The contractor is responsible for receptacles, transportation, disposal, recycling, and administrative costs to provide full-service solid waste and recycling removal. The QASP establishes performance standards for container replacement response times, monthly report submission, invoice timeliness and accuracy, and waste container servicing compliance. It delineates surveillance methods including inspections and complaint validation to determine ratings of excellent, satisfactory or unsatisfactory. The plan also describes requirements for documenting performance, addressing unacceptable performance, and setting meeting frequencies to assess contract compliance.
