About this file
This document is a Quality Assurance Surveillance Plan (QASP) for RCTA Undercover Narcotic Operations Courses, establishing performance monitoring and evaluation standards for contractor-delivered training.
The QASP defines six measurable deliverables, each with an Acceptable Quality Level (AQL) of 75% average or above on student course evaluations: instructor presentation of information, instructor knowledge of subject matter, hands-on training of materials, textbook and handout materials, instruction's strong points of course, and overall course rating. Student evaluations are completed at the end of each course iteration and assessed using a three-tier color-coded rating system: Green (AQL met), Yellow (minimum AQL met but requiring contractor attention), and Red (below minimum AQL requiring immediate resolution). The Contracting Officer Representative (COR), MSgt Zachary A. Clay (601-616-3465, zachary.a.clay.mil@army.mil), monitors contractor performance through monthly status reports in DOD CORT and coordinates with the Government Facilitator who administers end-of-course evaluations. The QASP includes a Quality Assurance Rating Sheet template for documenting evaluation results, course iterations, required comments for Yellow or Red ratings, and certification that services have been received and accepted in accordance with FAR Part 52.246-4 or FAR Part 52.212-4(a). The plan also requires documentation regarding Combating Trafficking in Persons compliance.
