Solicitation QMAA-FK-160003-D Answers to Questions Received Through 8/31/2016
Q1: The Proposal Preparation instructions for Volume 1 – Administrative Requirements, Tab G – Inspection
Point(s) / Place of Performance does [sic] not distinguish between Cabs & Chassis and those trucks receiving upfits. However, Section D19, (page 42) of the solicitation states the following, **Offerors are notified that the source inspection requirement will not apply to cab & chassis items listed in the Schedule of Items (73, 73C, 73D, 73E, 73F, 74,74A, 74B, 74C, 74D, 74E, 74F, 74G, 74H, 74J, 75, 75A 75B, 75C, 75E, 75F, 77, 77C, 77E, 78, 78C, 78E, 79A, 79B, 79C, 79D, 79E, 79F, 79G, 79H, and 79J)** Please Clarify.
A1: The items listed on page 42 are factory-direct items that do not require after-market upfit work; therefore, inspection points are not required to be provided for these line items as part of Tab G – Inspection Points.
Q2: Are we correct in assuming that Attachment G3, Schedule of Items, is for reference only, in that it is not listed on the proposal checklist?
A2: Attachment G3, along with the other provided Schedules of Items, provide the Government’s minimum requirements for the vehicle models it is soliciting for. Offerors are not required to complete anything on this document as part of a proposal submission. However, should vehicles being offered as part of a technical proposal differ from the specs listed in Attachment G3 or any other schedule of items, such differences must be listed on the offeror’s technical exceptions worksheet (Attachment E1).
Q3: Are Offerors required to complete SF1449 Sections 19 through 24 for each vehicle proposed?
A3: Offerors should complete only blocks 17(a), 17(b), 30(a), 30(b) and 30(c) on the SF1449 as part of a proposal submission.
Q4: For this solicitation, am I required to get body pricing from more than 1 body company?
A4: There is no requirement for your firm to include more than one body company as an inspection point under this solicitation. Having said that, please be sure to review the estimated quantities for any line items your firm is considering to offer as part of a proposal. The Government often will order large quantities of vehicles at once, and ensuring capacity to handle such an influx is the responsibility of the offeror.
Q5: Each of the vehicle minimums call for a gas engine. In instances where an option (like DALT) is only available with a diesel engine do I say “Unavailable” and add an explanation; or do I simply include the diesel price in the option and call it a “Package”?
A5: Use the "Collisions" feature to reflect items such as these. In this case, "DALT requires YD" would be the necessary relationship between the option codes. Any option code that is subject to collisions such as this should be classified as a "Package."
