About this file

This is a Quality Assurance Surveillance Plan (QASP) for RCTA Commercial Vehicle Interdiction Courses, a training delivery contract.

The QASP establishes performance monitoring procedures and acceptance criteria for instructor-led training courses. The Contracting Officer Representative (COR), MSgt Zachary A. Clay (601-616-3465, zachary.a.clay.mil@army.mil), monitors contractor performance monthly through DOD CORT and completes status reports. Quality evaluation relies on student course evaluations administered by Government Facilitators at the end of each course iteration, combined with COR observations. Six deliverables are defined with an Acceptable Quality Level (AQL) of 75% average or above on each class's evaluation: instructor presentation of information, instructor knowledge of subject matter, hands-on training of materials, textbook and handout materials, instruction's strong points of course, and overall course rating. Performance is rated using a three-tier system—Green (acceptable quality level met), Yellow (minimum AQL met but requiring contractor attention), and Red (below minimum AQL requiring immediate resolution). The COR must identify specific components requiring attention or improvement for Yellow or Red ratings. The deliverable rating sheet includes fields for vendor name, contract number, course title, month/year, course iterations and locations/dates, and mandatory comments for substandard ratings. A Combating Trafficking in Persons compliance question is included in the certification process, which references FAR Part 52.246-4 (inspection of services) or FAR Part 52.212-4(a) (commercial contract inspections).
