1) PROVIDE QUESTIONS AND ANSWERS AS SUBMITTED IN RESPONSE TO THE RFP
Q1: We are unable to obtain information to bid a significant portion of the models for the 2019MY. With that said, will we be unable to bid on these line items for the 2nd contract period or able to bid them as a new product? If not, will we be shut out of these items until a new solicitation comes out?
A1: Currently, only line items awarded with the initial contract are eligible for consideration during an option exercise. GSA can’t simply award new items to a current vendor without going through a full source-selection process. GSA is aware of a significant industry production disruption and its impact for all our programs, including Vocational. As a result of these challenges, the current period of performance is amended to a one-year base period with four (4) one-month option periods (see Amendment item #2 below). GSA will recompete this entire program next year.
Q2: Items 95B and 95C require Cargo Bodies just as items 92, 94, and 94B. Shouldn’t the number of shipment days be the same?
A2: Yes, the number of shipment days for items 95B and 95C should be the same as items 92, 94 and 94B (see Amendment item #3 below).
Q3: We are a new company. We will not have three (3) years of financial information. What do we do in this case?
A3: Absent consolidated financial statements, potential offerors may provide letters of credit with commercial financial institutions, flooring agreements through fleet groups (including access to underlying credit lines), or any other demonstration of financial responsibility to support an award of the size/scope contemplated. Please see the applicable FAR citations:
9.104-1 General standards.
To be determined responsible, a prospective contractor must—
(a) Have adequate financial resources to perform the contract, or the ability to obtain them (see 9.104-3(a));
9.104-3 Application of standards.
(a) Ability to obtain resources. Except to the extent that a prospective contractor has sufficient resources or proposes to perform the contract by subcontracting, the contracting officer shall require acceptable evidence of the prospective contractor’s ability to obtain required resources (see 9.104-1(a), (e), and (f)). Acceptable evidence normally consists of a commitment or explicit arrangement, that will be in existence at the time of contract award, to rent, purchase, or otherwise acquire the needed facilities, equipment, other resources, or personnel. Consideration of a prime contractor’s compliance with limitations on subcontracting shall take into account the time period covered by the contract base period or quantities plus option periods or quantities, if such options are considered when evaluating offers for award.
GSA will review the information submitted with the offer and make a determination regarding "adequate" financial resources, considering the estimated value of the proposed line items.
Q4: Is the Schedule of Items the same as it is in AutoBid?
SECTION F – INSTRUCTIONS TO OFFERORS
F.1 ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS
If an interested Offeror has a representative make and model comparable to the models identified herein, Offerors will need to contact GSA to provide those representative makes and models per the Schedule of Items and obtain an account and password from GSA’s Systems Branch (QMDEA) at AutomotiveEDI.Partnerships@gsa.gov.
If the comparable model differs from the Government’s minimum requirements, the Offeror must identify those differences for each respective make and model on a separate electronic document as noted below. Please note that submission of representative makes and models does not ensure that they will be accepted. No alternative models will be accepted for consideration after 5:00pm Eastern July 18, 2018.
Offerors completing AutoBid data entry are instructed to consider all items listed under Minimum Requirements as items that MUST be included as standard on vehicles included as part of any offer, regardless of whether or not GSA has entered specific data for the item. Any deviations to the minimum requirement items or data provided in AutoBid must be reflected on the offeror’s Technical Exceptions worksheet.
Please note that in cases where data entered in the Schedule of Items (attachments G1-G5) differs from data reflected in AutoBid, the Schedule of Items governs the Government’s minimum requirements.
A4: AutoBid accounts are established based on the information contained in the Schedule of Items. There are times, however, when Amendments are issued to update optional equipment availability and other equipment changes after the release of the solicitation. Please make sure the vehicle you are offering reflects the requirement in AutoBid. If not, insert those exceptions on the Technical Exceptions Worksheet (TEW).
Q5: Are pictures for each item required, and if our firm is a new contractor how do we source them? OEMs have a collection of images but not exactly equipped like GSA items. Can we supply something similar?
A5: OEMs maintain photos of each model. GSA recommends requesting photographs from your firm’s suppliers and submitting at the earliest time. Please do not let this delay your proposal submission as these photographs can be provided post-award and loaded via the AutoVendor portal for successful awardees.
Q6: Per the solicitation, offerors are required to provide MPG and GPM for vehicles up to 8,500lbs GVWR AND additionally for vehicles with a GVWR between 8,500 and 10,000 lbs designed to transport primarily persons. Does this still include Items 22X and 24X? For vehicles not meeting these criteria should offerors insert “0” in these fields?
A6: For items not meeting the GVWR criteria, the only columns that are required are the Eng Displ (Ltrs), Eng Displ (Cyl), and Fuel Type (required for all items regardless of GVWR). Offerors do not have to enter "0" for MPG and GPM for items not meeting the criteria for submission of these fields (the default "blank" is sufficient).
CFR 86.1803–01 defines the specifications for vehicles required to comply with fuel economy standards set by EPA and NHTSA. Under this definition, medium-duty vehicles are defined as any vehicle with a gross vehicle weight rating (GVWR) of less than 10,000 pounds that is designed primarily for the transportation of persons. The MDPV definition does NOT include any vehicle which:
(1) Is an “incomplete truck” as defined in this subpart; or
(2) Has a seating capacity of more than 12 persons; or
(3) Is designed for more than 9 persons in seating rearward of the driver's seat; or
(4) Is equipped with an open cargo area (for example, a pick-up truck box or bed) of 72.0 inches in interior length or more. A covered box not readily accessible from the passenger compartment will be considered an open cargo area for purposes of this definition.
The 22X and 24X appear to be excluded from the requirement in accordance with exemptions (2) and (3).
Q7: When attempting to load AutoBid over the weekend we received the following message:
Attention! Please do not bookmark this page The GSA-FAS website you are trying to reach is not currently available due to System Maintenance. Please try again after some time.
We would like to extend our apologies for the inconvenience caused and thank you in advance for your patience.
Will there be additional system maintenance in the coming weekends?
A7: Systems maintenance is scheduled for most weekends. It is not something Vehicle Purchasing controls as server maintenance affects all GSA-wide systems. Please plan accordingly and take this into consideration when choosing to work on weekends.
