMH will be removing the exercise equipment.
Question: Will the kitchen and dishwashing equipment be available to the licensee?
At the time that the program closed, this equipment was in working order. This kitchen and dishwashing equipment can be made available, although maintenance and replacement will be the responsibility of the licensee. The RFR response should indicate if this equipment is desired.
