Solicitation QMAA-F6-140018-D Amendment 001– Continuation of Standard Form 30

1) PROVIDE QUESTIONS AND ANSWERS AS SUBMITTED IN RESPONSE TO THE RFP

Q1: When entering pricing into AutoBid, do we include destination in our invoice and MSRP pricing?

A1: Section B.5 of the RFP outlines definitions as used in this acquisition. Section F.1 reflects which invoice price should be entered into AutoBid.

Q2: On the Proposal Checklist, are you asking for a change to Dealers Layout Form in Volume 1, Tab H and

Attachment K to be included?

A2: The dealer’s layout form must be submitted with your proposal in the template prescribed in the RFP. No information from any current contract can be automatically assumed or carried over as this is a new competition. Attachment K is the template that the offeror must use to submit as Tab H under Volume 1 –

Administrative Requirements.

Q3: Attachments O & P are already compliant as GSA Fleet is submitting VIN’s weekly and [vendor] is responding with open recalls and TSB’s. Is there further action necessary for the submission?

A3: Attachments O & P have been informal arrangements between GSA Fleet and OEM partners. This language/template inclusion merely codifies what has been an informal agreement. There is nothing to submit for this aspect as part of the proposal; but your firm will be expected to comply with the requirements of Section

C.8 – Notification of Vehicle Defects/Recalls during the performance of any resultant contract.

Q4: Please confirm these [AS&E] prices did not change and are still [as follows]:

Sedan: $13,197

Police Sedan: $16,897

A4: See section B.6 of the solicitation which lists the dollar amounts per vehicle type.

Q5: The subject solicitation includes clause 552.211-92 Radio Frequency Identification Using Passive Tags.

Please explain your expectations for compliance. Are you requiring an RFI on each vehicle with an ultimate delivery location of the DLA or DOD?

A5: No, GSA does not require a RFID on each vehicle with an ultimate delivery location of the DLA or DOD.

GSA has to include the clause in our contracts as the prescription language in the General Services

Administration Manual (GSAM) states the following:

552.211-92 Radio Frequency Identification (RFID) Using Passive Tags.

As prescribed in 511.204(b)(11), insert the following clause:

RADIO FREQUENCY IDENTIFICATION (RFID) USING PASSIVE TAGS (JAN 2010)

Radio Frequency Identification shall be required on all non-bulk shipments to the Defense Logistics Agency

(DLA) or Department of Defense (DoD) destinations. Shipments shall be tagged in accordance with 48 CFR clause 252.211-7006. Shipments to GSA Distribution Centers with final destinations to DLA and DoD shall be in compliance to 48 CFR 252.211-7006. Copies may be obtained from http://www.access.gpo.gov/nara/cfr/cfr-table-search.html.

511.204 Solicitation provisions and contract clauses.

(b) Supply contracts that exceed the simplified acquisition threshold.

(11) The contracting officer shall include the clause 552.211-92, Radio Frequency Identification (RFID) http://acquisition.gov/gsam/current/html/Part511.html#wp1860880 tel:252.211-7006 tel:252.211-7006 http://www.access.gpo.gov/nara/cfr/cfr-table-search.html http://www.access.gpo.gov/nara/cfr/cfr-table-search.html http://acquisition.gov/gsam/current/html/Part552_Sub2A.html#wp1930326 using Passive Tags, in solicitations and contracts for supplies when deliveries may be made to military activities and the contract amount is expected to exceed the simplified acquisition threshold.

Per the original GSAM clause 552.211-92, shipments shall be tagged in accordance with 48 CFR (Defense

Federal Acquisition Regulation Supplement, or DFARS) clause 252.211-7006. The prescription language states:

252.211-7006 Passive Radio Frequency Identification.

As prescribed in 211.275-3, use the following clause:…

When you review the prescription language, 211.275-3 and 211.275-2 provided further guidance:

211.275-3 Contract clause.

Use the clause at 252.211-7006, Passive Radio Frequency Identification, in solicitations and contracts, including solicitations and contracts using FAR part 12 procedures for the acquisition of commercial items, that will require shipment of items meeting the criteria at 211.275-2, and complete paragraph (b)(1)(ii) of the clause as appropriate.

211.275-2 Policy.

