This modification is issued to:
1) Incorporate revised Attachment G1 – Chrysler Schedule of Items
a. Offerors intending to bid Chrysler items are hereby advised that the ProMaster model has been activated for bidding under item 162.
2) Incorporate revised Attachment G3 – Ford Schedule of Items

Due to systems constraints, these data updates will NOT be visible in AutoBid. For Ford items 75G, 92, 92F and 94, the data listed in this Schedule of Items attachment shall supersede that visible in
AutoBid in defining the Government’s minimum requirements. Any Technical Exceptions taken by Offerors relating to these items should be in relation to the data listed in this Schedule of
Items.

4) Revise RFP Section D.8 – Time of Shipment
FROM:
D.8 552.211-81 TIME OF SHIPMENT (FEB 1996) (ALTERNATE I—FEB 1996)
**For purposes of this clause, for North American production shipment is defined as the moment a vehicle leaves the manufacturer’s production facility. For vehicles which require oceanic transport, the ship date is defined as the moment a vehicle leaves the port of debarkation.
(a) Shipment is required within 90-195 calendar days after receipt of order (ARO), as defined below.
(b) Each delivery order will specify that shipment is required no later than the number of days shown above. If such order also states that "Early Shipment is Precluded," the Contractor agrees to make shipment no sooner than 90-195 calendar days after receipt of order, as defined below. Earlier shipments may result in non-acceptance of the supplies at the delivery point at the time of arrival.
**For items 73, 73C, 73D, 73E, 73F, 74,74A, 74B, 74C, 74D, 74E, 74F, 74G, 74H, 74J, 75, 75A 75B, 75C, 75E, 75F, 77, 77C, 78, 78C, 78E, 79A, 79B, 79C, 79D, 79E, 79F, 79G, 79H, and 79J, shipment is required within 90 days ARO. 5) Provide questions and answers as submitted in response to the RFP.
Q1: Please look at Line Items 95B, 95C and 95E, which have shipment days of 180 ARO. Should they not be
195 days ARO like the other Cargo Body items – 92, 92F, 94 and 94B?
A1: Per this amendment, Line Items 95, 95B, 95C and 95E have been amended to reflect 195 days ARO.
Q2: Line Item 34N [GM model] is a GM CNG system, so ships directly just like cab chassis Line Items. Should it not be moved to D.16 “source inspection requirement will not apply”?
A2: Contract clauses and conditions related to line items are not manufacturer specific. Exceptions taken to any contract terms and conditions (such as Section D.16 – Source Inspection for the specific make/model identified) should be outlined on Attachment D – Vendor Response Document (see page 1). Any exceptions taken to minimum requirements data or data provided in AutoBid should be provided on Attachment E –
Technical Exceptions Worksheet, in accordance with Section F.1. Offerors are instructed to note the additional guidance provided in Item #2 of this amendment.
Q3: Does the phrase…below, mean that the financial entity to whom the funds are assigned must be registered in SAMS [sic]?
“…the Contractor shall require as a condition of any assignment, that the assignee shall register separately in the SAM database…”
- From Attachment A, Clauses Incorporated by Reference, FAR 52.232-33 (g) Payment by Electronic
Funds Transfer – System for Award Management (Jul 2013)
A3: Any assignees involved in an assignment of claims as defined in FAR Subpart 32.8 must be registered in
SAM to receive EFT payments from any contract awards resulting from this solicitation.
Q4: I noticed the Standards now list maximum body width of 80” on a single rear wheel chassis. The Ford
E350 SRW is 79.4” wide at rear tires. I want to make sure we will not have any issues at time of inspection building a body with this width on this vehicle (we’ve been providing 82” wide bodies on both Ford and GM
SRW cutaways to meet the requirement the body does not extend more than 2” past the rear tires on each side).
A4: Offerors bidding the Ford E350 SRW are advised to consult the Federal Vehicle Standards for minimum requirements data on items 92 and 92F. There is a different requirement listed for body width on these items.
Q5: Also, I see a new option for CBU backup camera but cannot find it listed in the Federal Standards 307AT to confirm what the requirements are. The standard backup camera we provide to our commercial customers is
5” color LCD monitor system. Please confirm if this will meet the requirements.
A5: The backup camera (option CBU) is whatever the vendor furnishes as standard commercial practice.
Q6: In order to do an adequate bid and to be competitive as possible we need more time for this solicitation; we intend to bid on most all items and have to sort out subs and where we are going to use them, plus the pricing on about 111 items and options. We would like to see this extended from August 21 to about September 8, which gives us the weekend if we need it.
A6: The Government does not anticipate granting any extensions as they relate to the proposal submission deadlines for this solicitation. Any changes to proposal submission deadlines will be communicated to all offerors via FBO.