(a) Except as provided in paragraph (b) of this subsection, radio frequency identification (RFID), in the form of a passive RFID tag, is required for cases and palletized unit loads packaging levels and any additional consolidation level(s) deemed necessary by the requiring activity for shipments of items that—

(1) Contain items in any of the following classes of supply, as defined in DoD 4140.1-R, DoD Supply

Chain Materiel Management Regulation, AP1.1.11:

(i) Subclass of Class I – Packaged operational rations.

(ii) Class II – Clothing, individual equipment, tentage, organizational tool kits, hand tools, and administrative and housekeeping supplies and equipment.

(iii) Class IIIP – Packaged petroleum, lubricants, oils, preservatives, chemicals, and additives.

(iv) Class IV – Construction and barrier materials.

(v) Class VI – Personal demand items (non-military sales items).

(vi) Subclass of Class VIII – Medical materials (excluding pharmaceuticals, biologicals, and reagents – suppliers should limit the mixing of excluded and non-excluded materials).

(vii) Class IX – Repair parts and components including kits, assemblies and subassemblies, reparable and consumable items required for maintenance support of all equipment, excluding medical-peculiar repair parts; and

(2) Will be shipped to one of the locations listed at http://www.acq.osd.mil/log/rfid or to—

(i) A location outside the contiguous United States when the shipment has been assigned

Transportation Priority 1; or

(ii) Any additional location(s) deemed necessary by the requiring activity.

(b) The following are excluded from the requirements of paragraph (a) of this subsection:

(1) Shipments of bulk commodities.

(2) Shipments to locations other than Defense Distribution Depots when the contract includes the clause at FAR 52.213-1, Fast Payment Procedures.

tel:252.211-7006 http://www.acq.osd.mil/dpap/dars/dfars/html/current/211_2.htm#211.275-3 tel:252.211-7006 http://www.acq.osd.mil/log/rfid

GSA must include the clause in the solicitation per the GSAM prescription language. However, the clause will not be applicable during the performance of any resultant contact as shipments are not by cases or palletized unit loads and further do not meet the requirements outlined in 211.275-2.

2) REVISE SECTION B.2, ESTIMATED SALES (NOV 1997):

SECTION B.2

CHANGE FROM:

B.2 B-FSS-96 ESTIMATED SALES (NOV 1997)

The estimated quantities and estimated sales figures below show historical quantities in units and total prices paid in dollars for the last full-year ordering cycle (FY13). The estimated quantities and estimated sales figures are broken out for all customers and GSA Fleet. GSA Fleet quantities and sales figures are a subset of the total quantity and are not additional figures (see Attachment I).

Attachments J1 (Optional Equipment Analysis) and J2 (Optional Equipment Combination Analysis) demonstrate the optional equipment purchased to date during the 2014 acquisition cycle.

File icons are used for illustrative purposes only. The complete attachments can be found in the FedBizOpps posting. Due to Systems constraints, Attachments J1-J2 may include items not solicited as part of this acquisition.

CHANGE TO:

B.2 B-FSS-96 ESTIMATED SALES (NOV 1997)

The estimated quantities and estimated sales figures below show historical quantities in units and total prices paid in dollars for the last full-year ordering cycle (FY13). The estimated quantities and estimated sales figures are broken out for all customers and GSA Fleet. GSA Fleet quantities and sales figures are a subset of the total quantity and are not additional figures (see Attachment I).

In addition to the estimated sales identified, GSA Fleet seeks to acquire vehicles equipped with Forward

Collision Alert System (GSA optional equipment code FCAS) with active braking. Offerors are notified that as part of this endeavor, GSA Fleet will purchase at least 1,000 vehicles of combined makes/models to be determined with FCAS equipped with active braking provided offerors propose and GSA awards representative line items with these features as below-the-line optional equipment. This purchase of vehicles is conditional upon offerors proposing this equipment separate from higher priced trim levels or other optional equipment. GSA Fleet will not purchase vehicles with this equipment unless it is de-coupled from higher-priced trim levels. These 1,000 vehicles are a subset of the estimated quantities identified in

Attachment I, and no change will be made to Section C.11 – Guaranteed Minimum Quantity as the availability of this equipment will depend on offeror responses, awarded line items, and related optional equipment.
